A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWUOD
CONCERNING THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROGRAM FUR YEAR X (1984-85)
WHEREAS, the City entered into an agreement with the County of Los
~i Angeles on November 10, 1981 regarding cooperation in undertaking activities
authorized by the Housing and Community Development Act of 1974, as amended;
and
WHEREAS, the City has complied with citizen participation process
requirements through a public hearing held on April 4, 1984; and
WHEREAS, the City must now prepare, approve and submit required
documentation so that the County may compile its annual application for
CDBG funds,
NOW ,THEREFORE, the City Council of the City of Lynwood does hereby
find, determine, order and resolve as follows:
Section 1. That all documentation required of the City by the
County and by the Department of Housing and Urban Development for the prepara-
tion of an annual application for $1,079,000 of CDBG funding be prepared.
Section 2. That the draft statement of Community Development
objectives, attached hereto as Exhibit A is approved and adopted as the
City's final statement.
Section 3. That the Mayor, City Manager, and Community Development
Director be authorized to execute any required documentation for the Year X
application and any CDBG projects' implementation.

The proposed Statement of Community I'ievelopment Objectives
is as follows:
A. COMI°IUIVITY COhlSERVATION
GOAL.: Enable people to live in a safe, decent and
sanitary environment.
OBJECTIVES:
1. Provide financing for housing rehabilitation
programs.
2. Provide free minor interior and e::terior house
repairs, including energy conservation activities
for low and moderate income household:?.
_. Increase the availability of rebates and
affordable rehabilitation loans in declining
neighborhoods from public and private
organizations.
4. Develop or e;;pand code enforcement programs ..and
eliminate or prevent blighted conditions,
B. NOl1SING F'RODUCfION
GOAL: Improve the housing opportunities far persons of
low anrJ moderate income.
OBJECTIVES:
i. Provide financing for housing produr_tion
activities (i. e., off-site improvementsi to assist
private developers in building low-cost units.
C. NEIGHBORHOOD DF_VELOF'h1ENT
GOAL: Provide for the orderly growth and development
of a specific area.
OBJECTIVES:
i. Develop and implement redevelopment plans for
selected areas.
~. Implement various activities such as:
- Infrastructure, development and improvement.
- Development/e::pansion of Indus±rial land use.

- Development of commercial properties.
- Acquisition of properties,
- Clearance, demolition and relocation.
- Street and alley widening and reconstruction.
- Rehabilitation of substandard properties.
D. COMMUNITY BUSINESS REVITALIZATTQN
GOAL: Improve and e:;pand essential community bt.~siness
activities and redur_e unemployment.
OBJECTIVES:
1. Utilize e:;isting legal and financial service
mer_hanisms associated with the revitalization of
economic development.
~. Create new jobs within Commercial Industrial
Revitalization areas with at least 51"/. of these
new jobs guaranteed to low and moderate income
residents, while also E^eeping in mind provisions
for upgrading skill levels and es:panding economic
opportunities to these groups.
°_+. Assist local qualifying businesses to obtain loan
guarantees or interest subsidies, etc., for the
purposes of land acgttisitien, interior/e>:terior
rehabilitation, wor~;ing capital, and technical and
management assistance.
4. Encourage the development of conveniently located
retail commercial activities which will provide
goods and services essential to the needs of the
local residents.
v. Provide the public improvements deemed necessary
for the delivery of essential services, especially
where such public goods and services are absent,
inadequate or lacking.
6. Provide and coordinate the provision of technical
and/or financial assistance to small and minority
businesses andior potential community
entrepreneurs.
E. PUBLIC WORk:S
GOAL: Construct/reconstruct pu6li.c buildings and
infrastructure. ~1
1. Acquire, construct, reconstruct, or install public j(I
worts, facilities, and site or other improvements
-- including neighborhood facilities, centers for
the handicapped, senior centers, historic
properties, utilities, streets, street lights,
water and sewer facilities, faandations and
platforms fnr air rights sites, pedestrian mall
and walkways, parF:s. playgrounds, recreational
facilities, solid ,waste disposal facilities
recycling or c_onversinn facilities, and fire
protection services and facilities.
2. Provide adequate ramps and other fi;,tures to
remove architectural barriers which restrict the
mobility and accessab.ility of elderly and
handicapped persons.
F. PUPLIC SERVICES
COAL: Improve public services and facilities.
OBJECTIVES:
1. Provide public services, including but not limited
i:o those concen~ed with employment, r_rime
prevention, r_hild care, health, drug, abuse,
education, energy conservation, welfare or
recreational needs.
2. Implement graffiti removal programs.
v++. Provide fair housing counseling and guidance,
transportation, legal and referral services.
G. PLANNING, AND ADNI~~;ISTRATION
GOAL: Develop the planning capacity to implement ±he
objectives listed for program categories A through F.
1. Develop an application for CDBi3 f~_+nds i.n consort
with an approved Housing A~s_>i.s'tanr_e Flan.
2. Develop a polir_y planning managemen± capacity to
include: `
a. Comm~_+nity Development Objectives.
b. F'raorams and activities to meet the
objectives.

program activities.

Consistent with the above objectives and the U. S. Department.
