Stevens Simon Wetterau, Wendel Jordan, G.W. Comegys, and J. L. Roll Mitchel. Wilkinson " 50.00 C.B. Acker " & etc 30.50 G.W. Comegys Merchandise 1.00 Total $ 109.00. W. Jordan reported that he could not procure Lamps with larger sockets as the sample Lamp. Special Committees On motion the Committee to procure Street Lamps was discharged and the resolution to purchase Resolution to erect street lamps recinded Street Lamps was rescinded. On motion C.B. Acker's Communication regarding the increase of his salary from 30 to 50 dollars Increase of Marshals per month was taken from the Table and salary refused rejected. Mueller Salaries 27.50 Total 119.25. on motion the Ordinance and Judiciary Committee further time granted was granted further time to make a report on Judiciary committee the Petition regarding the raising of Licenses report on Chinese Wash houses. Comegys A Communication regarding Petition praying for the establishment Communications of a Petition to fix grade fixed grade for the Streets and sidewalks of the Town of streets of Livermore was on motion laid on the Table until Trustee G.W. Wilkinson " " 52.00 Total 114.50 On motion the resignation of the Town Clerk was taken from the Table, accepted and placed on Resignation of Town file. Clerk A. Mueller accepted J.L. Mitchel placed the name of Wm. Thomas Glaskin in nomination for Town Clerk- Thos Glaskin elected Trustee G.W. Comegys entered the Board Room and Town Clerk toke his seat. T There being no other nomination for Town Clerk- Mr. Glaskin was unanimously elected and instruc= =ted to file bonds to the amount of $200000/100 with the Board. on motion the Petition regarding the Establishment of Street grades was taken from the table, and Petition to fix grade referred to the Committee on Streets and Highways of streets referred to to report at the next meeting. committee On motion the Board adjourned until Tuesday th March 12, 1878 Attest A. Dutcher Resignation of A. appointed to fill the vacancy of the unexpired Mueller Chief Engineer term_ Clerk instructed to give Mr. Dutcher the necessary certificate. N.D. Dutcher On motion the Town Clerk was instructed to appointed Chief publish the following Election proclamation Engineer "Town Election" In accordance with law and a resolution of the Board of Trustees of the Town of Livermore st adopted April 1 1878. A Town Election will be held on Monday the Thirteenth day of May 1878 for the purpose of electing the following officers for the said Town Five Trustees An Assessor A Town Marshall. who shall also be ex-official Tax Collector. Peter McKeaney Returns of Town S. Wetterau and H. L. Cutler. L. H. Cutler declared election duly elected Trustees of the Town of Livermore and C. B. Acker declared duly elected Town Marshall also Hiram Bailey declared duly elected Assessor for the same Town. and the Town Clerk instructed to issue the nessessary Certificates Final Report of Town The Final Report of Justice R. That the thanks of this Council be and they are J. Stevens ex- hereby tended to C. J. Stevens, Esq. President of president of Board this council for the able and impartial and dignified manner in which he has discharged the duties of his office during the past year. Jordan, Wetterau McKeany, Cuttler & McLeod. On motion Mr. A. J. McLeod was unanimously elected A. J. McLeod elected Chairman Chairman of the Board. On motion the Board proceeded to election of New Business a Town Clerk, a Town treasurer and a Town Theo Gomer new Nightwatchman, which resulted in the election Town Clerk of Theo Gomer for Town Clerk, G. McLeod in the chair Minutes of preceeding meeting were read and approved Records approved The returns of election for Chief Engineer, which took New business st place on the 21 inst, were canvassed with the following result: Total number of votes cast: (38) E.L. Taylor receiving (29); N.D. Dutcher 8; scattering (1) E. L. Taylor elected E.L. Taylor having the largest number of votes was de= Chief Engineer clared duly elected Chief Engineer of this Town. On motion the Clerk was instructed to demand from N. D. Dutcher Trumpet Badge belonging to the Town and turn same over to E. L. Taylor. The Bonds of Marshall, Treasurer, Clerk were received on motion accepted and filed with President of the Board. McLeod President Board of Trustees Livermore June 3rd, 1878 Regular Meeting Board met pursuant to adjournment Present: Trustees Jordan, Wetterau, McKeany, Cutler Roll call and Cutler with President A. J. McLeod in the chair of previous meeting were read and approved. Records approved The following bills having been read and reported Bills allowed on as corect by the Committee on Finance, were on motion allowed and the Clerk instructed to draw warrants therefor - viz R. The Reports of Town Marshal and Town Justice Reports of office for month of May were read, on motion accepted and ordered on file. - Chief Engineer Taylor made a statement regarding the salary now paid to the Town steward and asked for a raise Petition to raise stewards salary laid of same from 15 to 25 dollar - after some discussion over it was resolved to leave the matter until next meeting. The following resolution was offered by Trustee Cutler and on motion adopted: Motions & resolution Whereas there are serious complaints in reference to the unequal collections of licences in the town of Livermore, therefore be it resolved by the Trustees of said Town, that the Clerk be required, and it is hereby made his duty, to make out a list of Resolution regarding collection of licenses all persons liable to pay a license, for the use of & complaints said Trustees, and for the inspection of all Taxpayers concerning