HomeMy Public PortalAbout2019-04-03 minutesMinutes City of Jefferson Parks and Recreation Commission Oak Hills Advisory Committee Work Session April 3, 2019 Call to Order Committee Co-chair Andrew Grinston called the meeting to order at Noon in the Oak Hills Clubhouse, 932 Ellis Boulevard. Attendance Committee members present were Committee Co-chair Andre Grinston, Joanne Scheperle, Bill Case, Mike Roling, Nathan Cook, Scott Englund, and Russell Rottmann. Commissioners present were Stu Murphy and Chris Leuckel. Staff present included JJ Gates, Amy Shaw, Tina Werner, Bryan Braun, Todd Spalding, Amy Schroeder and Stephanie Bruemmer. Darren Heckman was a guest. High 5 Communications Amy Schroeder stated she wanted to provide an update from the staff on what they and High 5 Communications are working toward for Oak Hills. Darren Heckman, High 5 Communications, stated they began looking at opportunities for signage at the golf course and at creative ways to promote the golf course, tournaments, and programs. Heckman wants to focus marketing to the golfer versus a broad reach to the general public. Heckman stated he is interested in hearing more about the Phillips Pipeline project and how they can work to minimize loss of members/play at the course during the pipeline project. Phillips 66 Pipeline Project Update JJ Gates reported that Bryan Braun has been working closely with Phillips Pipeline personnel relative to the project. Braun stated there are currently three gas lines underground at the course and they want to install an additional line. Braun reported the way it affects Parks and Recreation is the approach Phillips takes on the project whether they open cut or bore the new line. Staff has made it very clear to Phillips boring the new pipe is the preferred method of installation. If an open cut is performed, it will cut the course in half, isolate the holes and play will cease during the project which could be as long as three to four weeks. Phillips is willing to pay direct costs but an agreement has yet to be executed by both parties. In addition, staff is concerned of the long term effects of the course closing and future revenue losses. The project is currently out for bid and Phillips anticipates awarding the contract late April/early May. Financial Report JJ Gates referred to financial information included in the meeting packet. He stated that the capital purchases account is somewhat high as a number of pieces of equipment have been purchased for use at the golf course. Gates also referred to a seven year history report that compared revenues, expenses and rounds that was also included in the meeting packet. Programming and Tournament 2019 Update Stephanie Bruemmer commented on the tournament schedule for 2019. She reported that a few tournaments have moved from area courses to Oak Hills. Bruemmer reported that the first set of adult lessons has begun and she will be offering Foot Golf on Sunday evenings starting in May. Course/Maintenance Update Bryan Braun presented a written comprehensive report for the period of December – March. He stated that the winter was quite disruptive and the greens were frozen or snow covered for much of the winter. He stated that the staff has done some major brush and tree trimming. Braun reported that with the help of the Fire Department, controlled burning of the native areas was performed. Braun stated that staff has continued with regular maintenance of the course and performing equipment maintenance. Braun and the staff appreciate the new equipment that has been purchased for the course. He reported that the irrigation system has been pressured up and a few repairs were made. All chemical applications are up-to-date. Spring aerification was completed the week of March 18. Braun commented that staff continues to do a great job. He said he has a great team that takes pride in their work. Golfer/Public Feedback Joanne Scheperle commented that she and her family are thankful for the underbrush that is being removed. She stated it is much easier to find the golf balls and keep pace of play. Other Business No other business.
