Minutes Special Council`Meeting i Wednesday, January 25, 2012 6:30 p.m. ` Springmier Community Library at CCA Middle School' The Tiffin city council met in special session on Wednesday, January 25, 2012 at the Springmier Community Library. Mayor Berner called meeting to order at 6:30 p.m. Members present: Steve,Berner, Chris Ball, Peggy Upton,•Jirn Bartels and Travis Weipert. Mike Ryan arrived at 6:35. Also present.Jeff,Heil and Michael Hart from Northland Securities., . n Motion Bartels second-Ball to approve agenda. Carried unanimously. • Tiffin Fire Association ,,, ` • Mike Pitlick and Steve Neuzil addressed the`councft on behalf of the Tiffin Fire Association and proposed a 2012-13 budget contribution of$105,000. They reported that the association still . owes on the new fire truck and needs to purchase a new EMS truck within a year.to replace one r that is 13 years old. The association will also need to pay:for training which could'cost•up to • $7,000 per year Ball reported that the city paid $12,736 toward a new truck in addition to last , year's•$85,000: .. . Northland Securities t -, Jeff Heil, consultant for Northland Securities, was retained in May of'2011 as the financial ' advisor and has worked,with Tiffin on and off since 2003: Heil presented a summary of _ f outstanding debt, tax appropriations, projected debt'capacity, TIF balances, budget valuations,- r " and water rate analysis. He reported ti at the city has been capturing the maximum TIF revenues and built-up funds which need to be spent. The 2012-13 TIF was certified on December 1, 2011 and was reduced by about $800,000 in order,to generate approximately$220,000 more general fund money. The current TIF balance , ' and next year's TIF revenue must be spent before the end of fiscal year 2013. All projects must , - ,. be within a TIF certified area. The city should create debt for uncollected balances, but has been doing internal loans. Future TIF needs�'must be paid by issuing debt end then repaid with TIF revenues. d TIF has 20 year limit on commercial and 10 year on residential. TIF areas started prior to 1995 do'not have a sunset clause. The city may certify new TIF,areas as older areas expire, because city is still growing._ Tiffin has property which has not triggered TIF because`no,development has begun and.may amend the district to extend the life, if needed. Council needs to prioritize, • projects within"the next month and look at long range planning. Heil can advise city about what it can-afford,and liow to pay for it. '. General discussion of TIF projects included streets,.water tower, storage tank for industrial park _ and water main to industrial park.` Use of Baseball Fields -' Mike O'Connor and Mike Wurth addressed council concerning the CCA Baseball Club which _ -consists of CCA students, ages'11-14 and will add ages 9-10 this summer, with nine:. to ten teams. All CCA students have an opportunity to join. O'Connor asked for priority use of fields h and expressed a need to identify certain days each week so teams can begin to schedule. Council consensus to schedule CCA Baseball`Club and local teams first and designated ,. Mehmen to work with teams on scheduling. Council consensus that fee structure remains the same as last season. 'Council asked Mehmen for scost estimate to modify field #1 to a multi- ', .' purpose field to ease burden of scheduling. O'Connor also inquired about a mobile concession . ,stand and will Zook into required health permits from the county. The Iowa DNR needs to x release green space before a concession stand and lights can be installed.- Council discussed possibility of 25% of donations-arid concession sales generated by the CCA Baseball Club go to the city to be used toward improvements on the fields. Council will allow a seasonal bannerto be placed at the field displaying°navies of large donors'to the bCA Baseball Club. City Administrator Committee - , . Motion Ryan second Weipert to appoint Trish Hoover and Eileen Schmidt as the remaining two members to a committee to develop ajob description and minimum salary recommendation for a city administrator, and present it to the city council. Carried,unanimously. 2012-13 Budget a c. F Interim clerk distributed copies of current city budget. ;, Council considered proposal from Johnson County Sheriff's Department for a10%o increase with no increase in weekly contracted hours. a Council considered proposal from Tiffin Fire Association and'discussed allocating $97;000 using a 5% increase from an average of$92,000 (including the $12,736 contribution to the truck) over the last two years. - Council considered proposal from Iowa City Police Department for contribution toward building - an animal shelter and decided not to give a letter to commitment, but will investigate other ,, ' •options for animal control. ' . 1 '4 s Erb's Technology Solutions Motion Bartels second Ryan to authorize Mayor Berner to sign an agreement with Erb's , Technology Solutions of Cedar Rapids, IA in the amount of$800_to.provide a full technological assessment of the city's current technology environment and best practices and areas of •immediate concern and provide recommendations and options for future needs. Carried unanimously. 4 Letter of Support'for Johnson County Municipal Planning Organization Council consensus to instruct Mayor Berner to sign letter of support for the Johnson County Municipal Planning Organization, • i r Bank Signatures for TiffinFest Committee ' Motion Ryan second Weipert to approve Sandra.Ball, James Bartels, Margaret Siewert and Caroline Koon as•signatures on checks on the TiffinFest checking account at the Solon State Bank with the account requiring two signatures for all transactions: Carried unanimously. , Motion Weipert second Ryan to adjourn at 8:30 p.m".
