A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AUTHORIZING MEMBERSHIP IN THE JOINT POWERS
SOUTHEAST AREA ANIMAL CONTROL AUTHORITY
WHEREAS, the Cities of Downey, Norwalk and Pico Rivera
have established a Joint Powers Southeast Area Animal Control
Authority (hereinafter referred to as "Authority") for the purposes
of providing animal control service within their cities; and
WHEREAS, the City of Lynwood (hereinafter referred to
as "City") has contracted with the Authority for animal control
services within its boundaries since July 1, 1976; and
WHEREAS,, the Authority has provided quality animal control
services including effective license canvassing campaigns, neighbor-
hood patrol services, emergency veterinary care and kennel services
for animals in a cost effective manner to all cities participating
in the program; and
WHEREAS, the Authority owns a property and modern facility
located at 9777 SEAACA Street, which facility was paid for by the
current three Member Cities; and
WHEREAS, the Authority has invited the City to become a
full member of the Joint Powers Agreement, with a seat on the
Authority Board of Commissioners which shall be occupied by a City
Councilmember; and
WHEREAS, the Authority Member Cities of Downey, Norwalk
and Pico Rivera are not requiring that any new member of the Authority
buy into or pay for reimbursement to the three Member Cities for any
previous expenses incurred for the facility development; and
WHEREAS, the Authority has established an equitable fee
structure which provides that each member and contracting city
pay its pro-rata share on a per capita population basis; and
WHEREAS, the City believes that there is a mutual benefit
in full membership in the Authority to assist in a broader base to
policy decisions and the Authority desires to meet the individual
needs of the various communities; and
WHEREAS, the City wishes at this time to accept the offer
of the Authority:
NOW, THEREFORE, the City Council of the City of Lynwood
does hereby resolve as follows:
Section 1. The City hereby notifies the Authority of
its desire and requests that it be admitted to membership in the
Joint Powers Southeast Area Animal Control Authority, effective
July 1, 1984.
Section 2. The Mayor shall designate a Councilmember to
represent the City's interests on the Board of Commissioners at
the monthly meetings, commencing with the July 1984 meeting.
Section 3. The City Council hereby authorizes its Mayor
to execute the Joint Powers Agreement on its behalf.
Section 4. The City hereby designates the following
mailing address to be used for any and all notices which are
required by the Joint Powers Agreement:

ATTENTION: City Clerk
Section 5. The City Clerk is hereby directed to transmit
a copy of this resolution to the Joint Powers Southeast Area Animal
Control Authority.
Section 6. This resolution shall become effective im-
mediately upon its adoption. _/
