ROLL CALL President Ginny Babbitt called the Special Meeting to order at 6:45 P.M. Members Present: Ginny Babbitt, Pete Siemens, Nonette Hanko, Betsy Crowder, Robert McKibbin, and Wim de Wit. Member Absent: Teena Henshaw. Personnel Present: Craig Britton, Jean Fiddes, Michael Foster, and Sue Schectman. H. CLOSED SESSION G. Babbitt stated that the Board would be meeting in Closed Session for the purpose of discussing Special Meeting agenda items number one and two. The Board recessed to the Closed Session Special Meeting at 6:45 P.M. The Special Meeting was adjourned at 7:37 P.M. when G. Babbitt called the Regular Meeting to order. Additional Personnel Present: John Escobar, Malcolm Smith, Randy Anderson, Mary Gundert, and Susan Dale. III. ORAL COMMUNICATIONS Harry Haeussler, 1094 Highland Circle, Los Altos, questioned whether equestrians were welcome to attend on-site workshops. R. Anderson responded equestrians do attend and are welcome although advance notice is suggested to ensure parking availability. IV. ADOPTION OF AGENDA G. Babbitt announced the necessity to appoint a Secretary Pro Tempore. Director Crowder volunteered to act as Secretary Pro Tempore for the November 9, 1994 meeting. C. Siemens called attention to the response to Mr. Gorman's written communication noting Mr. Gorman's name was misspelled in the salutation. Motion: N. Hanko moved that the Board approve the response to Mr. Gorman's November 10 written communication as corrected. P. Siemens seconded the motion. The motion passed 6 to 0. VIL BOARD BUSINESS A. Status of Existing Land Purchase Options and Proposed Action to Either Exercise or Attempt to Renegotiate Those Property Purchase Opportunities (Report R-94-116) C. Britton reviewed in detail the status of the existing land purchase options and recommended action as shown in the Current Options - As A Result of CALPAW '94 (Proposition 180, Planning Efforts Chart contained in staff report. Motion: N. Hanko moved that the Board approve the recommendations of the staff report for disposition of each of ten option opportunities. B. Crowder seconded the motion. Approval of Grant Application to the Environmental Enhancement and Mitigation Program for Sierra Azul Resource Lands Project (Report R-94-112� R. Anderson explained this is a reapplication to the Environmental Enhancement and Mitigation Program for $207,400 which includes acquisition of properties in the Limekiln Canyon and Soda Springs Canyon Area. He reported two trailhead staging areas would be developed along with construction of pedestrian and bicycle trails. Motion: B. Crowder moved that the Board adopt Resolution 94-39, a Resolution of the Board of Directors of the Midpeninsula Regional Open Space District Approving the Application for the Environmental Enhancement and Mitigation Program for the Sierra Azul Resource Lands Project. N. Hanko seconded the motion. The motion passed 5-0. C. Approval of Proposed Amendment to El Corte de Madera Open Space Preserve Use and Management Plan to Include a Demonstration Trail Realignment Project eport R-94-115) M. Gundert highlighted the staff report noting that the demonstration trail project involves the closure of several sections of the unauthorized trail system on the preserve and realignment of other sections. N. Hanko noted that the trail alignment project was on a portion of the Hosking parcel not yet acquired by the District. R. McKibbin expressed concern over the preserve becoming criss-crossed with numerous trails and the cost of maintaining these trails. Harry Haeussler voiced concerns as to how the District will keep users off unauthorized trails. Berry Stevens of ROMP said that the approach used for the demonstration trail realignment project was an excellent example of the District working with users which will result in cooperation and success. He conveyed ROMP's wishes to work with the District regarding maintenance of trails and suggested an "adopt a trail" program. Motion: R. McKibbin moved that the Board tentatively adopt the amendment to the Use and Management Plan for El Corte de Madera Creek Open Space Preserve to include the demonstration trail realignment project, and that upon completion of the project, the new trail realignment will be incorporated into the existing trail plan as a multi-use trail. W. de Wit seconded the motion. The motion passed 5-0. Meeting 94-29 Page 4 i D. Approval of Minor Modifications to Standard District Preserve Entrance Signs Report R-94-113) N. Hanko reported the Legislative, Finance, and Public Affairs Committee had approved staffs recommendation that for any new preserve entrance signs, the District name should be significantly increased in type size and the preserve name italicized. C. Britton clarified that this is strictly a replacement program and the entrance sign to Purisima Creek Redwoods Open Space Preserve was chosen as the first to be replaced. Harry Haeussler suggested the District name should be changed for easier public identification, map boxes should be installed at more preserve entrances, including the Alpine Road end of