Roll The roll was called, and Trustees Beazell McLeod and Laumeister were present. Minutes The Minutes of the last Meeting were read and approved as read. Reports Town Justice Graham presented his Officers- @ The Justice made a report of cases brought before him from mistake in footing up. thrd Nov_ 9, 1886 to Jan. 3, 1887. both inclusive, showing the correct sum is the Number of cases to be twelve, and the amount $00 36 D.W.C. of fines collected and paid to the Town Marshal 00$ to be the sum of $41 @ 36 Bills. The report was received and place on file. The following Bills were presented, referred to the Auditing Committee, approved, and Warrants were ordered drawn of the several amounts, viz: <over> Bill of Pat Coughlin, Salary as Night-watch $60 - Bills " " Geo. Total 254.91 The Bill of The Farmers Union for supplies furn- ished was referred back for correction. The Clerk reported that he had written to Communications the Railroad authorities relative to the condition of the crossing at Main Street, but had received no answer. A communication was received Relief from the Board of Trustees of the City of Petaluma, requesting cooperation in the effort to have the Law known as the "Vrooman Act," repealed; Placed on file. A petition was received from W.S. Law, 00 praying for a rebate of $ 8 on license No. 1351. The petition was granted, and a Warrant ordered drawn on the Treasurer for the Amount of $ 8- for the same- The Marshal was directed to move the lamp post at the corner of Junction Avenue and the Stockton road. Opening The Board was called to order at 8 o'clock, P.M. President Beazell in the chair. Present, Trustees Beazell, Laumeister and McLeod. Roll rd The minutes of the last meeting, Jan. 3,1887. were read and approved as read. Reports officers The report of R.W. Graham, Town Justice, was rec'd and placed on file. The report shows the number of cases rdth brought before the justice from Jan. 3 to Feb. 7 , 1887. to be six, and amount of fines collected and paid to 00 the Marshal to be $25. Bills. The following Bills were presented and allowed, and War- rants ordered drawn on the Treasurer for the several amounts: 04 Bill of the Farmer's Union for supplies furnished $37 " " Pat Coughlan, Salary as Night watch 60 - - 60 " " Geo. Graham fees as Town Justice 18 - - . $64 Total bills allowed 289 Reports The ordinance Committee were granted further time Committees, &c to report on the proposition to prohibit the carrying of concealed weapons. The Clerk presented the draft of an Ordinance, (No. 38,) repealing Ordinance No. 36, relative to public laund- th ries and wash-houses, passed Sept 6, 1886; and on motion of Trustee said Ordinance No. 38 was a- dopted by the following vote: Ayes- Beazell, McLeod and Laumeister. Noes- None. Trustee Laumeister reported that the R.R. Co. had put Unfinished business in a Culvert and two car-loads of gravel at the Front Street crossing, near the Catholic Church. The Marshal reported that the lamp post at the corner of Junction Avenue and the Stockton road had been removed. He also reported that complaint was made by Mr.Gazette, of the damage to his premises by reason of the flow of water, caused by the work done on Junction Avenue, by certain parties The Marshal was directed to attend to the Matter. The finances of the town was discussed, and it ap- New business. pearing that on the present basis of revenue there could be but about $185, Exclusive of the Salaries of the Clerk, Marshal, and regular Night Watch, collected during the term of office of the present Board, on motion of Trustee McLeod the position of Extra Night watch was declared vacant. On motion it was further decided to omit lighting the Streets for one Month and regular Night watch was directed to attend to the lamps at the Engine house. Trustee McLeod reported that a claim had been filed against the County for $50- for the use of the town Jail for Count purposes. There being no further business, the Board adjourned. Feby 7, Minutes were read and approved. Town Treasurer Gorner presented his Reports quarterly report of moneys received and Expended since last report, as follows, viz: Dec. 6. The Marshal presented his report, showing all Marshal licenses uncollected to date, viz: Nos. 1248, 1252, 1262, 1274, 1293, 1358, 1399, 1400, 1402, 1417, 1431, 1456, 1458, 1463, 1464, 1465, 1467, 1474,: total, 18, amounting with fee for collection to $104.50. The report was referred to the Finance Committee Bills. The following bills were presented, Examined, ap- proved, and Warrants ordered drawn on the Treasurer for the several amounts, viz: Bill of E. Dutcher, Salary, Chief Engineer, 12.50. . $ Total bills allowed 333.00 Committee The Ordinance Committee were granted further time to report on the question of prohibiting the carrying of concealed weapons. Night Watch On motion of Trustee Schaffer Geo. Brenzel was reinstated as Extra Night- watch and lamp- 00 lighter, at a Salary of $50 per month. On motion of Trustee Schaffer it was de- Pound cided to rebuild the public pound. on a lot offered by Mr. Laumeister, without charge. Miscellaneous