Mayor Berner called meeting to order at 6:30 p.m. Members present: . , Steve-Berner,Mike Chris Ball, Peggy Upton, Jim Bartels and Travis Weipert. ; Also - present: Attorney Greenleaf and Engineer Frederick. • -. t Motion Ryan second Weipert to approve agenda.. Carried unanimously.- Community Forum - Sherriff's Dept deputy reported that activity in:Tiffin.has quieted down with no burglary reports . recently: , Darla Bartels requested the council to approve.the,contract with Miller's Petting-Zoo for ` „ �£• d TiffinFest on July 14. TiffinFest committee is.planning more teen events and holding a talent. Need to put something around west edge`of park so people don't drive vehicles through middle ' -,of park. y , ,. _ . Realtor Tracy Reiten stated that it would be more,marketable as a PAD. Motion Ball second Weipert to approve disposal of houses at 320,Railroad Street'and 105 College Street by the fire department burning exercise Feb 18, or Feb 25 if weather does not _ permit on Feb. 18 and to authorize Mayor Berner to`contract with a bulldozer operator to control debris during the'fire. Carried unanimously. , ' Reports _ Attorney reported that he received an Inquiry about noise from a commercial zone affecting m '' . ° residential areas. The noise ordinance regulates noise but refers reader to zoning ordinance for . „. noise in commercial and industrial zones. Zoning ordinance does not address noise in industrial, zones,•with clarification.from P&Z Chairperson Fitzgerald that the zoning ordinaneerdoes -' ' . address noise in commercial.zone. Engineer: Doug Frederick reported that Tom Scheetz asked`him for on-site supervision and staking for new gas tanks-at Depdand Attorney Greenleaf provided a document allowing the city's engineering firm to provide this work without a conflict of interest to the city. y' Public Works: Brett Mehmen.reported that he,is getting estimates for work on baseball field #1. Mayor Berner reported that he met with Travis Armstrong from High Development who stated- that the city would have the necessary deed for park land exchange by the end of February. After that, the city needs to finish the fence.-- b Council Members: Ryan expressed concern about safety of entrance from highway 6 to soccer fields. Ball reported that the Metro Planning Organization asked if cities need any transportation studies and wants listrtof possible grant project by March 1 . f Mayor: Mayor Berner reported that a request for a home based business at 431 Roberts Ferry Road to sell fire arms on the internet meets the Tiffin Code requirements for home based businesses. The merchandise will not be'sold from the home, the business will not increase ,. -traffic or parking and Code prohibits signage. Berner also reported that CCA Superintendent �' Schares asked permission for CCA to put a link on its web-site to Tiffin's site with council consensus to approve. '` . r 'Attorney reported that he is still working on land acquisition issues. The lender requires an appraisal for 113 College Street and the owner of 201 College Street got a contractor to write specifications but does not have any bids„yet. General,discussion about other properties .4 affected by the Ireland Avenue extension project. a Motion Weipert'second',Bartels to enter into closed session at 7:40 p.m. under Code of Iowa Ch. 21.5(1)0) to discuss the purchase orysale of particular real estate only where premature disclosure could be reasonably expected to increase the price.the governmental'body,would have to pay for that property or.reduce the•price the governmental body would receive for that :, property.
