President Beazell in the chair, There were present Trustees Callaghan, Mitchel and Meyers - Absent Trustee Kennedy Records approved The records of regular Meeting of December st 1 were read and approved Report of Town The report of the Town Justice from Dec 1/84 Justice to Janry 5/85 was read and placed on file Bills allowed The following bills were read and referred to the Finance Committee who after examination reported favorably on same and on Motion warrants were ordered drawn for the several amounts: viz: L. Heslep Repairs Fire apparatus 5.00 W P Bartlett Printing notices Fire Dept 1.50 Total 270.25 The Town Attorney presented draft of Ordinance to # Ordinance 24 adopted close certain places between certain hours and to prevent gambling, On Motion the same was adopted section by section and then as a whole, All Trustees present voting for same and was entitled "Ordinance No 24 " " Requiring certain places to close between the hours of " " 12 Oclock midnight, and 4 o clock A.M. of the " following day " and numbered 24 There was also presented a draft of an ordinance # Ordinance 25 preventing boys jumping on or off the cars while in adopted Motion which was on motion adopted section by section and then as a whole, All Trustees present voting for same, and was entitled " Ordinance No 25 To prevent boys jumping on or " " off the trains while in motion" A form of a deed from C. F. Aquillon and W. M. Regarding Deed for land for "N" st Mendenhall to the Town for land for "N" street was presented, After discussion it was decoded that the conveyance should be from C. F. Aquillon to John Callaghan, and from Jno Callaghan, and Wm M Mendenhall to the Town On Motion Trustee Callaghan was requested to confer with the Town Attorney and decide upon the description of boundereis in the conveyances The subject of declaring certain streets public high ways was laid over The clerk was instructed to write to San Francisco relative to obtaining a new bell for the Engine To inquire price of new fire bell house, and disposing of the one now in use, The matter was placed in the hands of the Fire Committee with power to act The question of persons of unsound mind being at large in the Town was discussed, and Persons of unsound mind to be the Marshal instructed to make complaint in complained of the Justices Court against such persons as he might deem unsafe to be at large On Motion adjourned adjourned Attest W. The Chairman stated that the subject of the Town purchasing Mill square had been brought to his notice Regarding the purchase of Mill and though the Treasury was not in condition to war- square rant any outlay at present, he would appoint a committee to confer with Mr Stevens and ascer- tain the price asked for the property, Trustees Ken- nedy and Callaghan were appointed such Committee th adjourned On Motion adjourned until Monday Febry 9 at 8 O Clock P.M. The Board met persuant to adjournment, President "Beazell in the chair, There were present Trustees Mitchel, Callaghan and Myers- Absent Trustee Kennedy The Ordinance Committee presented draft of # Ordinance 26 an Ordinance relative to streets which on Motion Adopted was adopted section by section, and then as a whole, all Trustees present voting of same, Said Ordinance was numbered 26 and entitled " An Ordinance declaring certain streets in the" " Town of Livermore public highways " The Clerk reported that deeds relative to Deeds for land for land donated for "N" street from C. Aquillon, "N" st accepted Jno Callaghan and W. M. Mendenhall had been acknowledged, He was instructed to have the same recorded A petition was read from Citizens asking Petition regarding the Board not to prohibit bicycles riding bicycle riding within the Town, Received and placed on file adjourned On Motion adjourned Attest W. W. Laugan presented a draft of a penal adopted Ordinance, which was read, and on Motion adopt- ed section by section, and then as a whole, all Trustees present voting for same. Said Ordinance was entitled "An Ordinance to prevent acts against "good Morals, and for the peace and quiet of the " "Town of Livermore" and Numbered 27. Election proclamation Under the head of New business the Chairman ordered published directed the clerk to have published the usual election proclamation for Town Officers, and appointed the following persons to conduct said C election, Inspector Norman MLeod, Judges Election officers Leonard Beck and W. E. Still, On Motion the appointed $00 sum of 25 was appropriated to pay the expenses of said election Mr Angelopulo and others appeared before the Board and entered objections to the removal of from Laddsville, After discussion, the clock Protest for removal of watchmans clock at the Post Office not having been regularly from