W. Jordan stated that he was charged a license on his manufacturing business, while other local manufacturers were Exempt: referred to the License Committee. Frank Grassi stated that because of the Street in front of his property being lower than the gutter the water from the Brewery collected there. Referred to the Street Committee. Finance The finances of the Town were discussed, and the Matter referred to the Finance Committee. Oil The Clerk was instructed to procure a barrel of oil. Adjourned Meeting. Meeting The Board met pursuant to adjournment, at 8 o'clock P.M. President Jos. Beazell in the chair Present, Trustee Beazell, Bailey, Laumeister and McLeod. Roll Object The president stated that this was an adjourned meeting for the purpose of hearing and acting upon the reports of the Finance and Ordinance Com- mittees, and such other business as might come before the Board. Reports The finance Committee reported that they had Examined the books and the Marshal's report, and that on the present basis of revenue and Expenses there would be about $298 in the Treasury when the present member go out of office, on May th 15, 1887. The report was accepted. The Ordinance Committee reported the draft of an Ordinance to be numbered 39. prohibiting the carrying of concealed weapons. On motion of Trustee Bailey the same was adopted by the following note: Ayes, Mailey, Laumeister, McLeod = Noes, none. Rebate of License. The following licenses were rebated, the parties to whom issued having gone out of business, viz: Nos. 1252, 1262, 1274, 1293, 1399, 1400, 1402, and 1417 aggre- 50 gating fifty five and 50/100 <55> dollars. Streets Trustee Laumeister reported that complaint had been made that the trees in front of Mr. Bartletts premises were obstructing the side-walk, on Lizzie Street. Referred to the Street Committee with power to act. Petition A petition was received from Brock & Mitchell requesting the privilege of putting their platform scales in the Street called Rail-road Avenue. Referred to Street Committee with power to act. Sagar, Cleaning hose, for Fire Dept. 1.50 . $25 Total bills allowed 210 Committee The Street Committee was given further time to report on the petition of Brock & Mitchell for leave to place platform Scales on R.R. Avenue. and also on the Matter of the trees in front of M.r. Bartlett's premises on Lizzie St. The license Committee was granted further time in the Matter of W. Jordans' license. (Trustee Laumeister came in and took his seat.) It was ordered that a proclamation be is- New business th sued for an Election to be held on Monday the 9 day of May, 1887, for the Election of five town Trustees, one town Marshal and one town assessor. The town Hall was fixed as the polling place, and the following Board of Election was appointed, viz: Inspector, A. G. Beazell; judges - G. Hilton and J. F. Meyers - The Marshal reported that the "Farmers Union" New business had gone out of the Insurance business, and re- $$$ quested the rebate of License No. 1486, for 6 & 1- 7 just issued them, and it was so ordered. Trustee Laumeister raised the question of reducing the Salaries of the Clerk and Marshal, and after some discussion the Board adjourned for one week. Attest D. M. Conner, Town Clerk . Opening The Board was called to order at 7-30 P.M. by President Beazell, present Trustees Beazell, Bailey and McLeod. Object President Beazell stated the object of the meeting to be to consider the question of fixing the salary of the town Marshal, and such other business as might come before the Board. The Ordinance Committee reported the draft Reports of an Ordinance to be numbered 40, fixing the salaries of the Town Officers, and repealing Ordinances 19 and 21, and other ordinances in con- flict with said Ordnance 40. Trustees Schaffer and Laumeister Entered and took their seats. On motion of Trustee Bailey, seconded by Trustee McLeod, Ordinance was adopted by the following vote: Ayes, Bailey, McLeod, Beazell: Not voting, Trustees Laumeister and Schaffer. 75 The Bill of D. W. Knapp for $6 for Insuring the Bills th town jail from Mc'h 10 '87 to Mc'h 10 '88, was pre- sented and laid over till next Meeting. Fire Hose On motion of Trustee Schaffer seconded by Trustee Laumeister, it was decided to procure Two hundred feet of the best quality of hose that could be had for one dollar per foot, and one hose pipe, not to exceed Twenty dollars. for the use of the Fire Department. The sum of Twenty five dollars was ap- Election propriated to defray the Expenses of the town th Election to be held on May 9, 1887. Reports The Street Committee reported that Brock & Mitchell had waived their request for per- mission to place their Scales in R.R. Avenue. Trustee Laumeister from the same Committee reported that in the Matter of the trees in front of Mr. Bartlett's premises, Mr. Bartlett had agreed to remove all obstructions, the Com- mittee had concluded to take no further action: The report was accepted. Regular Meeting Opening and Roll The Board was Called to order at 8- P.M. by President Beazell, all the mem- bers being