Trustees Mendenhall Beazell, Moy Roll and Taylor, absent Trustee Mitchel th Records Approved The records of regular Meeting of Decem 4 of th Special Meeting of Decem 15, and adjourned Meeting d of Decem 22 were read and approved as read Trustee Mitchel entered and took his seat. The following bills were read, and referred to the Bills allowed Finance Committee, who after examination repor- ted favorable on same, and on Motion the Clerk was instructed to draw warrants for the several amounts: viz: George V. Taylor Salaries etc. 66.25 Harry Spencer Salary 50.00 L. Hilton, Salary, Meals to prisoners etc. 60.75 W.F. Mitchell Salary etc. 20.00 R.W. Graham Justice fees 12.00 Geo. L. Trough for pound etc 7.50 Auspacher Bros Oil, Lumber etc 52.74 $ Total 433.66 A petition accompanied by a proposed Ordinance Granting to W.Y. was read granting to W.Y. Long and J.G. Divall the Long and J.G. Divall right to lay down water pipes through the town Water rights streets. On Motion the petition was granted and the Ordinance adopted, with the proviso inserted that the top of the pipe should be at least two feet below the official grade of the Town. The report of Town Justice R.W. Graham from Report of Decem 4/82 to January 8/83 was read, and on Motion Town Justice received and placed on file. Carnduff Printing 1.40 $ Total 215.65 Reports of Officers The report of the Town Justice R W Graham from th January 8 to Feb 5/83 was read, & ordered placed on file. The Marshal reported the Town Jail had been cleaned as per instructions: Communications A communication was read from W.Y. Curtis relative to Laddsville Supt of Track C.P.R.R. Co. relative to a proposed Cul- Culvert vert at the Laddsville Crossing, accompanied by a Map of the same. The Clerk was instructed to reply and express the desire of the Board that the Culvert should be at least 24 inches square. A petition was read asking that the property owners Petitions: be required to curb First street from Lizzie relative to Curbing & grading side walk on street to the track of the C.P.R.R. Co. at Laddsville Crossing First st. and to grade side walk on same. On motion the prayer of the petitioners was granted; the grade and sidewalk to conform to the town grade. Y. Curtis Relative to culvert at Supt Track C.P.R.R. Co. to the effect that the work Laddsville etc of placing the culverts at the Laddsville crossing and below the Tank house had been ordered done at once, Communications ordered filed A petition was read from citizens asking that Petitions the switch of the C.P.R.R. Co. be removed from First st. Relative to switch of CPRR on First street and that the said street be extended to its full width where the same crosses said Rail Road track leading from Lizzie street to Laddsville, On Motion of Trustee Taylor the prayer of the petition- ers was granted, and the clerk instructed to notify W.Y. Curtis Supt Track C.P.R.R. Co. of the action if the Board in the matter Report of Officers The report of the Town Justice R.W. Graham from thd Febry 6 to April 2 was read and ordered placed on file. Trustee Mitchel entered & took his seat Mr F.F. Carnduff of the Committee on the Report of Committee on Ordinances revision of the Town Ordinances reported that the work was about completed, and presented a copy of the same to the Board, The consideration of the Matter was deferred for the present. Full Board The Chief Engineer of the Fire Department made a written report which was read by the clerk, regarding Report from Chief Engineer of Fire Dept the condition of the Department, and offered sugges- tions as to the best plan for putting it on a more efficient basis, The report was on motion re- ceived and ordered filed. d On motion of Trustee Taylor, 2 by Trustee Mitchel 2 night Watchmen continued and salary it was resolved, That two Night Watchmen be con- fixed tinued as heretofore at a salary of Fifty dol- $ lars <50> per month each, by the following vote Ayes_Trustees Taylor and Mitchel Noes_Trustees Moy and Beazell. The President decided the Motion by voting in the affirmative. President Mendenhall in the chair. Roll There were present Trustees Mendenhall, Taylor, Moy and Mitchel _ absent Trustee Beazell. Communication The Clerk read a communication from W. Y. Curtis regarding the removal Supt of Track CPRR. Co. asking for a diagram of First of switch from First st street showing the position of the switch & frog to be removed. The clerk stated he had made and forward- ed the desired diagram. nd A petition was read from property owners on 2 Petition regarding street asking that the Board order said street graded d grading & curbing 2 and curbed from Lizzie street to "L" st. On motion street d of Trustee Taylor, 2 by Trustee Moy, the petition was received and laid on the table. Mr. W.F. Laumeister appeared before the Board, and W.F. Laumester asked to have his license extended for a period license extended corresponding to the time he was out of business by reason of being burnt out, On Motion the request was granted, and the clerk instructed to extend said license The consideration of the report of the Committee Consideration report on the Revision of the Town Ordinances was then taken of the Ordinance up and the clerk read Committee Ordinance No I Ordinance No I, entitled "An Ordinance fixing the" adopted "time and place for holding meetings of the Board of" " Trustees, Naming the Town Officers, and fixing their" "compensation and official bonds," and the same was adopted section by section, and then adopted as a whole, All Trustees present voting for same. Ordinance No II, entitled, "An Ordinance prescrib- Ordinance No II ing the duties of Town Officers," and the same was adopted adopted section by section, and then adopted as a whole, All Trusties present voting for same. Ordinance No III Ordinance No III entitled "An Ordinance regulating" adopted "licenses and providing for the collection of the same and the same was adopted section by section and then adopted as a whole, All trustees present voting for same. th On Motion adjourned until Monday April 9 Adjourned at 8 oclock P.M. Trustee d Taylor moved its adoption as read, 2 by Trustee Moy - The Motion was lost by the following vote: Ayes=Trustees Taylor and Moy Noes=Trustee Beazell Further