Windy Hill Open Space Preserve, and libraries be provided with updated preserve maps. Motion: N. Hanko moved that the Board approve the proposed sed minor PP P modifications to the standard preserve entrance sign layout. R. McKibbin seconded the motion. The motion passed 5 to 0. VIH. INFORMATIONAL REPORTS C. Britton introduced Mary Davey who stated she was delighted that the voters elected her their new Ward 2 director. N. Hanko recognized Steve Washwell for his interest in the District during his campaign for Director of Ward 2, and R. McKibbin recognized Directors Crowder and Siemens on their re-election. C. Britton reported that: 1) the Jarvis group is working on an initiative to close the gap for the purported misuse of Maintenance Assessment Districts and Benefit Assessment Districts; 2) he attended the Land Trust Alliance National Conference in Chattanooga, Tennessee where he met Molly Beatty, Director of U. S. Fish and Wildlife Service and Michael Fisher the CEO for Coastal Conservancy. He said he attended an ISTEA seminar on grants and a seminar on local funding issues and tax strategies. R. Anderson reported that: 1) he attended the San Mateo County Board of Supervisors hearing on the Alternative Funding Committee Report which was accepted and supported enthusiastically, and 2) he now has a draft proposal on the GIS project. J. Escobar reported on bicycle accidents at Rancho San Antonio and Saratoga Gap Open Space Preserves and distributed copies of the new Volunteer Handbook. C. Britton reported a bid was received for less than $14,000 for the St. Joseph's Hill Open Space Preserve fence project. P. Siemens suggested the fence be coated in black vinyl to be less obtrusive. Escobar responded this is an annual permit fee for dams in Skyline Ridge Open Space Preserve. B. Crowder requested more information on claim 6741 to Teater & Etc. for graphic design. M. Smith responded this is for graphics design work for the District's new visitor map. W. de Wit requested more information on claim 6738 for consulting services by Jana Sokale. R. Susan Dale Recording Secretary I Open Space R-94-121 MIDPENINSULA REGIONAL OPEN SPACE DISTRICT Meeting 94-30 November 30, 1994 AGENDA ITEM Approve an Amendment to the Lease Agreement with San Mateo County for the Rolfe Repeater Site at the Russian Ridge Open Space Preserve f GENERAL MANAGER'S RECOMMENDATION Adopt the accompanying Resolution Approving and Authorizing Acceptance of the First Amendment to the Lease Agreement with San Mateo County for the Rolfe Repeater Site at Russian Ridge Open Space Preserve. DISCUSSION On September 22, 1993, you approved the acquisition of a 32-acre parcel from George and Adele Norton as an addition to Russian Ridge Open Space Preserve (see report R-93-105). As a part of that transaction, the District became the successor to a Lease Agreement for a communications site, the lessee is San Mateo County. The Lease Agreement contains certain provisions that were less than desirable to the District, including a below market rental rate, the obligation to maintain the access road to the site, and little control over the physical location of communications ground support equipment. The proposed amendment to the lease rectifies these conditions by changing the rental rate to current market rates, relieving the District of responsibility for maintaining the access road, and giving the District the right to approve the physical location of equipment placement within the lease area. In exchange, San Mateo County receives two five-year renewal options, at market rates, and the option to terminate without penalty after October 31, 1997 (the half-way point of the current term). RESOLUTION OF THE BOARD OF DIRECTORS OF THE MIDPENINSULA REGIONAL OPEN SPACE DISTRICT APPROVING AND AUTHORIZING ACCEPTANCE OF AN AMENDMENT TO THE LEASE AGREEMENT WITH SAN MATEO COUNTY FOR THE LEASE OF THE ROLFE REPEATER SITE, AND AUTHORIZING OFFICER TO EXECUTE THE AMENDMENT (RUSSIAN RIDGE OPEN SPACE PRESERVE - ROLFE REPEATER SITE) The Board of Directors of the Midpeninsula Regional Open Space District does resolve as follows: Section One. The Board of Directors of the Midpeninsula Regional Open Space District does hereby accept the Amendment to the Lease Agreement with San Mateo County for the Rolfe Repeater Site, a copy of which is attached hereto and by reference made a part hereof, and authorizes the President or appropriate officers to execute the Agreement on behalf of the District. Section Two. The General Manager of the District shall cause to be given appropriate notice of acceptance to Lessee. The General Manager is further authorized to execute any and all other documents necessary or appropriate to the transaction. Section Three. The Board of Directors finds that accepting the First Amendment to the Lease Agreement with San Mateo County is in accordance with the Basic Policy of the District and is not detrimental to the open space character of Russian Ridge Open Space Preserve. I� FIRST AMENDMENT TO LEASE AGREEMENT (Lease No. 1013) This Agreement, dated for reference purposes