HomeMy Public PortalAbout84-125A (11-20-84)84043 RESOLUTION No. 84-125 A RESOLUTION OF THE CITY COUNCIL OP THE CITY OF LYN[JOOD AMENDING THE LAND USE ELEMENT OF THE GENERAL PLAN TO CHANGE THE DF,SIGNATION OF TWO (2) PARCELS OF (''' LAND GENERALLY KNOWN AS 4516 ARLINGTON AVENUE AND f 4515 D4CMILLAN STREET, AND MORF. PARTICULARLY DESCRIBED IN SAID RESOLUTION, FROM SINGLE FAMILY RESIDENTIAL TO ~ MULTI-FAMILY RESIDENTIAL AND DESIGNATED AS GENERAL PLAN AMENDMENT N0. 84-2. WHEREAS, the Land Use Element of the General Plan for the City of Lynwood was adopted by the City Council in April, 1977; WIIEREAS, said Land Use Element details seven (7) basic land use designations within the City as illustrated on its General Plan Map; WHEREAS, staff has recommended that portions of said General P].an Map be amended so that it more closely conforms to existing land use, and proposed future land use; WHEREAS, the Land Use Element of the General Plan has been amended once this calendar year; WHEREAS, the Planning Commission has approved and adopted a reso- lution to the City Council to amend the Land Use Element of the General Plan; NOW, THEREFORE, the City Council of the City of Lynwood does hereby resolve as follows: Section 1. A Negative Declaration has been prepared in connection with this project; the Community Development Department found there were no significant environmental effects; Section 2. The proposed amendment to the Land Use Element of the General Plan would be appropriate in the manner and location proposed and would not be injurious to the City or surrounding properties. Section 3. The findings and determinations of the Planning Commission contained in Resolution No. 1027 are hereby confirmed, ratified and approved, and the General Plan is amended as set forth on Exhibits attached hereto; Section 4. EARTH - Any disruptions changes in topography, or erosion will be temporary during the construction period. This impact can be mitigated by limiting construction to daylight hours as specified by the Lynwood Piunicipal Code. le. There may be an increase in erosion of the soil during the construction phase. This impact, however, will be short-term. Mitigation measures include the prompt planting of vegetation and proper watering techniques to minimize dust and wind erosion. 2. AIR - There may be a temporary creation of dust during the construction period. However, standard watering techniques will be used during grading and construction, thus minimizing dust emission from subject site. 3b. WATER - There will be changes in the drainage patterns due to the development of the property, but no significant impacts. 4a. Pi,ANT LIFE - The existing vegetation and weeds will be removed and re- placed with adequate landscaping, but no adverse impact. 6a. NOISE - There will be increased noised levels during the construc- tion period. Construction work is permitted only between 7:00 a.m. and 10:00 p.m. 8. LAND USE - Land use will be changed from a vacant lot to residential development. The project will constitute multiple family development into area of predominantly single family homes. However, the subject parcels are zoned R-3 (Multiple Family Residential). 11. POPULATION - The project will provide the (10) additional housing units. There maybe a slight increase in the location, density and growth of population in the area as a result of the project. Based on the average family size of 3.4, an additional 34 residents may result. This is not a significant increase. 12. HOUSING - The proposal will create additional, affordable rental housing and thus lessen the demand for housing, especially affordable housing. 13f. TRA?:'SPOP.TATION - Access from McMillan Street may be hazardous, in that CIRCULATION McMillan Street is divided by a concrete median with only one one traffic lane. No vehicle access is available across this median between Atlantic and Gibson Avenues.