discussion of this Ordinance was con- tinued until there was a full board present. Ordinance No V entitled "An Ordinance fixing a" Ordinance V "tax on dogs, and providing for the collection" adopted "of the same," and the same was adopted section by section and then adopted as a whole, All Trustees present voting for same. Co. to the effect that the Co. declined Communications to move at present the switch from the crossing of C.P.R.R. Co. decline to move switch from First street Communication received and ordered First street filed The report of the Committee on the revision of the Town Ordinances was then taken up, and the clerk read Ordinance No VI entitled "An Ordinance declaring" Ordinance VI adopted "certain streets in the Town of Livermore public highways" "and regulations concerning the same" which was adop- ted section by section, and then adopted as a whole All Trustees present voting for same. Ordinance No 0 entitled "An Ordinance adopting" Ordinance 0 laid over "Official Map and survey of the Town of Livermore" After discussion this ordinance was passed for future consideration Ordinance No VII entitled "An Ordinance regulating" "the speed of locomotives and Rail Road cars within the" Ordinance VII adopted "Town of Livermore and preventing the obstruction of" "streets and highways thereof" After some changes the same was adopted section by section, and then adopted as a whole, All Trustees present voting for same. Ordinance No VIII entitled "An Ordinance provi-" Ordinance VIII "ding for the appointment of a health officer, and " adopted "defining his duties" and the same was adopted section by section and then adopted as a whole, All Trustees present voting for same. Ordinance No IX entitled "An Ordinance es-" Ordinance IX laid "tablishing a public pound in the Town of Liver-" over "more, and appointing a pound Master," After discussion, final action on this Ordinance was passed until there was a full board present Ordinance No X entitled " An Ordinance re" Ordinance X adopted "quiring business places to close between the" "hours of Twelve Oclock P.M. and Four Oclock" "A.M. of the following day," which was adopted section by section, and then adopted as a whole, All Trustees present voting for same. Full Board A full board present The report of the Committee on the revision of the Town Ordinances was taken up, and the clerk read, Ordinance IV adopted Ordinance No IV entitled "An Ordinance to prevent acts" "against good morals and decency, and for the peace and" "quiet of the Town of Livermore", The consideration of which had been postponed, After a lengthy discussion, and the making of some alterations the ordinance was finally adopted section by section and then adopted as a whole by the following vote Ayes_Trustees Beazell and Mitchel Noes_Trustees Taylor and Moy The President voting in the affirmative declared the Ordinance adopted. Ordinance No IX entitled "An Ordinance establishing a" Ordinance IX adopted "public pound in the Town of Livermore and appointing a" laid over "poundmaster" after discussion was laid over. Ordinance No XI entitled "An Ordinance to provide" Ordinance XI adopted "for the regulation and storage of petroleum and the re-" "fined products thereof," and the same was adopted section by section and then adopted as a whole, All Trustees present voting for same. Ordinance No XII entitled "An Ordinance to prevent" Ordinance XII "the storage of powder and cartridges within the corporate" adopted limits of the Town of Livermore," and the same was adopted section by section, and then adopted as a whole, All Trus- tees present voting for same. Ordinance No XIII entitled "An Ordinance regu"- Ordinance XIII laid over "lating the Fire Department of the Town of Liv"- "ermore," without taking defininate action, after lengthy discussion this ordinance was laid over On motion adjourned until Wednesday Adjourned th April 25 at 8 Oclock P.M. Ordinance No XV entitled "An Ordinance repealing" Ordinance XV "certain ordinances of the Town of Livermore, and adopt"- adopted "ing certain others" and the same was adopted section by section and then adopted as a whole, All Trustees pres- ent voting for same d On Motion of Trustee Taylor, 2 by Trustee Moy the clerk was instructed to have Ordinances 3. 11. 12. 13. and 15 pub- Ordinances to br lished , After lengthy discussion, On Motion of Trustee published in pamphlet d Beazell, 2 by Trustee Moy Mr F.F. Carnduff was instruct- form ed to print 200 copies of the revised Ordinances, together with the Town Charter, in pamphlet form, The Work to th be completed by May 15, and the total cost not to exceed sixty dollars On Motion the instructions to the clerk to have certain Ordinances published were recinded. Curtis Supt of Communication Track C.P.R.R. Co. in answer to one sent by the Town Clerk, to the effect that the culvert at the Laddsville crossing would be constructed immediately, received and ordered filed. d On motion of Trustee Taylor 2 by Trustee Reconsidering the Mitchel the action of the Board at the regular removal of the R.R. d meeting of April 2 in relation to granting the switch from First st petition of citizens to remove the switch of the C.P.R.R. President Mendenhall in the chair. Roll There were present at roll call Trustees Menden- hall, Beazell and Mitchel, Absent Trustees Moy and Taylor. Object of Meeting The President stated the object of the meeting to be the canvases of the vote cast at the Town election th of May 14, which was done with the following result Total number of votes cast 195 Result of Election For Trustee, Jno Callahan received 168 votes " " James Beazell " 134 " " " Jno Mitchel " 127 " " " C.J. Stevens " 124 " " " P. Callahan " 106 " For Marshal L. Hilton " 127 " " Assessor Norman McLeod " 172 " The President declared the above named persons duly elected to their respective offices: They having recei- ved the highest number of votes cast, and the Clerk was instructed to issue certificates of election to them. Mr. F.F. Carnduff delivered to the Board the Two 200 printed copies of Hundred copies of the Charter and revised Ordinan- Charter & revised ces of the Town which had been ordered printed, After ordinances delivered d examination, on motion of Trustee Beazell, 2 by and accepted.