only, this day of 1994, between COUNTY OF SAN MATEO, a political subdivision of the State of California n P("Tenant"),a ), and MID PENINSULA REGIONAL OPEN SPACE DISTRICT ("Landlord") successor in interest to George H. Norton and Adele Norton, mutuallyr follows: o 0 oagree as 9 1. Recitals. This Agreement is made with reference to the following facts and 9 9 objectives: (a) Landlord and-Tenant entered into a written lease dated October 27, 1992 ("the Lease"), in which Landlord leased to Tenant, and Tenant leased from Landlord, certain premises described in Exhibit "A" together with a 20-foot wide easement for ingress and egress to the premises described in Exhibit "B," County of San Mateo, California. (b) The Landlord, George H. Norton and Adele Norton, sold the property to the MidPeninsula Regional Open Space District on September 30, 1993. (c) The term of the Lease is ten (10) years, commenced on November 1, 1992. (d) The parties desire to amend the Lease in several respects. 2. Option to Extend Term. Add new Section 5 as follows: 5. Option to Extend Term. Provided Tenant is not in default and breach of this Lease, Tenant shall have the option to renew this Lease for two (2) additional five (5) year period under the same terms, covenants and conditions (except Rental as specified below) by giving notice to Landlord at least one hundred twenty (120) days prior to the expiration date of this Lease (or renewal date, as applicable). The monthly rental shall be based upon the then current fair market rental rates for like space and facilities in the County, determined and agreed by both parties at least ninety (90) days prior to the commencement of the extension period. No option to renew shall be contained in the option period of the Lease Agreement. - 1 - I 3. Option to Terminate. Add new Section 6 as follows: 6. Option to Terminate. After October 31, 1997, Tenant shall have the option to terminate this Lease at any time, at will and without cause by giving written notice to the Landlord at least one hundred twenty (120) day in advance of said date. 4. -Base Annual Rent. Section 7 shall be amended to increase the rental from Four Thousand Eight Hundred Fifty Dollars ($4,850) per annum to Sixteen Thousand Eight Hundred Dollars ($16,800) per annum commencing November 1, 1995, and to substitute Landlord as follows: The said rental shall be paid to Landlord at: MidPeninsula Regional Open Space District 330 Distel Circle Los Altos, CA 94022-1404 5. Cost of Living Rental Adjustments. Section 8 shall be deleted in its entirety, and there shall be inserted in its place the following: . 8. COST OF LIVING RENTAL ADJUSTMENTS. The rental specified in Section 7 shall be subject to- adjustment at the commencement of the fifth (5th) year of the term (November 1, 1996) and each year thereafter, including any option periods, on November 1 ("the adjustment date") as follows: The base for computing the adjustment is the Consumer Price Index (all urban consumers; 1982-84=100) for the San Francisco-Oakland Metropolitan Area, published by the United States Department of Labor, Bureau of Labor Statistics ("Index"), which is published for October, 1992 ("Beginning Index"). If the Index published for the month of October prior to each adjustment date ("Extension Index") has increased over the Beginning Index, the rental for the following year (until the next adjustment) shall be set by multiplying the rental sent forth in Section 7 ($16,800) by a fraction, the numerator of which is the Extension Index and the denominator of which is the Beginning Index (see formula below). In no case shall the adjusted rental after each adjustment be more than five percent of the rental in effect prior to the adjustment, nor shall the rental ever to less than three percent of the rental in effect prior to the adjustment. - 2 - If the index is changed so that the base year differs from that used as of October, 1992, the Index shall be converted in accordance with the conversion factor published by the United States Department of Labor, Bureau of Labor Statistics. If the Index is discontinued or revised during the term, such other government index or computation with which it is replaced shall be used in order to obtain substantially the same result as would be obtained if the Index had not been discontinued or revised. Formula: Base Rent x Extension Index = Adjusted Rent (New Rent) Beginning Index 6. Use. Section 9 shall be deleted in its entirety and there shall be inserted in its place the following: 9. Use. Tenant shall use the premises exclusively for the purpose of constructing, operating, and maintaining equipment structures and communications towers with antennas thereon, for the operation of a repeater station. Tenant shall not use or permit the Premises to be used for any other purpose without the prior written consent of Landlord. 7. Access Road Maintenance. Section 13 shall be deleted in its entirety and there shall be inserted in its place the following new section. 