REGULAR COUNCIL MEETING, FEBRUARY 17, 2020
CALL TO ORDER
In the absence of Mayor Carrie Tergin, President Pro-Tempore Rick Mihalevich called the
February 17, 2020 City Council meeting to order at 6:01 P.M.
ROLL CALL
The f ollowing Council Members were present for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Prather, Mihalevich,
Schreiber, and Ward
Absent: Wiseman
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Hussey to adopt the agenda. Councilwoman Ward
seconded the motion. There being no objection, the motion to adopt the agenda was
approved unanimously.
MISCELLANEOUS AGENDA ITEMS
There were no miscellaneous agenda items at this time.
PUBLIC HEARINGS
There were no public hearings at this time.
APPOINTMENTS BY THE MAYOR
The following appointments were recommended. Councilwoman Ward motioned to
approve the recommendations. Councilman Prather seconded the motion. The motion
passed unanimously.

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
There were no presentations at this time.
ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
All City meetings can be found on the City’s calendar at jeffersoncitymo.gov.
The next Finance Committee meeting is scheduled for Thursday, February 20 th at
7:30 A.M. in the Boone-Bancroft Room.
Sonny Sanders, Director of Planning and Protective Services announced the Fix-It
Fair, scheduled for February 21 & 22 at Capital Mall.
Mr. Sanders also announced the opening for applications for the Landmark
Designation Award, sponsored by the City of Jefferson Historic Preservation
Commission. The application must be returned no later than February 28 th to
Rachel Senzee at City Hall. Emailed applications are acceptable.
Amy Schroeder announced the Kraft Hockeyville contest, where a community
could win the grand prize which includes hosting rights of an NHL pre-season
game and $150,000 in rink upgrades. Everyone is encouraged to support JC
Parks’ efforts in winning the contest. Details can be found at

LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru
Lincoln University men’s and women’s track teams will be competing at Mizzou this
weekend.
The President’s Gala is scheduled for April 25th. This is a major fundraising event for the
university. Proceeds will go towards student scholarships.

CONSENT AGENDA
The following items were brought before the City Council for approval by Consent:
a. Minutes of City Council Meeting: February 3 and February 10, 2020
b. Declare Certain City-Owned Personal Property Surplus and Authorize the
Disposition through the Sale at Missouri Auto Auction
A motion was made by Councilman Prather and seconded by Councilman Graham to
approve the consent agenda items. The motion was approved unanimously.

approve the February 10, 2020 Closed Session Minutes. The motion passed by the