present. Minutes th The minutes of the regular meeting of April 4 th and the adjourned meeting of April 11, were read and approved as read. Reports The Town Justice presented his report, showing th that from Feb. 23 to Apr. 18 1887, both inclusive, Nine cases had been brought before him, and 00 that fines to the amount of $41 had been collected and paid to the Marshal. The Town Marshal presented his report, showing the No. of Licenses uncollected for the month of April. to be three viz: No. 1456, - $-6-& 1- $7- -No. 29- $15 & 1=$16, 00 and No. 32 $6 & 1- $7 - total $30. The reports were placed on file. The following Bills were presented, referred to the Auditing Committee, approved, and warrants ordered drawn for the several amounts, viz: Bill of Pat Caughlan, Salary for April $60 -- " " Geo. The Ordinance Committee reported the draft Committee's of an Ordinance, drawn at the request of mem- bers of the Fire Dep't, Amending Ordinance No. 13, and providing that the Chief Engineer should be Elected by the Fire Dep't instead of by the Board. Referred back to the Committee. Election The Clerk was directed to procure a Copy of the Supplement to the Great Register for use at the Town th Election to be held on Monday, the 9 inst. th Adjourned to Wednesday the 11 day of May, 1887. Meeting The Board met pursuant to Section 5 of the Town Charter, the canvass th the returns of the Election of May 9, 1887, for Municipal officers. Opening President Beazell Called the Board to order 8 o'clock. P.M. all the members being present Except Trustee McLeod. The President stated the object of the meeting. Object and called Trustee Laumeister to the chair. The Clerk was directed to open the Election returns, and the same were duly Canvassed. Canvass of returns and the following named persons declared to be Elected to the respective offices, towit: Town Trustees: James Beazell, L. Schaffer, J. L. Mitchel, R. Hunter, and P. Callaghan. Town Marshal, E. D. Murphy Town Assessor. W. J. Callier: and the Clerk was directed to issue Certificates of Election to said persons respectivily. The Clerk was directed to draw a warrant Warrant. on the Treasurer, in favor of J. R. Taylor. one of the Judges of Election, in the sum of $25. for Election Expenses. Adjourned. Attest D. M. The Board met and was called to Meeting order at 8 P.M. by President Beazell, all the members being present. ndth The Minutes of the Meetings of May 2 and 11 were read and approved. The Town Justice presented his report, show- Reports ing that five case were brought before him nd since May 2, and that fines to the amount of $31- were collected and paid to the Marshal. The report was received filed. The Marshal reported one license, No. 37. Marshal $nd $6 - 1= 7. remaining uncollected, since May 2, and asked that the same be rebated, as the party to whom it was issued was out of business. Report rec'd and filed, and license rebated. Clerk The Town Clerk reported a difference of $10- in favor of the town, between his account of recipts form licenses, and the amount re- ported by the Marshal, and asked for time to Ex- amine the books further before making his itemized report; further time granted. Finance Committee Trustee Bailey, Chairman of the Finance Com- mittee reported that with Trustee Schaffer, of the same Committee, he had Examined the books of the Clerk, Marshal, and Treasurer, and found them correct Except the item of difference between the Clerk and the Marshal; received. The following bills were presented, Examined Bills and allowed, and Warrants ordered drawn in the Treasury for the several amounts, viz: $ Bill of D. W. New Board Immediately upon adjournment the Trustees Elect presented their Certificates with the oath of office subscribed to, and were called to order by the Clerk: and Trustee James Beazell was made temporary Chairman. President On motion of Trustee Schaffer, seconded by Trustee Mitchel, James Beazell was Elected president of the Board. D. M. Conner presented an application for Clerk. the office of Town Clerk. There being no other applications, on Motion of Trustee Mitchel D. M. Conner was declared the unanimious choice of the Board for Clerk. Pat Coughlan presented an application for the Nightwatch position of Night-watchman: there being no other applications, on Motion the Clerk was directed to cast the ballot for Night-watchman, and Pat Coughlan was declared Elected. On motion it was made the duty of the Town Steward steward to light and extinguish the lamps. James Callaghan Sr. presented an application for the position of Town Steward and Lamp-lighter: there being no other applications, the Clerk was directed to cast the ballot for Town Steward and Lamp-lighter, and James Callaghan was de- clared Elected. The draft of an ordinance, fixing the Sal- Ordinances ary of the Night-watchman at $70- per month, was read, and laid over till next meeting. Bonds The Bond of W. J. Collier, Town Assessor. with John Sweeny and Pat Flanagan as sureties, in the sum of $2000 and the bond of E. D. Murphy, Town Marshal. in the sum of $4000, with George Beck, W. Jordan, E. S. Chief