Reiman approximately 7:00 P.M. on Thursday, October 28, 2004. Municipal Court/Police Facility 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Councilmember Randy Krum " Susan Naples " Frank Parisi " Ronald Rios " Joseph Sitarz Also noted present was Borough Attorney Robert J. Bergen, Esq. Noted absent was Councilmember Brian Sosnowski. NOTED ABSENT The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE Pledge of Allegiance led by Mayor Daniel J. Reiman. OF ALLEGIANCE The Clerk stated that on January 6, 2004, the 2004 Annual Meeting STATEMENT OF Notice was published in The Home News Tribune, The Star-Ledger MEETING NOTICE and posted on the bulletin board. Upon MMS&C, by Councilmembers Rios and Sitarz unanimous APPROVAL OF affinl1ative vote of the full membership present, the minutes of MINUI'ES October 7, 2004 were approved as transcribed and engrossed by the Clerk. ORDINANCE #04-31 was introduced and adopted on First Reading ORDINANCE #04-31 and the Clerk authorized and directed to advertise same for Public AN ORDINANCE TO Hearing to be held on October 28, 2004, upon MMS&C, by AUTI-IORIZE THE Councilmembers Rios and Sitarz. ORDINANCE #04-34 "AUTHORIZING THE ACQUISITION AND/OR CONDEMNATION OF CERTAIN REAL PROPERTY LOCATED IN THE BOROUGH OF CARTERET FOR THE HILL DISTRICT STORM WATER MANAGEMENT/DRAINAGE PROJECT" 2 OCTOBER 28,2004 A copy of each Resolution was placed on the table for public review MEETING OPENED prior to the meeting in accordance with the Rules of Council and upon PUBLIC INPUT ON MMS&C, by Councilmembers Rios and Krum and unanimous ALL RESOLUTIONS affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolutions/Agenda items and any new business. Joe Novakowski, Coolidge Avenue asked why there was red pressed CDMMENTS concrete on Washington Avenue. Mayor Reiman said Pershing Avenue to High Street would have pressed pavers for a café area it will be an outdoor café zone. He briefly explained. Mr. Novakowski said he beJieved there are two cab companies Jicensed in town. He said he sees New York cabs dropping people off in the shopping center. Mayor Reiman said they can drop off but they can not pick up. Borough Attorney Bergen explained that you can call any cab company to pick you up from your home, not the street. Paul Kalisinsky asked if Carteret was going to be classified as an Abbott district. Mayor Reiman said the Board of Education as well as the Council are appealing it and they are trying to have Carteret classified as an Abbott District. Mr. Kalisinsky said property values went down in Keansburg after they were classified as an Abbott District. Mayor Reiman said it has no affect on assessment and explained. He said it would be approximately an extra fifteen to twenty million dollars a year to the education system from the state. There being no further comments or objections, the Mayor declared MEETING CLOSED the Public Hearing to be closed, upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the five (5) Councilmembers present. The Borough Clerk asked if any Councilmembers wanted any CDNSENT AGENDA Resolutions to be taken off the Consent Agenda and asked for a motion. I 3 OCTOBER 28, 2004 , Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative of the five (5) Councilmembers present, Resolutions #04- 321 to #04-342 were approved. Councilmember Parisi abstained on Resolutions #04-322 and #04-324 in regard to Block #198, Lot 6.02, he voted affirmative on all other Resolutions. RESOLUTION # 04-321 RESOLUTION #04-321 was introduced by the Mayor and referred to DIRECTING THE the Council for action. ISSUANCE OF A RAFFLE LICENSE Upon MMS&C, by Councilmembers Rios and Sitarz RESOLUTION #04-321 "DIRECTING THE ISSUANCE OF VARIOUS RAFFLE LICENSES" ADOPTED was adopted. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the five (5) Councilmembers present all Communications were ordered to be received and placed on file. Upon MMS&C, Councilmembers Rios and Parisi all bills appearing PAYMENT OF BILLS on the prepared list properly audited and signed were ordered to be paid. I II OCTOBER 28,2004 , REPORTS The Clerk stated that she was in receipt of the following reports: DEPARTMENT 1. Board of Health - September 2004 2. Inspection of Buildings - September 2004 Upon MMS&C, by Councilmembers Rios and Krum and unanimous affirmative vote of the five (5) Councilmembers present, all reports were ordered to be received and placed on file. STANDING BUILDINGS & GROUNDS: Committee Chairperson Naples said CDMMITTEES Buildings and Grounds workers are repairing the roof on the Hot House in Carteret Park and explained what was being done. She said she hoped the Borough workers would be re-located by the end of the year. She reported progress. FINANCE & ADMINISTRATION: Committee Chairperson Parisi said the fourth quarter taxes are due November first and the Senior Rebates have been completed. He said the September revenue for the Building Department was $188,152.00 and their total this year was $582,000.00. FIRE: Committee Chairperson Krum said the Open House at the Fire Headquarters was great and he thanked the Fire Fighters, Fire Department's Ladies' Auxiliary, Streets and Roads, PoJice Department and the Parks Department for making it a great day. He spoke about the Fire Department's poster contest. PARKS & RECREATION: Committee Chairperson Rios thanked the Building Committee for their work on the parks building. He said the Skate Park has been closed because of graffiti. He gave the details on the Halloween Parade which will be held on Saturday and the P.B.A. Raga Muffin Parade that will be held on Sunday. He reported continued progress. POLICE: Committee Chairperson Sitarz spoke about some of the programs that have been taking place in the Police Department such as the Neighborhood Watch Pro gram, Officer Frank Ciarkowski conducting a Violence Awareness Program at the high school and Captain Talalai speaking to the CathoJic Daughters group. He said the 12 OCTOBER 28,2004 Police Department took part in the first armual Ride for Danielle's STANDING Law sponsored by the Cycle Tribe. He said Carteret has been selected CDMMITTEES as a national award winner by National Association of Town Watch and he gave the details on the award. PUBLIC WORKS: Councilmember Sitarz 111 the absence of Committee Chairperson Sosnowski said pot holes are being patched on Fridays. He said the leaves are being picked up on your Recycling days and he gave the details. He said branches and metal are for special pick-up. He said streets that were milled should be paved by next week and the Sewer Department is making repairs to the pump stations. He reported progress. BOARD OF EDUCA nON: Committee Chairperson Naples spoke about the Violence Awareness Week activities held by the schools. She said the schools are closed November I through November 5th. She spoke about the School Board and their plans for the schools; they are still meeting with their architects.
