President Beazell in the chair. present Trustees Beazell, Hunter, Mitchel Roll and Schaffer- Minutes The minutes of the regular meeting of Dec. th 5 1887 were read, corrected and approved. Town Justice Taylor presented a report Reports showing that two cases had been brought before th his court since the Report of date Nov, 7, 1887 40 and that $7 in fines had been collected and paid over to the Town Marshal: Rept rec'd and filed. ( Trustee Callaghan Entered and took his seat in the B'd. The following Bills were presented, Examined Bills and allowed, and Warrants ordered drawn for the several amounts : 00 Bill of S. J. Harrigare 2 $32 Total bills allowed 315 New Business On motion of Trustee Schaffer it was resol- to purchase a new Fire Alarm Bell, to weigh not Bell less than 500 lbs., and the Chief Engineer was authorized to procure the same. The question of purchasing the private Hydrants hydrants and putting in new ones, was referred to the Fire Committee The matter of gravelling the Streets and putting Streets down plank crossings was referred to the Street Committee and the Marshal. Town Hall, Livermore, Cal., th Jan. 9, 1888 Special Meeting The Board met pursuant to Meeting written notice by order of the resident, at 7-30 o'clock P.M. President Beazell in the chair. Present Trustees Beazell, Callaghan, Hunter Roll and Schaffer - The President stated the objects of the meeting were Objects to take action on the questions of Hydrants, re- pairing Streets, planting trees on the Streets, and and any other matters that might come before it. Trustee Callaghan from the Fire Committee ver- Hydrants bally reported in favor of putting in four new hydrants at the following named points: 1 at Bramman's shop, Cor. Livermore Avenue and Chestnut St; 1 near the Catholic Church, First th St; 1 near School house, Cor, "J" and 5 Sts, and 1 near Callaghan's at First and "M" Sts The report and recommendations were adopted. (Trustee Mitchel Entered and took his seat in the Board) On motion the question of tree planting was Trees laid over till the regular meeting. On motion the matter of Street repairs was laid Streets over for two weeks. A Street lamp was ordered placed at the Lamp South-West corner of "K" & Chestnut Sts - On motion of Hunter the question of planting Trees trees on the Streets was reconsidered. Mr. Bartlett read from the Town Charter to show that the Board had power to order trees planted when owners of property fronting on the Streets failed to do so and that the cost of such planting could be made a lien on the property- and ad- vocated such action by the Board. Referred to the Ordinance Committee, to report at the next regular meeting The Clerk was directed to procure a bbl of oil. Oil The Chief Engineer stated that the hose Cart and Hose Cart &c Hook & Ladder Truck needed repairing and painting, and that a new Hose Cart was needed - Referred to the Chief Engineer to report at the next regular meeting The Clerk stated that a correct map of the Map Town was very much needed, Referred to the Clerk with power to act. The Board met pursuant to adjourn- Meeting ment at 7-30 P.M. President Beazell in the chair: present Trustees Beazell Roll Callaghan, Hunter and Schaffer. The Ordinance Committee was Trees granted further time on the matter of tree planting on the Streets. The matter of building Tower for the Fire Bell Tower Alarm Bells and of Strengthening the Town Hall and Hall were referred to the Fire Committee with power to act. The matter of procuring a new Hose Cart Hose Cart was referred to the Chief Engineer of the Fire Dept with power to act. Jail The matter of Enlarging the Town Jail was laid over till the next meeting. On motion of Trustee Schaffer it was re- First St sold to regrade First Street from Lizzie St to "M" St. and the Clerk was directed to ad- vertize for bids for the same. The matter question of scraping the mud and loose matter Cleaning from First St referred to the Street Com- mittee with power to act. Mitchell (Trustee Mitchell Entered and took his seat.) The question of removing Mr. Lindy's fence fence on "J" St referred to Town Marshel. The question of appointing a Health Officer Health Office was discussed, but no action taken. Adjourned Attest D. Trustee Callaghan verbally reported that the Committees Fire Committee had ordered put in the 4 new hydrants provided for and had advertized for bids for the work of building the Bell Towers and repairing the Town Hall, Report rec'd. The ordinance Committee not being Trees ready to report on the matter of planting trees on the public Streets, it was laid on the table. Two bids, were rec'd for regrading First Bids for Street: both bids were rejected and the Clerk was directed to readvertize for bids, the Notice to specify the manner in which the work shall be done, viz: the St to be plowed, graded and rolled, the grader and roller Each to St work be run over the St 6 times; the Contractor to take up and lay down the Crossings, Materials if any Needed, to be