WHEREAS, Bartlett and West has been selected as the firm best qualified to provide professional services related to the Clark Avenue and Dunklin Street intersection project. NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. Bartlett and West is hereby approved as the best qualified firm to provide professional services and its proposal is hereby accepted. Section 2. The Mayor and City Clerk are hereby authorized to execute an amendment to the agreement with Bartlett and West for the Clark Avenue and Dunklin Street intersection project. Section 3. The agreement shall be substantially the same in form and content as that agreement attached hereto as Exhibit A. Section 4. This Ordinance shall be in full force and effect from and after the date of its passage and approval. Passed: L -%ll A4 'C/1 /il y (YAX) Approved: Maii,civ /7 20 -o Presiding Officer ATTEST: Cit Clerk Mayor Carrie Tergin APPROVED AS TO FORM: City ' ou elor EXHIBIT A (Addendum No. 1) SCOPE OF SERVICES FOR CLARK AND DUNKLIN INTERSECTION IMPROVEMETNS PROJECT Addendum No. 1 — Clark Avenue Interchange Improvements at Highway 50/36 GENERAL BACKGROUND The original project area is generally described as the intersection of Clark Avenue and Dunklin Street and the roadways within approximately 200' in each direction. The project involves reconstruction of the existing intersection as a single lane roundabout as recommended in the Clark Avenue Corridor Study completed in 2019. The original project is more precisely defined by the agreement between the City and Bartlett & West, Inc. dated July 12th, 2019. This addendum will not modify any of the original scope of services. This addendum adds to the scope of services as described below: The existing intersections at the Clark Avenue interchange with US 50/63 immediately north of the original project location will be reconstructed as described in the Clark Avenue Corridor Study. More Specifically, there will be a six -leg roundabout constructed on each end of the bridge — one which includes Elm Street and the eastbound ramps and the other which includes Miller Street and the westbound ramps. Additional topographic survey information will be completed by the City. All right-of-way and easement documents, as well as all property owner negotiations will be completed by the City as well. Services provided by the consultant will include the production of preliminary and final plans and limited assistance during bidding and construction. A more detailed description of the included tasks is as stated below: Figure 1: Addendum Scope — added to original project scope 1. DATA COLLECTION AND SURVEYS 1.1 The City will perform all topographic, and boundary surveys. 1.2. No survey request included in this scope of work. 1.3. All easement and right-of-way documents will be prepared by the City. Coordination on needed easements and adjustments to easements from negotiations as necessary. 1.4. Perform 1 site visit to field check topographic information prior to design. 2. PRELIMINARY DESIGN SERVICES 2.1 Project kickoff meeting with City Staff to discuss interchange roundabout. 2.2. Develop roadway alignment/profile for Clark Avenue between Dunklin Street and Handley Way. 2.3. Develop roadway alignment/profile for Elm Street within the survey limits. 2.4. Develop roadway alignment/profile for Eastbound US 50 Ramps within the survey limits. 2.5. Develop roadway alignment/profile for Westbound US 50 Ramps within the survey limits. 2.6. Develop roadway alignment/profile for Miller Street within the survey limits 2.7. Develop Elm Street roundabout geometry on project mapping. Adjust geometry for speed curves and truck turning movements. City to provide truck dimensions. 2.8. Develop Miller Street roundabout geometry on project mapping. Adjust geometry for speed curves and truck turning movements. City to provide truck dimensions. 2.9. Develop roadway geometry between Dunklin Street and Elm Street roundabouts. 2.10. Develop sidewalk geometry and curb ramp details. 2.11. Determine preliminary grading for Elm Street Roundabout. 2.12. Determine preliminary grading for Miller Street Roundabout. 2.13. Conduct drainage design including drainage areas, hydrologic calculations using Rational Method and hydraulic calculations using Manning's Equation. Drainage design to follow City of Jefferson and APWA guidelines. 2.14. Determine phasing concept for Elm Street roundabout and make appropriate adjustments to roundabout geometry to accommodate. 2.15. Determine phasing concept for Miller Street roundabout and make appropriate adjustments to roundabout geometry to accommodate. 2.16. Determine retaining wall locations and heights based on grading and phasing needs. 