Call to Order and Introduction of Members, Ex -officio Members and Staff Chairman Chris Jordan called the meeting to order. Five regular members and two alternates were present. A quorum was present. Mr. Yarnell was presented with a plaque for his dedicated service to the commission. Designation of Voting Alternates The Chairman announced that all present regular members and all present alternates are eligible to vote. 2. Procedural Matters and Procedures Explained Mr. Zollinger explained the procedures for the meeting. The following documents were entered as exhibits. New Business/Public Hearings Case No. P20001 — 3520 W Edgewood Drive, Preliminary PUD Plan. Request filed by Jefferson City Medical Group, property owner, for a Preliminary PUD Plan to construct a 28,000 sf surgery center. The property is located on the northwest corner of the intersection of W. Edgewood Drive and Harpers Ferry and is described as the East Part of Lot 3 of CC West Subdivision, Section 2 as per Plat of Record in Plat Book 12, Page 465, Cole County Recorder's, in the City of Jefferson, Cole County, Missouri. (Allstate Consultants LLC, Consultant) Mr. Zollinger stated that the property consists of 6.9 acres zoned as PUD, Planned Unit Development. The applicant is proposing to construct a 28,000 sf single story surgery center, with possible future expansions to the building of 3,830 sf for a total of 31,830 sf. The applicant is proposing a Preliminary PUD Plan to accommodate the request. Mr. Ben Valiar, representative for JCMG, 140 Palisades Drive, gave an overview of the current JCMG surgery center and explained the need for the new center. Mr. Valiar stated that they held a community meeting and invited people within the appropriate radius to attend. The architect, engineers and members from JCMG were present to answer questions. No one from the public attended the meeting. Mark Hansen, 1002 Twelve Oaks Center Drive, Wayzata, MN 55391(Consultant) played a 3D video of the proposed center and explained all of the options and amenities of the center. Correspondence in support was received from the following individuals: Frank Jung, 933 Sumter Place Correspondence in opposition was received from the following: Unknown Sender, hand delivered comment to City Hall regarding driveway access. Mr. Zollinger gave the staff report and staff recommendation. He stated that staff recommends approval of the proposed Preliminary PUD Plan. The proposed use of the property is consistent with the land use pattern found along W Edgewood Drive with low impact commercial uses transitioning into residential neighborhoods. The existing buffer between the residential properties to the north appears to be sufficient to buffer residences from the proposed use. Mr. Wade stated that engineering staff also recommends the approval of the prosed PUD plan. He explained there has been an extended detention basin proposed to accommodate storm water for the site. Access to the site will be from West Edgewood Drive and Harpers Ferry. A sidewalk has been proposed along Edgewood drive, and sewer and current utilities are already present at the site. Ms. Cotton moved and Ms. Mahoney seconded to approve the Preliminary PUD Plan with the establishment of an underlying zoning of C -O Office Commercial for the purpose of determining uses and for signage and lighting. The motion passed 6-0 with the following votes: Aye: Lester, Cotton, Vaughan, Mahoney, Quigg, and Vogt. 7. Other Business A. Comprehensive Plan Work Session Ms. Nanoski provided the commission with the results from the Comprehensive plan survey, in regards to the housing environment in Jefferson City. Mr. Barron conducted a presentation on a neighborhood mapping exercise. The Commission discussed housing topics as they relate to the Comprehensive Plan. B. Staff updates on prior cases Mr. Zollinger stated there were no prior cases to update the commission on. He did want to make them aware of a Board of Adjustment case, case B20001, for a temporary asphalt plant, that was denied earlier this week. C. Election of Vice Chair Mr. Vogt moved and Ms. Mahoney seconded to nominate Mr. Vaughn as Vice Chair of the Commission. The motion passed 6-0 with the following votes: Aye: Lester, Cotton, Jordan, Mahoney, Quigg, and Vogt 8. Adjourn. The PUD Plan includes the remodeling and reuse of the Shikles Building, a proposed addition of 3,094 sf as well as a potential future addition of 4640 sf. The PUD plan also calls for a future storage building of 2,000sf. PUD Plan Analysis: Land use: The applicant intends to use the building for a variety of different uses including administrative offices, a small chapel, a warehouse, health screening and counseling rooms, a food pantry, and a demonstration kitchen. The applicant has requested an underlying zone of C-1 Neighborhood Commercial for the purposes of determining other land uses. Building Design: The existing original building character will be maintained and enhanced. A new smaller scale addition will be located at the east side the current building, using smaller scale forms in agreement with the original structure. Parking: There will be one parking lot constructed with 29 parking stalls. The main access to the parking lot will be from Edmonds Street. A granular overflow area will be provided west of the building for the purposes of truck maneuvering and overflow parking. The granular overflow area may be paved in the future. The 29 parking stalls proposed are sufficient to meet the needs of the proposed Community Service Center as the center's aim is to serve the immediate neighborhood. Signage & Lighting: Signage details are not finalized at this time, however, preliminary discussions have indicated that C-1 Zoning District is being requested as an underlying Zoning for the purposes of determining signage and lighting. Traffic: The proposal does not exceed 100 peak hour vehicle trips and therefore does not trigger the requirement for a site specific traffic study. Landscaping: Parking lot Landscaping is not displayed on the PUD however staff recommends the proposal follow the requirements of the Jefferson City Zoning Code requirements and provide a minimum 35% of shade for the total paved parking area. Sidewalks: Sidewalks are proposed along the frontage of Edmonds Street, it is recommended that sidewalk be connected to the existing sidewalk at the intersection of Edmonds Street and Linden Drive where a bus stop is located to allow a path for pedestrians coming to the facility by bus. Staff Recommendation Staff recommends approval of the proposed rezoning and Preliminary PUD Plan. The rezoning from RA -2 to PUD allows for the requested use without rezoning the property to a commercial district, which does not fit in context of the surrounding zoning, and is site specific. The property is located in the neighborhood that it intends to service to allow for a use that fits the area. The Preliminary PUD Plan meets the standards that are required for the proposed use. Existing Infrastructure • Most infrastructure exists for this development. -An existing natural drainage/ storm water area is to the northwest of the property. -An existing sanitary sewer main traverses the property. -Utilities exist to serve this property. -Access to this site is from Linden Drive. -Sidewalk exists along Linden Drive. Site Improvements • Storm Water Drainage/Quality -A permanent storm water bmp will be necessary to accommodate storm water quality for the site. -Erosion and sediment control will be needed with the final plan. • Sanitary Sewer -A sanitary sewer main traverses the property. • Street Access/ Parking - Access to the site will remain from Linden Drive and a new drive is proposed from Edmonds Street. -Sight distance will need to be quantified for the new driveway with the final site plan. • Sidewalk/ Greenway -A sidewalk is proposed along the frontage of Edmonds Street. -A bus stop exists at the northwest corner of the intersection of Edmonds Street with Linden Drive. -Please consider extending the sidewalk for the approximately 20' of remaining frontage (Housing Authority) to the Linden Drive intersection with Edmonds Street, to connect the proposed sidewalk/ drive to Edmonds Street for use of Transit patrons to access the proposed facility. • Utilities -Facilities exist in the vicinity. • Street Lights and Fire Hydrants - Street lights exist in the vicinity. -Fire hydrants exist on Edmonds Street and Linden Drive. • Technical Revisions -Minor technical revisions for final site plan consideration have been transmitted to the consultant by separate memorandum.