furnished by the Board - Several bids for building the Bell Towers and repairing the Hall were rec'd but were returned Bids for Towers &c to the bidders and all bids rejected by the Fire Com. which was granted further time. The Chairman stated that the L. C. B. de- sired the use of the Town Hall two Nights L. C. B. in Each week for the purpose of practicing. The privilege was granted they to furnish their own lights. Street lamps were ordered placed at the following points, viz: one at Northeast Lamps. Con. R.R. Ave and "K" Sts: Two on "L" St. when deemed necessary by the Marshal: one on th the Cor. of "M" and 6 Sts. and the lamp at the Farmers' Union to be removed to the R. R. Crossing on Livermore Avenue. Th Clerk was directed to procure a half dozen self Extinguishing St lamps. (a) (a) On petition, the property owners on "J" St were granted the th privalege of grading the same from First to 6 Sts. Meeting President Beazell in the Chair, all the mem- bers present Except Trustee Mitchel. Bids for regrading First Street were re- Bids $ ceived from A. Weymouth, at 110, and John Beck at $78. On motion of Trustee Schaffer the Con- tract was awarded to John Beck. Trustee Callaghan from the Fire Committee Towers reported progress in the work on the Bell Towers. Hargrave hauling lamp posts 1 . $ Total 469.17 Trustee Callaghan from the Fire Committee Hydrants reported that the new hydrants would be put in as follows; the one at the School lot within a week and the others within ten days; Also that the Contract for building the Bell towers & re- pairing the hall had been let to J. F. Meyers and the work was progressing Satisfactorily. The Clerk presented the new Town Map Map. which he had been authorized to procure. This map was Entitled "Livermore," Com- piled by Geo. L. Nusbaumer, C. E. " and on motion the same was accepted and adopted as the official Map of the Town of Livermore. On motion the Salary of the town Steward and Steward Lamp-lighter was raised to $40 per month st from March 1, 1888. The matter of the application for a reduction License of the license on Draying referred to Ord. Com. No further business and the Board adjourned. The Board met pursuant to Meeting the call of the President at 7-30 P.M. President Beazell in the chair. All the members Roll present. The president stated the objects of the meet- Objects ing to be to consider propositions to light the Streets and furnish the town with Electric light, and such other business as might properly come before the Board. The following proposition was received Lights from the Oakland Electric-light and Motor Co., To furnish 7 Arc lights, Each of 2000 Can- dle power, placed on poles 40 feet high, or on Cables, at the intersection of Streets; keep the same burning until 11 o'clock P.M. on what is known as the "Moonlight Schedule" for $85- per month; or keep the lights burning till 12 o'clock midnight and take care of Fire Apparatus for $100 per month, on under a five year contract, and have the lights in operation within 20 days. The communication was placed on file and after a geed deal of discussion a committee consisting of Trustees Schaffer, Mitchell Schaffer and Hunter was appointed to fully investigate and report on the subject of Electric-lights. The matter of certain Culverts referred to Marshal. Streets The Marshal was directed to advertise for proposals to furnish 150 loads more on less of Creek gravel for the Sts: loads to contain not less than 1 cubic yard. Trustee Callaghan reported that the new Hydrants had not yet been put in, but the delay was unavoidable, and they were almost and would be put in within a few days. The Board met at 8 o'clock Meeting P.M. President Beazell in the chair, present Trustees Beazell Callaghan and Hunter. The minutes of the regular Meeting of March Minutes th 5 '88 were read and after being amended to show that Trustee Schaffer was first on the Committee to investigate the Question of Electric light, were and approved. Trustee Schaffer Entered and took his seat. The minutes of the Special meeting of th March 20 were read, and after being amended so as to show that Trustee Schaffer was first on the Committee to investigate the subject of Electric light - were approved. Trustee Mitchel Entered and took his seat in the Board. The Marshal presented a report showing the Reports number of licenses uncollected since last 50 report to be seven; amounting to $35 Report received and placed on file. " John Beck, for grading "J" St. as herein - 946-75 after stated 25 -- . $ Total 991.75 Trustee Schaffer of the Special Committee to Reports investigate the subject of Electric lights re- ported that himself and Trustee Hunter of the committee had made an investigation of the several systems and after considerable in- quiry were of opinion that the Waterhouse system was best suited to the needs of the town. The committee also presented a proposition in writing from W. C. Leland, offering to furnish 8 arc lamps 91/4 lampen nominal Candle power Waterhouse