McLeod in the chair Minutes of previous regular were read and approved Records The report of Town Justice for month of December Reports of officers was read and on motion accepted. The following Bills were on motion allowed Bills allowed 50 C. B. Acker Salary ect. 60. 00 R. B. Campbell " 60. 00 Theo Gomer " 15. 00 R. W. Graham Justice Fees 3. 08 W. Jordan " 15. 38 John Aylward Water rent 8. The quarterly Report of Town Marshal having been Standing reports reported on as correct by the Judiciary Committee was accepted The Committee to select a suitable site for Town Hall asked for further, which was on motion granted Special reports President McLeod reported that in San Leandro the common oil street lamps set inside ordinary street lanterns had given good satisfaction. Regarding street On motion John Aylward was instructed to inquire Lamp Posts as to the cost of six iron Lamp posts. Board Trustees Livermore Feb 3rd, 1879 regular meeting The Board met pursuant to adjournment Records approved Minutes of previous regular were read and approved The quarterly Report of Town Treasurer was read and on Reports of officers motion refered to Finance Committee. John Aylward Committee appointed to inquire Reports of Comittees regarding cost of street Lamps and posts reported on street lamps 000000 cast iron posts 13. lamps 6, both complete 19. recommended however that the board select wooden posts. The following Bills were on motion allowed Bills allowed 00 C. B. Acker Salary 55. 00 R. B. Campbell " 60. 00 W. Jordan " 15. 00 Theo Gomer " 10. The Bill of R. B. Campbell for substitute, Doctor bill 00 ect. amt. $60. laid over from last meeting was Bill R. B. Campbell refered to Committee of the whole. It was moved rejected 00 that $40. be allowed on the bill, which motion was lost. It was then moved that the bill be rejected, which was carried. On motion the clerk was instructed to advertize for bids for furnishing street lamps. Board Trustees Special Meeting Livermore Feb 10th, 1879 special meeting A special meeting of the board of Trustees was held to receive bids and award contract for exection of seven street Lamps according to plan and Object of meeting specifications. - Bids were opened and read as follows : 00 John Aylward per Lamp complete 17. 00 N. D. Dutcher " " " 15. Bids for street Lamps 00 F. A. Anthony " " " 13. F. A. Anthony's bid beeing the lowest the contract was contract awarded awarded to him. On motion it was decided to erect (8) street Lamps in place of (7) The following locations were choosen to set lamps: st 1 S.E. Corner L" and 1, street " st 2 S.E. J. McLeod Pres. Board Trustees Livermore March 3rd, 1879 Regular meeting The Board met pursuant to adjournment Present Trustees McLeod, Cutler and McKeany Absent Trustees Jordan and Wetterau Pres. McLeod in the chair Minutes of last regular and special meeting of th Records approved Feb. 10, were read and approved. The report of Town Justice for February was read Reports of officers on motion accepted and ordered on file. A number of citizens presented a Petition requesting Petitions to remove a the removal of a Chinese Wash house and an outbuilding Chinese wash house at Laddsville setting forth that the same are a nuisance and detrimental to public health. The finance Committee reported favorable on the quarterly report of Town Tresurer, presented last meeting Reports of Committee the report was on motion accepted. Trustee Cutler offerd a Resolution and draft of two ordinances, which, after beeing read and Motions and discussed at length by the board and citizens resolutions present was on motion laid over till a special meeting to be held next Saturday evening. The following ist the substance thereof: Resolved that all wash houses located in the denser part of the Town of Livermore are detrimental to the public health, and are hereby declared nuisances. Proposed Ordinance It shall be unlawful for any person or persons demanding Chinese wash houses to establish and run a regular wash house and laundry nuisances within the distance of fifteen hundred feet of First street, beginning at the old Graham Corner Laddsville, and running thence southwesterly to the corporate limits of the Town. Any persons who shall continue to run any washouse as contemplated by the ordinance, after having been notified by the Marshal for not less than twenty days, shall be deemed guilty of violating the same and may be fined in a sum not exceeding fifty dollars or imprisoned for a term not exceeding fifty dollars, or imprisoned both at the discretion of the court And if any person still persist in violating the spirit of the said ordinance, it shall be lawful for the Town Marshall to abate said nuisance by removing same beyond the prescribed limits. It shall be unlawful for any person in possession of any premises to allow slops, sink drainage or any other unclean substance, to accumulate on the ground, or where the same produce a stench and thus breed disease by its decomposition & evaporation Any person