I. Call to order - 7:05 p.m.
A. Commissioners present — Galen Bruer (Chair) (arrived during item IV, B,
5), Randy Hughes (Vice Chair) Brad Kvanbek (Secretary), Tom Gregor,
Theresa Richey and Robin Reid.
B. Also present — Chad Adams, Carolyn Smith (arrived during item IV, A,
2).
II. Additions to agenda. - One, item IV, D. However we did not get to it,
but it was discussed after the meeting adjoined. It was a discussion
about the Willow Drive trail.
III. Approval of last meeting's minutes. - Approved
IV. Business
A. Park updates —
1. Highway 12 and 29 intersection and trail.
a) A representative from city of Maple Plain was at the last city
council meeting and the trail will likely go in on east side of 29.
2. Highway 101 trail.
a) Council approved putting the trail within the road right-of-way.
The cost will be approximately $75,000.00 and come from the park
fund
3. Keller estate plan has been postponed to a later planning commission
meeting. Therefore we will discuss park related items after that.
B. Park Budget Discussion — Reviewed line by line as presented by Chad.
1. Employee salaries were over -budgeted for 2003 and are therefore
reduced for 2004.
2. Line item #490 Contributions, "contributions" may not be an accurate
description as it covers lawn mowing and other mantainence.
3. $425,000.00 in park fund at this time.

4. Lakeshore Park also known as Independence Beach improvements,
$50,000.00, is coming from park fund or revolving capital improvement.
5. Discussed cost of Highway 101 trail and where money is coming from.
What did developer contribute to park fund by means of money and/or
money? Chad will check into this item to get the answer.
6. Tom raised a concern regarding the Hamel Park fund and money.
Referred to motion in 2-19-03 minutes.
7. Discussed need for Sioux Drive trail.
8. Tom made a motion that passed with no dissentions — To request the
city council include, in the 2004 capital improvement fund budget,
$85,000.00 for trail construction.
C. Park Capital Improvement Plan — tabled until next meeting