system - from dark till 12 P.M. and take charge and care of the Fire apparatus, for $100 per month. Each on Moon schedule, and under a 3 or 5 year contract. The report was adopted and the written proposition placed on file. Mr. Clark was present and addressed the Board on the subject, by and aid of a diagram Explain- ing the best location and effect of the different lights. He concluded his remarks by offering to bring his plant to Livermore, give a practical illus- tration of the light proposal, and remove the plant. all at his own cost - if facilities were given him for that purpose. The proposition was accepted, and a committee consisting of Trustees Schaffer, Callaghan and Mitchel was appointed to be present at such illustration and report to the Board. The ordinance Committee were grated further Ordinances time in the matter of reducing the license on drays. Trustee Callaghan from the Fire Committee re- Fire Com. ported that J. F. Meyers had completed the Bell Towers and repairs on the town hall according to contract and the Committee had accepted the work: Also that the new hydrants were now ready and would positively be put in within a short time. The report was accepted. The Marshal reported that he had accepted "J" St Streets as graded by the property owners. Report rec'd. Trustee Hunter from the St Committee reported that they had accepted First and "L" Sts as graded by John Beck. Report received. The Steward reported a lamp broken by a runa- way horse. J. F. Meyers addressed the Board in behalf of the property owners on "J" St. and asked for a donation to help pay for grading the same: On motion of Trustee Callaghan $25 was do- nated for that purpose and the Clerk ordered to draw a warrant for that sum in favor on John Beck _ who had done the work. The Clerk was directed to issue an Election New Bus. notice for the Election of Town officers on the nd 2 Monday in May next The Clerk was also directed to procure a sup- plement to the Great Register for use at such Election - and to present a bill to the Board of Supervisors for the use by the County of the Town Jail - The Marshal stated that he had received Bids thru sealed bids for furnishing gravel pur- suant to his notice as ordered at the meeting th of the 20 of March. The bids were opened by the Clerk and were as follows: Bid of John Beck 60 cts per Cubic yard. Bid of Hopkins Hughs 75 cts per load - Bid of L. Squirer, 49 cts per load. On motion the contract was awarded to Squirer No other business and the Board adjourned. Attest D. M. Conner Town Clerk. Approved James Beazell President Board of Town Trustees. Town Hall Livermore Cal th April 9 1888. Special Meeting. The Board met pursuant Meeting to call of the President at 1 P.M. President Beazell in the chair: present Trustees Beazell, Callaghan, Hunter, Mitchel and Schaffer. The Clerk being absent Trustee Mitchel was appointed Clerk pro tem. The President stated the object of the meeting Object to be to consider the proposition of W. C. Clark to furn- ish the town with Electric light, to hear the report of the Committee appointed to witness the Electric light demonstration, and to take final action in the matter. The committee reported that they had attended such Report demonstration, on Exhibition, and recommended the adoption of the system represented by Mr. Clark. The report was received and adopted and the Committee discharged. Mr. Clark then presented in writing the following Proposition proposition, or offer, towit: "San Francisco April 9" 1888. To the Honorable Board of Trustees of Livermore, Cal: Gentlemen: I will be pleased to furnish Livermore with Eight (8) arc lamps, 9 ¼ amperes, of the Waterhouse system, and also care for your Fire Apparatus, subject to ap- proval of Fire Committee and Chief Engineer, for three years, for the sum of one hundred dol- lars per month; the same to be paid monthly. The lights to be kept running from dark to Twelve o'clock midnight, moon schedule. The lights not to be less than 45 ft high, and be placed upon the inter- sections of the following Streets: near the Catholic stst Church on first Street: 1 & McLeod - 1 & J - std 1 & L - L & Oak - Watermans Warehouse - 2 d & Lizzie - 3 & K, or at any other points you may designate within above radius - I will also furnish any additional lights you may want, at any point within the town limits, you may designate provided such additional light or lights shall not be more than six hundred feet from nearest wire connection, for the sum of ten dollars as- ditional per month per light, payable monthly. Yours truly W. C. Clark. Trustee Schaffer then offered and moved the adoption Resolution of the following resolution, viz: Resolved by the Board of trustees of the Town of Liver- more. First. That the proposition now submitted by W. C. Clark to furnish the town of Livermore with Elec- tric lights be, and the same is hereby accepted. Second. That the Town Clerk be and he is hereby directed to draw or have drawn a Contract between said town