Planning & Zoning Meeting
A. Roll Call
The City of Tiffin’s Planning & Zoning Commission held a regular session at the Tiffin City
Hall Council Chambers on Wednesday, November 14, 2018. Board Chair Stephanie Surine called
the meeting to order at 6:33 PM. Upon roll being called the following members were present:
Luther Parker, Riley Williams, Tim Yoder and Stephanie Surine. Absent: Beth Wolfs. Other
members present City Administrator Doug Boldt, Building Official Brian Shay, City Clerk
Ashley Platz.
B. Agenda Additions/Agenda Approval
Motion to approve by Parker.
Second by Williams.
All ayes, motion carried.
C. Approval of November Meeting Minutes
Motion to approve by Parker.
Second by Williams.
All ayes, motion carried.
D. Discussion and Consideration – Removing Advertising Signs from Ordinance
Discussion: Building Official Brian Shay presented a proposal to remove Advertising Signs from
Ordinance and provided background.
Motion to approve removing advertising signs from Ordinance by Williams.
Second by Yoder.
All ayes, motion carried.

E. Discussion and Consideration of adding 3 Story Apartments to the C-1S Zoning District
rd
Building Official Brian Shay presented the proposed addition of 3 Story Apartments to the C-1S
Zoning District that has Council support for the Slum & Blight District in Original Town.
Commission expresses concerns with lack of control with developers specific features and overall
look and feel of downtown Tiffin. The City has the ability to incentivize developers to go along
with the theme with TIF.

Motion to approve adding of 3 Story Apartments to the C-1S Zoning District by Yoder.
Second by Williams.
All ayes, motion carried.
F. Discussion and Consideration to Allow Garages to Encroach in Front Yard Set Back
Planning & Zoning Commission Agenda Page 1 of 2
Mr. Shay provided and update to Section 3.05, Single-Family Residential Zoning Districts to
change habitable space to “Principal Structures”. Building Official presented homes that a builder
has submitter that is not currently allowed due the term “habitable”.
Motion to approve by Williams.
Second by Yoder.
All ayes, motion carried.
G. Discussion and Consideration of the Rezoning of Prairie Village– Part 2
Developer Matt Adam presented the Concept to the Rezoning of Prairie Village – Part 2
Motion to approve the Rezoning of Prairie Village – Part 2 by Williams.
Second by Yoder.
All aye, motion carried.
H. OPD – Update
Staff gave update to current staff meetings with OPD applicants.
I. Adjournment
Motion to adjourn by Parker.
