February 18, 2015 at. Tiffin City Hall Council Chambers. ,Mayor Steve Berner called the meeting to order at 6:33 PM. Roll Call: Joann Kahler, Mike Ryan, Peggy Upton, Jim Bartels, Al Havens. Absent: NONE Also present: Tim` Long Interim Administrator Clerk, Attorney Bob Michael and Deputy Clerk Ashley Jay -Platz. Bartels motioned to approve agenda; seconded by Kahler. All ayes, motion carried. R , Ryan motioned to approve Slim's Special Event'Application; seconded by Upton. All ayes, motion carried. Discussion and possible action regarding Callahan Municipal Consultants LLC Pat Callahan- Discussed the timeline regarding hiring process. Discussed the interviews he.had with council, mayor and city staff. He advised the positives in the community will help sell the position. Pat talked about having community/citizen involvement in the hiring process and to have council decided if that would be something they want. Interim Tim Long gave insight with his experience to having a public reception. Mike Ryan advised that the last hiring process for the last administrator, they chose to have some citizen involvement and didn't see too much benefit to it. Tim Long gave insight as to the duties of.Administrator/Clerk are too much for one person because of the growth'Tiffin is going through. Council discussion on keeping Clerk/Administrator in one position but changing the title to Administrator/Clerk. Council also discussed items within the job description needs some corrections. Council request to have Tim Long look over the employment agreement and make recommendation'and'give to mayor,.legal and Pat Callahan. Pat recommends that council should have evaluation at three, six and 12 months. Upton recommends that there needs clarity in regards the termination of'employment, and severance packages. Pat passed out position profiles of past city administrator job openings for council to review and give ideas to help with Tiffin's profile. Mayor request to have Pat check in to the -Comprehensive plan, CIP and goal setting plan for positives and negatives. Pat gave council a packet of salary/benefits of cities in Iowa. Discussion on salary based on housing in Tiffin and also experience. Council discussed about vacation package and discussion negotiation potential. Council had a discussion about the moving expenses.. Pat discussed the severance package is potential negotiation conversation. Discussion about retirement packages,'continuing education and training. Also council discussed giving the City Administrator a City cellphone. Pat had a question about candidate travel expenses what if any would council be willing to pay. Council discussed travel and hotel but not including meals. Discussion.on cost for ads for the job listing.. Iowa league of Cities and ICMA will be the'big ads but also adding on to the free listings. Pat and council discussed the residency requirement: Bartels advised making a residency requirement then the pay for the administrator needs to be comparable. Council discussed the issue with finding homes in Tiffin and updating the agreement stating that'they do requirement for,residency within a timeframe to move into the city set by council. Pat had a discussion about°confidentiality with.cand,idate finalists. Council request that it says confidential. All ayes, motion carried. Closed Session -Iowa Code 20.17(3) and Iowa Code 21.5(c) Discussion and possible action regarding collective bargaining unit Motion Kahler to go into closed session at 8:05 PM; seconded by Ryan. Roll call: Upton, Bartels, Ryan, Kahler, Havens. ` Motion Kahler to go into open session at 8:39 PM; seconded by Ryan. Roll Call: Upton, Bartels, Kahler, Ryan Havens.