and said W. C. Clerk for the Carrying into Ef- fect of said proposition, and that the President of this Board be and he is hereby authorized and directed to Execute said contract on the part of said town. Third - That the Clerk be and he is hereby directed to prepare or Cause to be prepared a bond in the sum of one thousand dollars, with two good and suffic- ient sureties, to be Executed by said W. C. Clark. for himself, his heirs, administrators and assigns for the faithful performance on his part of said proposition and contract. Fourth. That said Contract and bond be submitted to this Board at a future meeting, for approval. Fifth - That after six months said W. C. Clark may as- sign said Contract and his rights and interests thereunder and be released from any further liability there under to said town." Trustee Callaghan seconded the resolution , and the same was adopted by a unanimous vote. On motion of Trustee Hunter, seconded by Trustee Committee Schaffer, a committee of three was appointed to locate the lights. (See page 420, where continued.) Town Hall Livermore Cal. th April 10 1888. Adjourned Meeting. The Board met pursuant Meeting to adjournment at 8 o'clock P.M. President Beazell in the chair. Present Trustees Beazell Object Hunter, Mitchel and Callaghan The President stated that the object of the meeting was to take action on the matter of the obstruction placed on the sidewalk on First Street by M. S. Palmer. The President stated further that Mr. Palmer had agreed to lower the obstruction mentioned- being the Sidewalk in front of his property- to a level with the grade, if the Town would pay the cost of making the change. On motion of Trustee Hunter the offer was ac- cepted, and Mr. Hunter was appointed a com- mittee of one to superintend the same. Trustee Callaghan stated that the Hydrants Hydrants were ready to be put in, and that $100 could be saved by placing one Hydrant on the Corner of "I" and Fifth Sts. instead of at "J" and fifth as at first directed. After considerable discussion the matter was left with the Fire Committee. Adjourned Attest D. M. Conner Town Clerk. Approved James Beazell President Board of Town Trustees. And Trustees Hunter, Callaghan and Schaffer were appointed such Committee. On motion of Trustee Hunter, seconded by Trustee More Light Schaffer, one additional light, making nine in all, was ordered. The mater of the obstruction placed on the side Palmer walk of First Street by M. S. Trustee Callaghan objected to allowing the bill Callaghan for Electric lights, on the ground that the lights were not up to the standard called for in the contract, and on his motion, seconded by Trustee Jordan, a Committee Consisting of Trustees Callaghan, Hunter and McLeod was appointed by the chair, to procure an Expert to Examine the lights and report to the Board. On motion of Trustee Hunter, seconded by Trustee Tax levy Jordan , the following resolution was adopted, viz: "Resolved: That the rate of taxation to be levied upon the assessment valuation of all the taxable property, real and personal, within the Town of Liver- more, for the fiscal year 1888-9, is hereby fixed at fifty cents on Each $100 of said assessment valuation, and that such tax levy is hereby made." All the Trustees voting aye - The draft of an Ordinance, No. 52, Entitled, "An Ordinance ordinance fixing the rate of taxation for the fiscal year 1888-9," was presented by the Ord. Committee and on Motion of Trustee Jordan, Seconded by Trustee Callaghan, was adopted by a unanimous vote of the Board. President Beazell in the chair Present, a full Board. Roll Minutes The minutes of the regular meeting of Oct. 1" 88 were read and approved, as read. There not being sufficient money collected to pay Bills the bills presented, all bills were laid on the table till Thursday Evening, the 8" inst. and it was decided that when the Board adjourned it ad- journ to that Evening. Trustee Callaghan from the Committee to Electric Lights procure as Expert to Examine the Electric lights, reported that they had not succeeded in obtaining the services of an Expert, and the Committee was granted further time. The matter of Mr. Clark's transfer of the Electric light plant came up. and was laid over till Thursday. A proposition to furnish water for the Water use of the Town and for domestic purposes was received from Laumeister & Hanna and was referred to the Committee of the Whole, to report at the next regular meeting. John Aylward stated to the Board that as Protest a citizen of the town he protested against the al- lowance of the bills for Electric light as the light was not according to the contract. W.; Wynn and the Marshal that Wynn had been assessed twice on the same Rebate of Taxes 50 property - $22 on Each assessment, which had been paid and on motion a warrant was ordered drawn on the Treasurer 50 in his favor for $22. The Bills of the Fire Dept for the quarter ending May 31 and 6 months ending Dec. 1", for $150- and $300 res- pectively, and of N. B.