2.17. Create preliminary plans for project in addition to previously provided plans, utilizing AUTOCAD/Civil 3D, consisting of the following: 2.17.1. Typical Sections/General Notes (4 sheets assumed) 2.17.2. Roadway Plan/Profile Sheets (assumes 12 sheets) 2.17.3. Storm Sewer Plan/Profile Sheets (assumes 4 sheets) 2.17.4. Driveway Profile Sheets (assumes 4 sheets) 2.17.5. Retaining Wall Profile Sheet (assumes 2 sheets) 2.17.6. Cross Sections (assumes 24 sheets) 2.18. Prepare preliminary opinion of probable costs. 2.19. Perform 1 site visit during preliminary design to field check the plans. 2.20. Submit the preliminary plans and opinion of probable cost to the City for review in PDF format. 2.21. Hold a review meeting with City, County and MoDOT. Compile and distribute meeting minutes. 2.22. Revise plans based on City, County and MoDOT comments. 2.23. Prepare utility conflict plans for the project. 2.24. Prepare exhibits for a public meeting. 2.25. No environmental permitting is included in this scope of services. 3. RIGHT OF WAY DESIGN SERVICES 3.1. Modify plans based on preliminary plan reviews, Utility meeting and public meeting comments: 3.1.1. Typical Sections/General Notes (4 sheets assumed) 3.1.2. Roadway Plan/Profile Sheets (assumes 12 sheets) 3.1.3. Storm Sewer Plan/Profile Sheets (assumes 4 sheets) 3.1.4. Driveway Profile Sheets (assumes 4 sheets) 3.1.5. Retaining Wall Profile Sheet (assumes 2 sheets) 3.1.6. Cross Sections (assumes 24 sheets) 3.2. Develop right of way and easement requirements. 3.3. Hold a review meeting with City, County and MoDOT. Compile and distribute meeting minutes. 3.4. Revise plans based on City, County and MoDOT comments. 3.5. Revise right of way and easement layout once based on property owner negotiations. 3.6. No legal descriptions or property owner negotiations are included in this scope of work. 4. FINAL DESIGN SERVICES 4.1. Create final plans for project, utilizing AUTOCAD/Civil 3D, consisting of the following: 4.1.1. Typical Sections/General Notes (assumes 4 sheets) 4.1.2. Summary of Quantities (assumes 2 sheets) 4.1.3. Right of Way/Easement Plan (assumes 2 sheets) 4.1.4. Existing Removals Plan (assumes 2 sheets) 4.1.5. Roadway Plan/Profile Sheets (assumes 12 sheets) 4.1.6. Curb Return Plan/Profile Sheets (assumes 12 sheets) 4.1.7. Splitter Island Plan/Profile Sheets (assumes 4 sheets) 4.1.8. Truck Apron & Central Island Plan/Profile Sheet (assumes 2 sheets) 4.1.9. Roundabout Grading Plan (assumes 2 sheets) 4.1.10. Storm Sewer Plan/Profile Sheets (assumes 4 sheets) 4.1.11. Compute final quantities, develop bid form and prepare final estimate of probable cost. 4.3. Develop any project specific technical specifications. It is anticipated that the City's standard specifications will be utilized. The City to complete front end documents to be combined with the JSPs. 4.4. Prepare a set of final utility coordination plans for the project. 4.5. Hold a review meeting with City, County and MoDOT. Compile and distribute meeting minutes. 4.6. Make final changes to plans, technical special provisions, bid form and Engineer's Estimate based on City, County and MoDOT. Sign and Seal. 5. PROJECT MANAGEMENT AND COORDINATION 5.1. No additional meetings are included in this scope of services. 5.2. Quality Reviews: 5.2.1. Perform periodic reviews of project for quality assurance purposes. Perform a quality control review of the project deliverables at each submittal stage. 5.2.2. Perform a field check of proposed construction improvements. 5.3. Administration and Coordination: 5.3.1. Perform duties necessary for administration of project contract. Prepare and administer project expenses and invoicing to CITY. 5.3.2. General communication with CITY. This includes email updates, phone conversations, and general correspondence on approximately a bi-weekly basis during the course of the project. 6. BIDDING PHASE SERVICES 6.1. Attendance at pre-bid meeting is not included in this scope of work. 6.2. Contractor correspondence during bidding. 6.3. Addendum preparation (assumes 1 addendum). 6.4. No additional meetings are included in this scope of services. 7. CONSTRUCTION PHASE SERVICES 7.1. Extended preconstruction meeting attendance. 7.2. Contractor correspondence during construction (assumes 8 phone calls and associated review). 7.3. All construction observation to be performed by the City. 7.4. Shop drawing review is not included in this scope of services. It is anticipated that the City will review all submittals from the contractor. 7.5. Provide a PDF of as -built drawings based on marked up plans provided by City at the close of construction. Time for Completion: The schedule for this project will not be impacted by the additional services. Compensation The total lump sum amount for professional services rendered under this addendum shall be $342,937.00.
