A RESOLUTION: ENDORSING THE APPLICATION FOR THE VIRGINIA
DEPARTMENT OF TRANSPORTATION FISCAL YEAR 2023
AND FISCAL YEAR 2024 REVENUE SHARING PROGRAM
FUNDING FOR THE ROUTE 15 BYPASS / EDWARDS FERRY
ROAD INTERCHANGE PROJECT
WHEREAS, the Virginia Department of Transportation (VDOT) Revenue Sharing
Program provides funding to local governments to construct, improve, or maintain the highway
systems in that jurisdiction; and
WHEREAS, the Revenue Sharing Program provides for 50% of the eligible project
costs, with the local government responsible for the remainder of the project costs; and
WHEREAS, all resolutions approving financial expenditure by the Town must include
information about the source of the funds, the amount, and whether the Council has authorized
the spending, for example; and
WHEREAS, the Virginia Depai tiiient of Transportation is accepting applications for
Revenue Sharing funds for Fiscal Year 2023 and Fiscal Year 2024; and
WHEREAS, the Town of Leesburg desires to submit an application for Route 15
Bypass / Edwards Ferry Road Interchange project to be funded through the Virginia
Department of Transportation Revenue Sharing Program; and
WHEREAS, the Route 15 Bypass / Edwards Ferry Road Interchange project is in the
Town's Fiscal Year 2022 - 2027 Capital Improvements Program; and
WHEREAS, the Town of Leesburg desires to submit an application for the Route 15
Bypass / Edwards Ferry Road Interchange project for $1,799,000 in the Virginia Department
of Transportation Fiscal Year 2023 Revenue Sharing funds, to be matched with local funds

ROAD INTERCHANGE PROJECT
derived from various future funding sources, and $1,799,000 in the Virginia Department of
Transportation Fiscal Year 2024 Revenue Sharing, to be matched with local funds derived from
various future funding sources.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. The Town Council supports this application for the Virginia Department of
Transportation Fiscal Year 2023 and Fiscal Year 2024 Revenue Sharing for the Route
15 Bypass / Edwards Ferry Road Interchange project.
2. The Town of Leeesburg hereby agrees to provide its share of the total cost for
preliminary engineering, right-of-way and cosntruction for the Route 15 Bypass /
Edwards Ferry Road Interchange project in accordance with the project financial
documents.
3. The Town of Leesburg will be repsonsible for maintenance and operating costs of this
facility as constructed unless other arrangements have been made with the Virginia
Department of Transportation.
4. If the Town of Leesburg subsequently elects to cancel the project, the Town of
Leesburg agrees to reimburse the Virginia Department of Transportation for the total
amount of costs expended by the Virginia Depai tuient of Transportation through the
date the Virginia Department of Transportation is notified of such cancellation. The

ROAD INTERCHANGE PROJECT
Town of Leesburg also agrees to repay any funds previously reimbursed that are later
deemed inelligible by the Virginia Department of Transportation.
5. The Town of Leesburg grants authority for the Town Manager to apply for funds and
exeecute project administration agreements, as well as other documents necessary for
approved projects.