same. of said Town of Livermore, and any one knowing of any omissions in said list, are requested to report the same to said Clerk, or to this Board. Second - That the Town Marshal be and is hereby in= Marshals quarterly structed to corporate to his quarter by report the names report to contain of all persons who have paid their Licenses during names & amounts of said current quarter, with the several amounts so license payers paid. also the names of any or all persons, who have failed to pay said licenses, with the amounts severally due. Messrs. McLeod President Board of Town Trustees Livermore June 17th, 1878 Adjourned Meeting Board met pursuant to adjournment Present: Trustees Cutler, McKeany, Wetterau Roll call and Jordan with President A. J. McLeod in the chair. The minutes of previous meeting were read and Records approved approved as read Trustee Jordan reported that the Ordinance and Standing Com. Judiciary Committee had decided to reduce the License to wholesale wholesale peddlers to one dollar per month. peddlers reduced The Committee reported unfavorably on the matter of establishing a Town pound within the town of Livermore. Unfavorable report on Ordinance No. 37 levying a road poll tax of two Town Pound dollars on every male inhabitant within the town of Livermore over the age of Twenty one, and under Ordinance adopted sixty years, was adopted by the following vote: authorizing Poll Tax Ayes: Cutler, McKeany, Wetterau & Jordan. Noes: none. McLeod President Board of Town Trustees Livermore July 1st, 1878 Regular Meeting Board met pursuant to adjournment Present: Trustees Cutler, McKeany, Jordan & Wetterau Roll with President A. J. McLeod in the chair. Records approved Minutes of previous meeting were read and approved. The monthly report of Town Justice & Town Marshal Reports of officers for month of June were read; the same on motion accepted and ordered on file. One from property - owners on L. street as follows: Petitions To the honorable Board of Trustees of the Town of Livermore Your petitioners, residents of L." street " in the town of Livermore, would respectfully re= present to your honorable body, that by reason of a portion of said L" street having been plowed " last spring, and beeing one of the most traveled Petition to gravel "L" streets in the town, the same has now become so street dusty, as to be unbearable to the residents of said street _ Wherefore the premises considered, we the said residents and property holders on said L" " street would respectfully request your honorable body to cause said street to be graveled sixteen feet in width along the centre of said street, to the depth of inches of gravel; _ comencing at a line in the center of Second street, and thence to a line drawn through the center of sixth street, excepting where the said street is now graveled in front of the residence of J. Gomer Salary etc. 12.50 On motion the Clerk was instructed to draw an New Biz Ordinance, amending Ordinance 12 regarding Ordinance ordered reducing license of wholesale peddlers license; said amendment to consist wholesale peddlers of a reduction from 4 dollars the one dollar per month On motion the Committee on highways was instructed Committee to inquire to confer with Mr. C. J. Stevens regarding the purchase about buying or leasing Mill square or lease of Mill square. The Board on motion adjourned to first Monday in August 1878. adjourned Attest : Theo. Present: Trustees Cutler, McKeany, Jordan & Wetterau with President A. J. McLeod in the chair. Roll A Resolution of intention to macadamize L" " street was read as follows: Special Biz Resolved: That it is the intention of the Board of Trustees of the Town of Livermore to order the following street work to be done in said town: That L" street from its intersection with the center " line of Second" street to its intersection with the center " Authorizing line of Fifth street be macadamized with gravel Macadamizing of "L" to the depth of four inches for a distance of eight street feet on each side of the center line of said L" street " And this Resolution is ordered to be signed by the Clerk of this board, and be posted on three Town bulletin boards, for six days, and be published once in the Livermore Herald news paper. Stevens, regarding the purchase or renting of Mill square, that Mr. Stevens Committee report refused to sell, but whould give a lease for five years, regarding leasing Mill 00 Square at a rental of $50 per year. - The report was on motion accepted. Campbell on L" contract " was read and the same on motion accepted. New Biz It was moved and seconded that the Town appropriate 00 $25. toward paying for the work of macadamizing Bond of Jn. T. Campbell to gravel L" street, which motion was carried by following " "L" st. vote: Ayes: Cutler, McKeany and Jordan No: McLeod On motion the Salary of Chief Engineer was fixed at one dollar per year and that of the Town Clerk was 5000 Salaries of Chief raised from 7. to $10 per month. The Committee on jail repairs reported that the owner of the Lot on which the building now stands wishes Reports of the same removed; they would therefore recommend that Committees no repairs be made until a new site could be secured on repairing jail on motion report accepted and Committee discharged. On motion Committee of Three consisting of Cutler Jordan and Wetterau was appointed to take steps to= Motions resolutions ward securing a suitable site for a Town Hall. Committee appointed to secure a lot of the jail On motion President McLeod was instructed to require of the Town authorities of San Leandro as to the New Biz success of kerosene burning street lamps in their place.
