HomeMy Public PortalAbout1965-04-19 Meeting205 COUNCIL MINUTES APRIL 19, 1965 The Council of Bal Harbour Village met at 10:00 A. M. Monday, April 19, 1965 at the Village Hall. Present: Messrs: Faulkner, Hart, Sanders and White. Absent: Mr. John F. Beatty. Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. The Village Clerk reported that 103 of the 194 registered voters, a total of.53% voted. The votes were counted by the Clerk and Barbara Whitman and Margaret Zill, Election Clerks, with the following results: Sol M. Taplin 49 votes; Frank C. Hart, Jr. 67 votes; Robert G. Landis 72 vote's; 1 write invote for Wilbur Arnold. Mr. Hart and Mr. Landis will serve four year terms until 1969 and Mr. Taplin will serve two years until 1967. Motion made by Mr. Sanders, seconded by Mr. Hart to accept the report of the election. Motion was then made by Mr. Sanders, seconded by Mr. Hart to adjourn the old Council and install the, new Councilmen. Messrs: Frank C. Hart, Jr., Sol M. Taplin and Robert G. Landis then came forward and took the oath of office adminis- tered by the Village Clerk. After the Councilmen had taken the oath of office, Mr. Hart moved to appoint Sol M. Taplin temporary chairman for the purpose of the election of a Mayor. Mr. Landis seconded the motion. Mr. Taplin then called for a motion for nomina- tions for office of Mayor. Motion was made by Mr. White nominating Frank C. Hart, Jr, as Mayor of Bat Harbour Village. Motion seconded by Mr. Faulkner. There being no other nomina- tions, the motion was carried upon vote as follows: Mr. Faulkner yes; Mr. Taplin yes; Mr. White yes; Mr. Landis yes: Mr. Hart was then sworn in as Mayor by the Village Clerk. After being seated as Mayor, Mr. Hart called for nominations for Assistant Mayor whereupon motion made by Mr. White and seconded by Mr. Taplin, Mr. Faulkner was voted Assistant Mayor by the following vote: Mr. White yes; Mr. Hart yes; Mr. Taplin yes; Mr. Landis abstained. Mr. Faulkner was then duly sworn in by the Village Clerk. Mayor Hart then called for a motion to accept the minutes of the previous meeting of March 27, 1965 and Mr. Landis re- quested that the minutes be read. After the Village Clerk read the minutes of the meeting of March 27, 1965, Mr. Faulkner made a motion to approve the minutes as read. Motion seconded by Mr. White and unanimously voted. April 19, 1965 206 Mayor Hart then requested that in order to bring the new Councilmen op to date, the Village Clerk forward them copies of the .last five or eight Council meeting minutes. The Village Manager reported that he had received a letter from Mr. Hoke Welch, Acting County Manager, on the matter of beach nourishment and Mr. Welch had requested that Mr. Webb and the Village Councilmen anpear at a County Commis- sion meeting to be held on May 4th when the matter of beach nourishment will be renewed before the now Commission. Tn this connection, Mr. Webb urged that all members attend this meeting and stated he would advise them of the time at a later date. Mr. Webb advised that he and Mr. Anderson met with Mrs. Gifford and her attorney, Mr. Catchin,•s Therrell, regarding our pronosed nurehas of Lots 1 and 2, Tiinel< 1. Residential Section of Bel Harbour. Mrs. Gifford was agreeable to the price of $8fl,nOn.no and indicated she would be willing to accept $25,0ln•ff down with the balance to be financed over a three year period at 3 % interest, however, she wanted to discuss the matter with her consultant in New York be- fore finalizing the sale. Mr. Anderson then advised that in a later telephone conversation with Mr. Therrell, Mr. Therrell agreed that the interest would not be subject to Federal income tax. Mr. Anderson also advised that the Bel Harbour Club has the option to purchase any property that is up for sale and that after the Village signs the contract, Mrs. Gifford will notify the Hal Barbour Club of our intention to purchase. After discussion, Mr. Faulkner made n motion that the Mayor and the Village Manager be authorized to negotiate for the purchase of Lots 1 and 2, B1.oc)c 1, Residential Section of Bel Harbour for a price not to exceed $80,0000.00; $25,000.00 down to be taken from the Contingency Fund and the balance of $55,000.Of) financed over 1, 2 and 3 year period at 31, interest. Motion seconded by Mr. Taplin and unanimously voted. Upon motion of Mr. Faulkner, seconded by Mr. White and unanimously voted, the second and last Saturday of every month were designated as Council meeting dates with the time being set at 9:30 A. M. subject to notification by the Village Clerk. Mr. Webb appraised the Council of the critical water problem in Dade County at the present time and advised of the meeting held in Miami Bench last week to discuss the problem. He stated that the Miami water company supply- ing Miami Beach is pumping almost its entire capacity and with no rain in sight, this necessitated the public being asked to cut down on lawn sprinkling. Notices have been circulated to the residents of Hal Harbour asking that no sprinkling be done on Tuesdays, Thursdays, Saturdays and Sundays in order that we be able to top off our storage tank. He stated we have the storage capacity and pumping capacity but we are not getting the supply from Miami Beach .inasmuch as they are being cut down by the Miami. April 19, 1965 207 water company. He asked that the members be cognizant • of the fact that at some future time we may have to put in an additional water line and advised that the Town of Bay Harbor Islands has employed engineers to try and find another source of water, perhaps from North Miami. Mr. Hart asked the Village Attorney to prepare the proper resolutions for the retiring Councilmen and thanked them for their time and efforts in the past. Mr. Faulkner advised of a letter and resolution received from Mayor Robert King High regardingtthe Dupont interests in Florida and asked for an expression from the members on this matter. Mr. Landis moved that the matter be given further study. Motion seconded by Mr. Faulkner and unanimously voted. Mr. White moved to adjourn. Motion seconded by Mr. Faulkner and unanimously voted. Faulkner, Hart and Taplin. Landis and White. Also present were W. H. Webb, Village Manager; T. Wetterer, Village Clerk; and Thomas H. Anderson, Attorney. Upon motion of Mr. and unanimously voted, of April 19, 1965 were read. Mary Village Taplin, seconded by Mr. Faulkner the minutes of the previous meeting approved as submitted, without being May 29, 1965
