Special Session
July 31, 2007 5:30 PM Greencastle City Hall
I. Call to order; Roll Call
A. Meeting called to order at 5:35PM by Mayor Nancy Michael; Roll call: Bob Sedlack,
Russ Evans and Mark Hammer present; John Lanie and Tom Roach absent.
II. Budget Review
A. Mayor Michael started meeting with discussion on Salary Ordinance. Clerk
Treasurer Teresa Glenn reviewed worksheets presented to council. Glenn shared
that she met with DLGF on Friday and received approval to proceed with requests.
Mayor Michael shared that Salary Ordinance reflects an average of 2.5% increase or
$700 for each employee and $1,100 increase to each department head. All part-time
salaries remained the same as 2006. Stated that Assistant Engineer position will be
eliminated for 2007. Discussion on salary ordinance.
B. Review of EDIT budget.
C. Review of CCD budget.
III. Review of Department Budgets
A. Mayor Michael began with comment to council that all departments have flat lined
their budgets. The only increase is in the 100's which is the personnel expenses.
B. Review of Attorney's budget
C. John Lanie arrived at 6:28 PM
D. Review of Planner budget.
E. Engineer Budget Review
1. Reduction in staff with elimination of Assistant Engineer position. Adding
contractual dollars to Park and MVH Budget.
F. Cemetery Budget Review with CGI
G. Fire General; CCF and Fire Pension Budget Reviews
1. Chief Newgent discussed new Firefighter Engineer Position. These are not
additional positions only making 3 firefighters engineers also with $1,000 addition
to salary.
H. Police General; Police Pension
I. Park and Recreation Budget Review
J. MVH, LRS Budget Reviews
1. Major Moves dollars included in revenues and $100,000 added for sidewalks
K. BOW Budget Review
1. Increase in Water Hydrant Rental due to rate increase.
L. CT Budget Review
1. Question from Counselor Lanie as to continued need for CPA. Clerk Glenn
stated she wishes to continue use of CPA to review General Ledger monthly.
M. Common Council review
N. Mayor
1. Discussion on Mayor's promotional line; should a line be created for
Celebrate "4 "? Mayor stated next year, 2008, she would like to do that.
O. GO Bond
IV. Adjournment
A. Mayor Michael thanked Dept. heads and everyone for all their work in putting the
budgets together. Council agreed by consensus to advertise as presented with
changes and corrections. Motion by Mark Hammer to adjourn at 8:38 PM, second by
Bob Sedlack, unanimous approval.