Engineer Dutcher presented his semi- Fire Dept annual report showing the force and condition of the Fire Dept to be as follows, viz: 50 men, 1 hand Engine, 1 hose Cart, 1 hook and ladder truck, 1050ft of hose. (200,new, 850, old,) and 10 hydrants placed as follows: 1 at Mitchels, 1 at Cutlers', 1 at Brammers', 1 at Taylors', 1 at McKowns', 1 at McLeods, 1 back of Stevens, 1 at Laddville, 1 at Farmers' Union, and 1 (private) at Laumeisters' Mill: th Fires during last six months, three: Mch 7, at Js. Bellamy's, loss $250 - Mch 24, and J. F. Jackers, loss, $15- May 21, at Pat Callaghans, loss none. Report accepted and placed on file. Ordinance The Ordinance Committee reported the draft of an ordinance fixing the Salary of the Night Watchman at $70- per month; on motion adopted, Bonds. Cutler was Elected Health Officer for the Ensuing year. and his compensation fixed at $30 for the year. On motion of Trustee Callaghan the Salary of the Steward Town Steward and Lamp-lighter was fixed at $35 per month for all services. The Livermore Gas-Light Co. presented an Gas-Co. application for a Franchise for lighting the Streets of the Town for the term of Five years, on the following Condition, viz: "The Gas Co. to furnish twenty or more Iron Posts, Gloves &c., and make all necessary connections at such points along their Mains as the Board should designate, at the Expense of the Co., furnish gas, light the lamps, keep them burning till Midnight. Except on Moon-light Nights, and Extinguish the lights, at $3- per month for each lamp -" Application laid over for two weeks. Roll by President Beazell, all the members present, Object The chairman stated the object of the meeting to be to hear reports from the Ordinance Committee. the Committee to which was referred the matter of Street Sprinkling, and such other business as Streets might come before the Board. Trustee Hunter reported that he had seen Laumeister & Hanna, and that they claimed they could not Sprinkle the Streets for less than $160 per month; and that it required the amount they were receiving from the Board, with that collected from individuals, to make the sum required. And that they agreed to report to the Board the amount of their weekly collections. Streets Trustee Schaffer reported that he had Examined the Collection book of Laumeinster & Hanna, and thought they were collecting about $180 per month. The report was received and the committee discharged. On Motion of Trustee Schaffer, seconded by Trustee Amt. allowed $20 Callaghan, it was decided to allow Laumeister & Hanna $20 per month out of the Town funds, from and after th July 4, 1887, for Sprinkling Streets. Trustee Hunter from the St. Committee reported Lamps that the lamp at the Corner of First and "L" Sts. reported out of order by the Town Steward, belonged to An- spacher Bros. The proposed ordinance Amending Sec. 4 of Ordinances Trustee Mitchel, laid on the table. The proposed Ordinance regulating privies was taken up: Mr. Henderson and the Clerk reported that they had communicated with the party who owned and used odorless Excavators, and who had agreed to be present at this meeting, but he had not appeared. Comegys presented a petition on behalf of himself, G. C. Stanley, E. T. Lilienthal and St Railroads A. L . Seligman, praying for a franchise to construct and operate on the principal streets of Livermore, St Railroads, and to use horses, Cables, Electricity or steam, to propel cars thereon. An ordinance, <43,> already presented, grant- ing the franchise, was presented with the petition. On motion of Trustee Mitchel, the pe- tition was granted, and the ordinance was a- dopted by the following vote. Adjourned Meeting The Board was Called to order at 8 P.M. by President Beazell, all members present. Trustee Mitchel Chairman of the Com- mittee to which was referred the proposition of the Livermore Gas -light Co. to light the Sts on certain terms, reported verbally in favor of the proposition. Trustees Hunter and Schaffer of the Committee reported adversely, and the proposition was rejected. Electric A petition was received from Peter lights Fieberling Thomas Varny and others for a franchise to construct and maintain in the Town of Livermore a system of Electric lights. A draft of an ordinance granting the franchise accompanied the petition On motion of Trustee Schaffer the petition Petition was granted. The ordinance was a- mended by adding a Section requiring that Ordinance the work on said Electric-light system be commenced within one year and Com- pleted within three yeas from the passage of the ordinance; and thus amended was adopted by the following vote: Ayes, Trustees Hunter, Schaffer and Beazell. Noes, Trustee Mitchell; Trustee Callaghan not voting - A petition was received from John Sweeney Lamps m Patrick Connelly W J. Collier for a lamp to be placed in front of the places of business on the South side of First Street. Granted. The Marshal requested permission to ap- Tax Notices point an Assistant Tax Collector at his own Expense, and to procure 300 printed Card tax Notices at the Cost of the town.
