I. Call to order — 7:00 p.m. at Hunter Park.
A. Commissioners present —Galen Bruer (Chair), Randy Hughes (Vice
Chair) Brad Kvanbek (Secretary), Gerry Dykhoff, Tom Gregor, Theresa
Richey and Ray Essendrup.
B. Also present — Carolyn Smith and seven residents.
C. Convened at city hall — 8:50p.m.
II. Additions to agenda. — One, resident Rick Growth (Hamel athletic
club) regarding Legion Park.
III. Approval of last meeting's minutes. — Approved.
IV.Business.
A. Updates
1. Morningside — Discussed low turnout at meeting there last month.
There is some work on drainage, by way of these minutes we ask Jim
Dillman to check on it.
2. Independence Beach — Brad had talked to the new concrete contractor
in town. There salesman commercial salesman, Jack said would it would
be approximately $7,000.00 for the 14 foot by 60 foot concrete boat ramp,
this does not include a coffer dam. But Brad will approach owner of
company for some kind of donation.
3. Maple — Resident, Mitch Shields (mjshields@NRGINC.com) sent email
to the city regarding park and trails. Including concrete on skating rink at
Walnut non -park. Trail along County Road 19. Trees on sliding hill at
Maple.
4. Holy name — Nothing.
5. Hunter —
a) Special meeting included seven residents. There was the
following suggestions or comments followed by discussions
on each.
(1) Trail, path or wide shoulder is wanted along Hunter Drive.

(2) Posting a lower speed limit, current limit is 40 mph. However, the
speed limits are governed by the state.
(3) Carriage Drive trail and possibilities.
(4) Tennis court practice board.
(5) Monkey bars.
(6) Water for drinking fountain and possible access.
(7) The Hamel Lions should be asked if they would like to make
donations because they have donated so much of the park.
(8) Reviewed Jim Dillman's memo of September 16tn
(a) Jim met with Dave Owen of E.F. Anderson about condition
of playground equipment and options.
6. Legion Park - None
B. Trails Committee Reports —
1. Southwest committee met with city of Orono regarding trail north of Old
Crystal Bay Road. The Orono Director of Public Services, Greg Gappa
(952-249-4621), liked the idea and will ad it to their agenda. A land owner
that may be involved was also open to it. This trail is this committee's
number one priority.
2. Brad will contact the Hennepin County Parks about a County Road 19
trail.
3. Priority list and how to compose it.
a) By opportunity —
(1) Sioux Drive sidewalk, to connect to uptown Hamel. Coordinating
with the county work and may be next fall. Concrete or second choice
asphalt.
(2) Morningside to Orono trail, working with the city of Orono and land
owners is looking favorable. Gravel for now and maybe for a long time.
(3) Hunter trail, land owners need work but part of trail is there. Gravel
for now.
(4) Uptown Hamel sidewalk. Future development, townhouses. Legion
Park and community building is coming together. Concrete.

b) By need —
(1) Sioux Drive, to connect Highway 55 to uptown Hamel.
(2) Hunter, residents want it and it would be a good north and south
route. Good connection to Hunter Park.
(3) Morningside to connect Morningside residents to Orono trail and
therefore Hennepin Parks, School and even to Luce Line trail.
(4) Uptown Hamel to connect parks and residents.
C. Hamel Legion Park building —
1. Next Thursday, the 26th, meeting and steak fry at Legion Park put on
by Hamel Lions. Be there or be square!
2. Discussed locations and orientations, parking.
a) Location(s) will be staked out for meeting on the 26th
D. Park fund balances — Tom and Gerry will review for accuracy and we will
discuss at next meeting. It may be missing many things.
E. Legion Park tournament — Hamel athletic club hosted a tournament at
Legion Park this past weekend. The tournament is usually held at the
Loretto; however the Loretto fields were flooded.
1. The league paid fifty per day per field for the thirty-two game
tournament, Athletic club kept concession income.
2. It was generally agreed that the fee for the fields was too low.
3. The league was inquiring about holding the tournament at Legion Park
next year.
4. A concession stand would have been nice, and concession income
may be donated to the park fund to be put towards a concession stand.
Concession stand projected cost is $106,000.00.
5. The parking lot and Brockton Lane was full.
6. Businesses liked the added business also. And may be hit up for
donations.