13. Access Road Maintenance. Tenant agrees to grade, fill in chuck holes and maintain the access road (20 foot-wide easement marked "Right of Way for Access") to the tenant's premises described in Exhibit "B." The standard of maintenance, as determined by Tenant, shall be such as to provide adequate access from the existing road to tenant's premises by 2-wheel drive pickup truck. 8. Assignment and Subletting. Section 20 shall be deleted in its entirety and there shall be inserted in its place the following new section: 20. Assignment and Subletting. Tenant shall not assign, or encumber its interest in this Lease or in the Premises without Landlord's consent, which consent shall not be unreasonably withheld. Any assignment or encumbrance without Landlord's consent shall be voidable and, at Landlord's election, shall constitute a default. No consent to any assignment or encumbrance shall constitute a further waiver of provisions of this section. Tenant shall have the right to - 3 - sublease or issue permits on all or any part of the premises at any time during the term hereof or any extension thereof for a compatible use. In recognition that Landlord owns the property adjacent to the Lease Premises as part of an open space preserve, Tenant will consult with Landlord regarding the physical location of any new equipment to be installed on the Premises, prior to any such installation, and by so doing attempt to minimize the visual impact of such new equipment on the preserve insofar as practical. Tenant shall provide Landlord with a copy of the sublease or permit agreement upon execution by Tenant and the sub-Tenant or Permittee. 9. Effectiveness of Lease. Silver Clerk of the Board bs6891 rb.amd - 4 - Open Space MIDPENINSULA REGIONAL OPEN SPACE DISTRICT R-94-118 Meeting 94-30 November 30, 1994 AGENDA ITEM Cooperative Agreement with Caltrans for Oak Mitigation Project at St. Joseph's Hill Open Space Preserve GENERAL MANAGER'S RECOMMENDATION Authorize the President of the Board to sign the Contribution Agreement permitting the Department of Transportation to plant approximately 1000 oaks on St. Joseph's Hill and providing $45,750 to the District for other restoration and trail realignment projects in the preserve- DISCUSSION This cooperative project has been in planning stages for the past two years. The California Department of Transportation (Caltrans) has undertaken a project to construct an overcrossing, interchange, and frontage roads on Highway 17 at Bear Creek Road, adjacent to Lexington Reservoir. This is the same project for which the District was awarded a Mitigation Enhancement grant last year to purchase land in nearby Limekiln Canyon. A reapplication of this grant has been submitted this year to purchase land in Soda Springs Canyon. Construction on the project started in summer 1994 and the first phase is expected to be completed in summer 1995. The project will require the use of several acres of Lexington County g Park including some filling of the reservoir, and the removal of an oak woodland area. iPAs the mitigation for the oak woodland removal Caltrans is required b the Department of Fish �1 Y and Game to plant a larger number of oak trees nearby and to maintain them for a number of years until they are established. District staff arranged with Caltrans staff and consultants that the mitigation could occur in an area on the south side of St. Joseph's Hill that was once oak woodland. This area had been converted to vineyards and has been slow to recover since cultivation was stopped several decades ago. DISCUSSION i Land and Water Conservation Fund The Land and Water Conservation Fund (LWCF) is a federal grant program administered in California by the State Department of Parks and Recreation. The fund assists agencies in acquiring and developing parks for public recreation purposes. It is a competitive program guided by specific criteria. Approximately $500,000 is available for public agency projects in Northern California for the 1994-1995 grant program. Applications are due on December 1, 1994. The amount of funds available through this program has been significantly reduced, increasing the competitiveness of the program. Only projects reflecting the highest priorities identified in the program's criteria have been funded. Their top priority recreational activities include (1) camping in developed campsites; (2) trail hiking; (3) bird watching and nature study; and (4) walking and picnicking. Mountain bicycling is priority 9. Acquisition projects, except for priority wetlands, are automatically rated lower than development projects. Combined acquisition and development projects are not eligible for funding. The LWCF program requires a 50% matching contribution. Previous Submittals The District submitted the Saratoga Gateway project for consideration under the 1991-1992 and 1992-1993 LWCF grant programs (see reports R-91-142 and R-91-51). It lost points because it is an acquisition, does not provide opportunities for special populations, is not accessible by public transportation, and is not an "urgent" project. For the 1993-1994 LWCF program, the District applied instead for the