willfully violating the above ordinance after having been notified notified by the Marshal shall be liable to a fine in a sum not to exceed Twenty five dollars, or imprisonment not to exceed Twenty five days, or both at the discretion of the court. McLeod in the chair The Resolution declaring all regular wash houses located Resolution declaring in the denser part of the Town of Livermore to be Chinese wash houses nuisances adopted a public nuisance was adopted by the full Board. The two Ordinances providing for the removal of the same were also unamiously adopted. Ordinances regarding It was then resolved to refer both resolution and Chinese wash houses Ordinances to Mr Curtis H. Lindley, for an opinion adopted as to their legality. On motion the Nightwatchman was instructed Watchman to keep to light the street Lamps and keep the same in lamps in order order, and authorized to procure oil ect. for that purpose. McLeod in the chair Minutes of last regular and special meetings of Records approved thth 8, and 15, of March were read and approved. New Biz The following applications for that office were then read L. McCabe appointed from P. P. Desitt, Callahan, Kecnau and McCabe. Town Policeman The Board proceeded to vote which resulted in the election of Lawrence McCabe, who was declared duly elected. On motion the Town Police was instructed and it made his duty to attend to the street lamps. Policeman to take On motion to issue an election proclamation, Election to care of street lamps th be held May 12, 1879 Proclamation for Town election On motion a Committee of Three consisting of Cutler, Jordan authorized and Wetterau were appointed to look after the purchase of nd the Lot on Corner J. and 2 street for a Town site. On site for Town Hall reported that to purchase the lot desired would require more funds than Special Committee regarding purchase of are at present in Tresury, and therefore recommend lot that nothing be done at present in the matter. On motion the Committee was discharged. On motion the office of Mr W. S. Smith to donate to the Town the street lamp in front of his stable, Motion and provided it be kept in order by the Town and not Resolution removed from its present position. McLeod in the chair On motion the Board proceeded to canvass the th Result of the Town returns of the Town elections, Election held May 12, 1879 election with the following result : L. H. Cutler, Geo. W. Comegys, W. Hupers, T. C. Heslep and Geo. Kennedy for Trustees Lemen Hilton for Marshal and Hiram Bailey for Town Assessor were declared duly elected for the ensuing year and the Clerk instructed to issue certificates of election to the above named parties. Report of committees On motion of Trustee Cutler, a vote of thanks was Vote of thanks to A. tendered President McLeod by the Board for the efficient J. McLeod President and impartial manner in which he has presided over its of Board meetings during the past year and the deep and kindly interests he has taken therein. The Chairman Resolutions Relative appointed Trustees Hupers and Heslep as said Committee. to Schoenstedts Water Closet After a lengthy debate on the subject of licensing Private Boarding Houses. It was moved and seconded Debate on Private that the Chair appoint a Committee of Three, with Boarding Houses ( What is a Private Boarding house? G.M.C.?) powers to draw an Ordinance covering same _ On Motion carried. The Chair appointed Hupers, Heslep & Comegys as said Committee. There being no further Business to transact. Roll and Hupers President Cutler in the Chair The Subject of hiring a "Town Attorney" was taken up, and New Buss Regarding discussion held thereon. Trustee Heslep. Moved_ That the electing a Town Board of Trustees hire an Attorney for the Balance of the Attorney Term. Motion carried unanimously. It was moved and seconded that the Salary of Town Attorney be fixed at the rate of Fifteen Dollars ($15) Salary of Town per Month. for al Services rendered as Legal Adviser Attorney and conduct of all Cases brought before the Justice Court Motion carried unanimously. The Board proceeded to Vote by Ballot for "Town attorney" when Mr Curtis H Lindley having received all Votes cast, Election of C. H. } was declared duly elected and Chairman Cutler appointed Lindley Attorney } to wait upon Mr Lindley and inform him thereof. The Town Attorney reported that the use of the present Report form Town Calaboose was granted to the Town of Livermore, and that Attorney regarding the Board of Supervisors would allow the Board of Trustees Callaboose lot and of the Town of Livermore, to remove same to their Lot, w Exempt Certificates providing that the Insurance thereon would not be affected And also that "Certificates of exemption" to "Firemen" had been procured and cost at the rate of $12.00 per 150. It was moved and seconded that the Board approves of the Certificates of exemption, and that a Vote of thanks be tendered Regarding Exempt to the Town Attorney for his kindness in getting up same.
