Ball, Jim Bartels, Peggy Upton (arrived at 6:38 p.m.), and Travis Weipert. Also present: Engineer Frederick, Attorney Greenleaf, Brett Mehmen. .. • Motion made`by Ball, seconded'by Weipert to approve the agenda. Carried unanimously* , Mayor'Berner.asked that we discuss the bond issue first because Jeff Heil from°Northland Securities was available via telephone for a small window of time Motion made by Ball;seconded by Weipert to move the bond issue'to the beginning of the meeting. All ayes. Motion carried unanimously. Mayor Berner called Northland Securities on speaker phone to discuss the upcoming bond issuance. Jeff Heil stated we need to have two Resolutions approved for the bonds. He also explained that on the 2"d paragraph it lists $225,000"for a city hall; even though that issue is not listed on the Phase One portion we are bonding for— if the City has any funds remaining from the Phase One projects we can`use up to $250,000 forthis Phase Two project and still be compliant with the bonding rules. . , a . . Peggy Upton arrived at 6'38 p.m' . r .. . Councilman Bartels asked Northland Securities to break down the $6.1 million of the bond funds. Jeff Heil responded with the water.main extension to the industrial park, Ireland Ave extension, new water tower and refinancing our"current,SRF'loans. Motion made by Weipert, seconded by Bartels to approve Resolution 2012-33 to Fix a Date for Public Hearing on Loan Agreements. All ayes from Council." Motion made by Weipert to have a Special Session Council Meeting on Monday, July 16, 2012 at the Tiffin fire Department Meeting Room at 6:00 p.m., seconded-by Ryan. All ayes. Motion carries { unanimously. Community/Citizen Forum - - Jon's Ice Cream Shop has some issues still with the effects to his business with the Ireland Ave extension. ' Attorney Greenleaf stated there is a meeting tomorrow with The Depot to discuss possible solutions. Tom Lind with the IA DOT'has been contacted and several options/issues have been discussed. ', - A resident asked council why the'Ordinance states there is a`permit,necessary,to re-shingle a roof on an existing singlefamily residence, when many surrounding`cities do-not charge a fee for basic maintenance on a home. -Mayor and Council all agreed that we should do`research CO see how the $50 permit fee-came to existence; it may be part of the IBC building code or something,council came up.with at some point. Council unanimously agreed to,have Jackson do more research on the subject. His wages will be $11:50/hr to stmt, then after 6 months and a°positive review, he will get $:50/hr increase to $12/hr.�,Ryan made a motion to approve the recommendati'onof hiring Jonas Zimmerman, seconded by Weipert. All ayes. Motion carries unanimously. B. Resolution 2012-34 Renew Alcohol License Casey's, license is-up for renewal in August 2012. Motion: . made by Ryan to approve the Alcohol License renewal,.seconded by Weipert..All ayes. Motion carries, unanimously. ' ' 4 4'' .M C. CD's maturing at the University of Iowa Credit Union:'Jackson informed council that there will befoul': - (4) CDs maturing`on 07/24/12. Three (3) of them in the amount of$252,000 and one (1) for$370,000. Additionally, one CD previously matured last month in the amount of$260,000 and that was put into the UICU savings account. Council came to the consensus that we should keep much of the funds liquid , because we have large projects starting next month and'will need the funds to pay for a portion of the .,. work, in-addition to the bonds we are requesting:-Therefore;"Ball motioned to authorize Jackson to get ,= the highest interest oh a six (6) month CD for the one CD'of$370,000 and the remaining CDs to be t placed at one of our bank accounts.with the highest interest, motion was seconded by Bartels. All ayes. Motion carries unanimously. ,- Reports ' " . AttorneytGreenleaf reported:.Ireland Ave project and the City is trying to not interfere with the ice cream'shop a ,business. There is a meeting with The Depot people tomorrow to discuss possible options. Also, the Methodist Church appraisal is still not completed yet. Attorney Greenleaf gave his verbal resignation for September 2012 ` and announced the law firm appointed Attorney Bob Michael to replace him. Attorney`Greenleaf has represented the City of Tiffin since January 1984. - , Engineer Frederick reported: The Water Main to the Industrial Park and the IA DOT permit to boar under • interstate 1-80, the signed easements from the three( 3) necessary parties is almost complete. Letting for this project will be August 8; 2012 at 4:00 p.m: to open the bids. Additionally, South Slope approached.the City and asked if they can use a 2" conduit to get to the other side of 1-80. Councilman Ryan made a motion to have our City Engineer do research on how-much a 2" conduit costs and then charge-half of that cost to,South Slope, . motion seconded by Weipert.All ayes. Motion carries unanimously. Finally, the City is waiting for Iowa' n Interstate Rail Road response regarding the Rail Road crossing arms at the bike path. Public Works reported:The water tower is starting to move along. Brett is checking with HR Green•r'e: the drawing that was provided indicated that water tower is directly on the Indian archeological site The Parks , playground equipment update—there is $75,000 budgeted in FY2013 for this equipment to be located at the ball diamonds. Brett`indicated that the previous playground equipment purchased from the Little T ykes , , Company was strong and good to put together and will be installed,by the$end of next month. • Council Member reported: Ryan wanted to clear up the newspaper�quote and to clarify that he would not vote on further additions to Tiffin without addressing the older part of town getting some updating..Ryan also , appreciates the newly installed benches on bike trail. . . City Administrator/Clerk reported: Building.Inspector,Ed Johnson provided his resignation as"of December 31, 2012. Jackson reminded council that she will be gone for 1.5 weeks at Clerks-School. " "- Mayor reported: the slats/pins are done along Oakdale Blvd for the purchase. The realtor,is.confident all home owners have the funds ready to purchase each piece. Not sure if we have to make an abstract so they can get free & clear title & deeds done—so we can get checks.