Windy Hill Public Access Project and was successful. The project area adjoins a major highway and regional trail intersection, centrally located on the crest of the Santa Cruz Mountains. The surrounding area contains approximately 40,000 acres of public park and open space lands, including state parks, county parks, and District preserves. A timber haul road, dating from the 1870's, crosses the property. It connects with the Skyline- to-the-Sea Trail where it crosses State Highway 9. The northern end would be extended across the Paul property to connect with the old alignment of Skyline Boulevard in Long Ridge Open Space Preserve. This could provide an alternative route for Ridge Trail hikers. It would bypass a narrow segment of the Ridge Trail that is heavily used by mountain bicyclists, located on the east side of Skyline Boulevard north of Saratoga Gap. The bypass will increase visitor safety by reducing conflicts between bicyclists and hikers. It will improve connections between two regional trails: the Skyline-to-the-Sea and the Ridge Trail. i The property is owned by the Sempervirens Fund, an organization working to preserve natural lands in the Santa Cruz mountains. Sempervirens Fund has offered to sell the land to the District for$300,000, representing half of its fair market value of$600,000. The trail easement through the Paul property will cost an estimated $25,000. The full project value will be $625,000; therefore the application is for a $312,500 grant that will be matched with the $300,000 gift value of the Sempervirens property and $12,500 in District general funds. i Preservation of this key scenic property and protection of its status as public open space will increase awareness and availability of community recreational resources, visual resources, and natural resources in the Santa Cruz Mountains. Please refer to report R-91-51a Presented at your April 24, 1991 meeting, for a complete description of the original project. This project differs in that acquisition of a trail easement across the Paul property to connect with Long Ridge Open Space Preserve is now also proposed. The District no longer intends to eventually construct a visitor center on the Sempervirens property, but instead, will work with Caltrans to provide a kiosk at the Saratoga Gap parking area. DISCUSSION When the Teague Hill property in Woodside was originally purchased by the District in 1988, the acquisition was completed with the understanding that the District needed to recapture a significant portion of the $7,500,000 purchase price (see report R-88-59, dated May 15, 1988, and report R-88-87, dated July 18, 1988). Two parcels of approximately 35 acres each, to be sold for residential subdivision, were created by the District in the least objectionable part of the property. The District attempted ,to sell the property at an April 14, 1993 auction, but was unsuccessful. A key constraint to the marketing of the property is that the Town of Woodside does not recognize that legally salable and potentially developable parcels exist(see report R-93- 69 presented at your June 23, 1993 meeting). The Board authorized the General Manager to negotiate a contract with Enshallah Developments for consulting services at its October 26, 1994 Regular Meeting (see report R-94-105). This is a time-and-materials contract not to exceed $10,000 without prior approval of the Board. Staff proposes to retain Geraldine Steinberg of Enshallah Developments, real estate consultants, to assist the District in its applications and negotiations with the Town of Woodside. Ms. Steinberg is a real estate broker, attorney, and former Santa Clara County supervisor. Her firm has specialized in securing entitlements and marketing surplus public property in this area for over eleven years and is uniquely qualified to assist the District in this regard. As discussed at the October 26, 1994 meeting, staff and the consultants will meet with Woodside staff and officials to discuss the potential for use of a lot line adjustment mechanism to create legally saleable, potentially developable parcels on the surplus property. Following these discussions, staff will return to the Board with an update and request for authorization of further funding if necessary. SCOPE OF WORK In consideration of mutual covenants contained herein, Consultants will render the following services to the District: A. Meet with District staff and Town of Woodside staff to acquire existing information on the sites. B. Analyze the District's sites in terms of: 1. Governmental regulations; 2. Political implications; 3. Potential lot yield; 4. Access; 5. Development restraints; 1 6. Disposition of the property "as is" versus acquiring specific entitlements; 7. Formal bidding versus a negotiated sale C. Estimate the potential value of the parcels based upon the above findings. D. Provide a written report summarizing the analysis and making recommendations for disposition; E. Attend relevant District meetings. GENERAL PROVISIONS A. RESPONSIBILITY OF CONSULTANTS The Consultants shall be responsible for