Laddsville attended to was ordered to be removed to Jordans Brewery, and if the Manager of the Livermore Bank did not raise objections the Clock to be removed from the Bank and replaced in Ladds- ville, If objections were raised on Motion it was decided to procure a Now Clock for the Laddsville station The Marshal was instructed to have the Clicks arranged so as no one but the watchman could register on them Proposed amendment Mr Y. Mitchell Town Clerk Approved James Beazell President Board of Town Trustees Immediately on the adjournment of the retiring New officers sworn Board Trustees elect Beazell, Mitchel, Menden- in hall, Callaghan and Beck came forward and were sworn in by the clerk. The Board effected a temporary organization Temporary officers by the selection of Trustee Beazell as Chairman and Trustee Mitchel as clerk. On motion Permanent Chairman Trustee Beazell was elected permanet Chairman on taking his seat he thanked the Board for the honor conferred Application for the position of Town Clerk was read from Geo B. Shearer, and present Clerk W. F. Mitchell was placed in nomination, On the Town Clerk elected first ballot Mr W. F. Mitchell was elected Town Clerk for the ensuing year Mr Geo. W. Comegys was elected Town Treasurer Treasurer elected by acclamation Applications for the position of Night watchman Watchman appointed were read from Jno Munos and present incum- bant P. Coughlan, on the first ballot Mr Cough- lan was elected Applications for the position of Town Steward Steward appointed were read from S. Haney, Ed Farrel and present incumbent J. W. Harlan, on the first ballot Mr Harlan was elected The Bond of the Marshal Elect E. D. F. Spencer. A. J. MLeod, Dept appointed L. Schaiffer. N. Jordan and W. F. Laumeister were placed in nomination which was declined by all except H. F. Spencer On Motion the Clerk was instructed to cast the ballot for H. F. Spencer who was declared elected Dr. L. H. Cutler and others spoke regarding the proposed location in the Town of "The Home for Regarding "Home for Feeble Minded" and urged the Board to guar- feebleminded $ antee a subsit(d)y of 1000 to induce the commis- sioners to decide on this location, After much discussion the question of the legality of such an act was referred to Trustee Mendenhall to confer with G. W. Laugan to report at an adjourned Meeting. Health officer On Motion Dr. L. H. Cutler was appointed appointed Health officer of the Town Allowance to sprinkle Mr W. F. Laumeister asked assistance towards street sprinkling the streets, on motion the sum of $00 15 per month was allowed him from date until otherwise ordered adjourned d On motion adjourned until June 2 at 8 P.M. Absent Trustee Mitchel Trustee Mendenhall made a verbal report Regarding legality of regarding the legality of the Town offering a subsit(d)y appropriation $ of 1000 to secure the location for the "Home for Feeble Minded" at this place, to the effect that such an act would be clearly illegal, He was followed by Mr. Y. W. Laugan to (who) cited authorities to prove the Town had no right to grant such a bonus on. Motion the report was received and the Com- mittee discharged _ On Motion it was decided that the Town would offer no subsit(d)y to secure the Home at this place Trustee Mitchel entered and took his seat The Bonds of the Town Treasurer and Clerk after Bonds of treasurer approved examination were on Motion approved and accepted The question of amending Ordinance No. 15 was referred to the Ordinance Committee On Motion adjourned adjourned Attest W. Laumeister street sprinkling for June 15.00 $ 266 - 75 A draft of an ordinance was read regulating licenses which on motion was adopted section by section and then as a whole all Trustees present voting for same, said Ordinance was entitled "Regulating licenses in the Town of Liver- # Ordinance 28 more, and providing for the collection of the same" adopted and numbered 28 A draft of an ordinance was read present- the duties of the Health officer, and general Sanitary regulations, which on motion was adopted section by section and then as a whole, # Ordinance 29 all Trustees present voting for same, and was adopted entitled "Proscribing the duties and powers of the Health officer, and Sanitary regulations," and was numbered 29 A draft of an ordinance was read repealing certain ordinances of the Town, and adopting certain others, which on motion was adopted section by section and then as a whole, all # Ordinance 30 Trustees present voting for same, said Ordinance adopted was entitled " An ordinance repealing certain or- dinances of the Town of Livermore, and adopting certain others" and numbered 30 The question of revising Section 21 of Ordinance 27 of was laid on the table On Motion adjourned adjourned Attest W.
