Wednesday, May 23, 2012 Springmier Community'Library at�CCA Middle School . The Tiffin City Council met in special session on Wednesday, May 23, 2012 at the Springmier Library at the CCA Middle School Mayor Berner called the meeting to order at 6:45 p.m. Roll - Call vote: Chris Ball, Travis Weipert, Peggy Upton and Jim Bartels Absent: Mike Ryan= Motion made by Weipert, seconded by Upton to approve the agenda. Doug DeBolt with MSA Professionals presented updated annexation"maps. He presented information regarding each parcel number, the deed holders and the acreage. The spreadsheet had comparisons of annexing into Coralville, North Liberty or Tiffin. The next step will be to get petition signatures to start the voluntary annexation..Rules for annexation: there will be'no "island"created and to maintain a 50' boundary. MSA can assist with the proper publications, -legal descriptions and necessary step's. There is a real possibility'that North Liberty or Coralville may involuntarily/forcibly take the properties—but,'at this juncture the owners can choose to become part of Tiffin. Once the petition is signed the owner cannot go to another city. { Susan Judkiins-Josten with MSA Professionals offered a Tax Increment Financing ("TIF") presentation`to-Council. She provided a map of TIF area in the City,limits, what our TIF certifications have been in recent years, what TIF can be used for and what will happen once F- the governor signs the TIF bill:The City's budget cannot get certified until the TIF report is filed. 7... 5 She explained that, depending on when each TIF Was-created, some of them have no expiration date and some of them have a 20 year lifespan (10 for housing). It was noted that TIF funds cannot held in reserve and that if the tax base lowers so will the TIF funds. It was confirmed that the City can build a city hall with TIF funds with the justification that the City cannot afford a debt serviceor general obligation bonds at that time. If the'City wanted to use TIF to build a public building and a pool we could offer the school and county residents to pay the same rates , as'residents: 4. . . Bob Josten with Dorsey& Whitney thanked council for hiring Jackson and that she is'getting up to speed quickly with the TIF information. the City needs to be "transparent" by offering accurate and current TIF information. Basically, the City needs to spend money to get TIF u .. money—we still may need to look at other places for financing. -- ' E , w. .. 4 , 3 .- i . Mayor.Berner acknowledged the invitation to attend the Memorial Day Veterans Trail Dedication'on May 28, 2012 at 1:30 p.m. Minutes Motion made;by,Weipert, seconded by Bartels to approve the minutes from.Aprril 11, 2012. Motion carried unanimously. , Unfinished Business . w , = A. Capital Improvement list is broken down into Phase I and Phase II. Jeff Heil with Northland Securities will attend a June council'meeting toydiscuss having a public bond hearing in July. The City will probably not get NPO funds. 1 I B. Council agreed unanimously to paint the water tower white with blue lettering and the ., City's logo. - New Business . ,, A. Web Site Development/Review: the City received three quotes for web site .. development and hosting. All three were comparable in pricing: Jackson stated she.has .worked directly with Net-Smart previously in,the past and has had success. Motion a 4 made by Weipert to select Net-Smart to create, maintain and host the City's web site, - seconded`by Ball. Carried unanimously. B. Summit Module Upgrade-Payroll;Jackson stated we outsource our payroll and with a .. small amount of city employees it is easier to do this process in-house. Additionally, the funds have already been'budgeted in'the FY-2013 budget to purchase the payroll t, module to add to our accounting system. The effective date will be October 1, 2012. , Motion made by Bartels to approve the purchase of the Payroll module, seconded by Upton. Carried unanimously. _ I. . C. ICAD,Investment:Jackson had a meeting,with ICAD representatives and they stated, - funding has been increased to a minimum of$1,000. The City has previously paid $750 yearly. Jackson supported funding this investment and she is willing to work with,ICAD and attend meetings. ICAD also spoke with Councilperson Weipert and they indicated that Tiffin does not have any "shovel ready" projects and once there is water to the industrial park there may.be more businesses looking to move our way. Motion made by Bartels to approve the $1,000 investment, seconded by Weipert.