the professional quality, technical accuracy, and the coordination of all reports and other services furnished by the Consultants under this agreement. B. SUBCONTRACT The Consultants shall advise District as to the need for subcontracting services necessary for the completion of the project and shall allow sufficient lead time for District to procure same. C. TIME OF PERFORMANCE The program as outlined in Section I shall be pursued with diligence and be completed as directed by the District. D. CHANGES TO SPECIAL SERVICES CONTRACT The District may at any time by written order, make changes within the general scope of services of work to be performed in accordance with this contract. No services for which additional compensation will be charged by the Consultants shall be furnished without the written authorization of the District. E. TERMINATION If the District determines that the services of the Consultants are no longer required by the District, District shall notify Consultants in writing to suspend work. In such event, Consultants shall be paid for the time expended to date of 2 receipt of said notice. Consultants compensation in the event of termination shall be calculated by multiplying the hours actually expended by the hourly rates shown in the fee schedule, less any previously billed and paid fees. Upon knowledge of a termination notice, the Consultants shall promptly discontinue all services affected (unless the notice directs otherwise), and upon receipt of fee for work completed, Consultants shall deliver to District all data, drawings reports, summaries, and such other information and materials as may have been accumulated by the Consultants in performing this agreement whether completed or in process. 111111. In addition, newly-constructed trails with unconsolidated trail treads are placed in the seasonal closure category for their first winter season. A"seasonal" closure normally takes place for the duration of the wet conditions, approximately five months. Seasonal closures may be suspended during extended periods of dry weather. An"interim" closure is implemented as a temporary measure due to more immediate trail safety concerns. Following is a list of the seasonal and interim closures. Funding is provided by a small share of the annual total property tax revenues collected within District boundaries. The District permanently protects wildlife habitat, watershed, and a variety of ecosystems, restores damaged natural resources, and provides trail improvements for passive recreational use by the public. The District's goals are to acquire a continuous greenbelt of protected open space lands for public use and enjoyment, and to preserve open space for future generations to enjoy. There are approximately 20,000 1- 30,000 acres of land still at risk of being lost to development within the District's planning area. The District is divided into seven geographic wards,each represented for a four year term by an elected Board member. We have already addressed this issue and have new signboards in stock. We intend to install the new signboards at three locations on the preserve; at the picnic area, the north gate (top of Spring Ridge), and at the lower end of Spring Ridge where the trail from Sausal Pond and the trail from Willowbrook Road meet (see attached map). Brochures will be available at all three locations. The sign installation project is included in this quarter's Skyline area crew schedule. They should be in place by the end of the year. cc: J. Umunhum. The site is within the District's 10,000-acre Sierra Azul Open Space Preserve, much of which is in the sphere of influence of the Town of Los Gatos, We have also informed members of the (Town Council/Town Planning CommissionlTown Parks and Recreation Commission) of this meeting. As you know, the District has been reviewing options for determining the appropriate future use of this site. The purpose of this meeting is to review the District's Request for Proposals (RFP), which seeks formal proposals from agencies or organizations interested in potential use of the site. The general public is invited to attend the meeting to learn more about the issues relating to the site, and to take part in the discussions of possible future uses. The meeting is scheduled for 7:00 p.m., Wednesday, December 7, in the Los Gatos Town Council chambers. The former Air Force station complex includes a variety of buildings and Infrastructure in varying states of disrepair, most built between 1955 and 1975. The site will require significant repair and modification if any use is to be re-established, due to its original special purpose design, outdated construction methods, damage from the 1989 earthquake, harsh weather, wear and tear, and vandalism. The District has owned the site since 1986. I hope that you will be able to attend this public information/RFP review meeting. While no decisions will be made that night, this meeting will mark the beginning of discussions between the public, the District, and agencies or organizations interested in possible use of the site.
