Special Session
August 31, 2006 5:30 P.M. Greencastle City Hall
I. Call to Order; Roll Call
A. Mayor Michael called the meeting to order at 5:31 PM; upon roll call by CT
Glenn the following were found to be present: Bob Sedlack, Tom Roach, Mark
Hammer, Russ Evans and John Lanie.
II. Public Hearing — Ordinance 2006 -11 — An Ordinance for Appropriations and Tax
Rates, First Reading
A. Mayor Michael opened the public hearing at 5:32 PM. Mayor Michael read
Ordinance 2006 -11 and asked for any public comments. No comments, public
meeting closed at 5:35 PM.

A. Ordinance 2006 - 5 An Ordinance Amending Section 8 -26 of the Greencastle
City Code Regarding Schedule of Limited Parking Zones, Second Reading
1. Motion by Bob Sedlack to approve Ordinance 2006 -5, second by John
Lanie, unanimous approval.
B. Ordinance 2006 — 6 An Ordinance Amending Section 8 -30 of the Greencastle
City Code Regarding Schedule of On- Street Reserved Handicap Parking
Spaces, Second Reading
1. Motion by Mark Hammer to adopt Ordinance 2006 -6, second by Bob
Sedlack, unanimous approval.
C. Ordinance 2006 — 7 An Ordinance Amending the Greencastle Planning and
Zoning Ordinance by Amending the Zoning Map (Corner Properties), Second
Reading
1. Motion by John Lanie to approve Ordinance 2006 -7, second by Mark
Hammer, unanimous approval.
VI. New Business
A. Resolution 2006 -18 — Resolution Declaring Official Intent to Purchase Property
• For Frasier Street Project.
1. Mayor Michael read Resolution 2006 -18. No more than $38,750 for all
properties. Motion by John Lanie to approve Resolution 2006 -18, second

by Russ Evans, Discussion. Councilor Hammer asked when was this
area annexed, 1991, unanimous approval.
B. Ordinance 2006 -10 — An Ordinance Establishing the Size of the Departments
of City Government of the City of Greencastle, Indiana, Fixing Salaries for the
Employees of such Departments and Fixing the Salaries of Certain Other
Appointed Officials for the Year 2007. First Reading
1. Mayor Michael read this ordinance and reviewed salary changes.
Councilor Bob Sedlack remarked that health insurance rates increased
for employees. Councilor asked for explanation of the insurance. Mayor
Michael reviewed insurance rates. Discussion. Larry Phillips from
WWTP stated he feels the salary increase is unacceptable with the
increase in insurance and water and sewer rates. Paul Wilson shared
his employees feel the same. Mike Neese reiterated Larry Phillips'
comments. Asked the Council to look at doing more for the employees.
Rod Weinschenk shared his employees do not like the rates. Tom
Sutherlin stated his employees feel the same. Bill Newgent shared his
employees would like to see a percentage raise. Shannon Norman
shared her thoughts about trying not to take home less each pay. She
continued with comment that Health insurance provided by employer is a
benefit that is not always offered. Ernie Phillips commented that his
employees are thankful for options, but feel they can't afford to take
home less. Terry Dale stated his employees have not really complained
about any of the insurance rates. Glen Morrow stated if it is about
making more money we should look some place else for employment.
Russ Evans suggested a higher amount for life insurance for employees,
a minimum of $25,000 preferably employees base salary. John Lanie
cautioned employees about changing insurance companies and possibly
taking a hit the next year. Tom Roach stated he feels an insurance
consultant should be utilized. Councilor Roach also shared that
employees do receive longevity, he continued that he would like to see
the financial impact of 6% for employees at 20 years. Mark Hammer
shared that he feels we should try to give employees an end of the year
bonus if possible to help offset 2006 low pay increase. Mayor Michael
asked for any further comments regarding insurance.
2. Mark Hammer motion to approve salary ordinance as presented with the
idea that next year we should look at a percentage raise, John Lanie
second, unanimous approval.
C. Ordinance 2006 -11 — An Ordinance for Appropriations and Tax Rates, First
Reading
1. Mayor Michael read this ordinance motion by Mark Hammer to approve
on first reading, second by Russ Evans, unanimous approval.
2. Tom Roach suggested CT meet with employees this year to clarify any
confusion regarding insurance and suggested hiring a consultant for next
year.

A. Motion by Bob Sedlack, second by Russ Evans, unanimous approval at 7:14
