Call to Order and Roll Call`
The City of Tiffin City Council met in a work sessionori:Wednesday, January 21, 2015 at Tiffin City Hall
Council Chambers. Mayor Steve Berner called the meeting to order at 6:32 PM. Roll Call: Joann Kahler,
Mike Ryan, Mark Petersen, Peggy Upton (Arrived 6:38 PM);'Jim Bartels. Absent: NONE Also present:
Administrator Michon Jackson, Engineer Ben Carhoff and Deputy Clerk Ashley Jay -Platz.
Approval of Agenda
Bartels motioned to amend agenda to add community/citizen form; seconded Kahler.
Motion to approve amended agenda by Ryan; seconded by Kahler. All ayes, motion carried.
Community Forum
Melvin Reeves- resident attended Coralville meeting, discussion on map of Coralville and annexation
needs to be discussed later.
Business
Capital, Improvement Discussion with Veenstra & Kim- Bob Veenstra
Bob gave an update of the CIP plan. Most amounts listed are estimates but will be more accurate once
projects get closer. Bob discussed what we are paying for and how the funding will be obtained. Also
discussed about money left over from year one will carry over to year 2 and so on. Discussion on GO,
- Revenue Bonds, and Outside Funding. There are two types of GO funds. Annual appropriation bonds" only
promise to pay one year at a time. Does the city want to use annual appropriation GO debt, or scale CIP to
use traditional financing? Annual Appropriation Bonds are only available when interest rates are low. -
Council discussed current CIP what was presented and projects that need to be higher importance. Council
discussed ironing out different projects and planning them to coincide with other projects to make each
project run as smooth as can be.
Budget
Administrator Jackson presented the tentative budget. She advised because to the Unionizing of the City
Employees; the budget is not completely ironed out. Mark Petersen advised that before the Employees
Unionize, the city can terminate any employee. Council and Mayor immediately stated that was not -what
the City wants to do. Discussion on importance of getting an Interim person to get the budget complete,
because if budget is not finished then the city will not get any funds at all.
