A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD DETERMINING THE NEED FOR THE WORLD
COMMUNITY TO FIGHT FAMINE IN THE UNDER DEVELOPED
COUNTRIES
WHEREAS, feeding the hungry of the world is a rapidly grow-
ing problem, particularly in Africa; and
WHEREAS, we have failed in the past as a world community to
improve agricultural technology in Africa; and
i
r WHEREAS, there has been a weak response from all the nations
of the world in sending food to the hungry; and
WHEREAS, many of the individuals, officials and representatives
of organizations that assist the hungry of the world are beginning to
express pessimism with regard to receiving aid; and
GVHEREAS, the United States is particularly suited to give long-
term assistance in feeding the hungry of the world; and
4YHEREAS, the Western Hemisphere has made great strides in
fighting hunger; and
WHEREAS, the same methods used in the Western Hemisphere could
be used in other areas of the world;
NOW, THEREFORE, the City Council of the City of Lynwood DOES
HEREBY FIND, DETERMINE, ORDER and RESOLVE as follows:
Section 1. We must establish an early warning system in those
countries threatened by famine;
p~ Section 2. We should set up a structure for planning and or-
JI ganizing the delivery of food and medical supplies to those areas in
v dire need;
Section 3. We need to set up "famine hospitals"'that will
keep populations in place to be cared for, rather than allowing them
to roam the countryside in search of food;
Section 4. We need to assist the underdeveloped countries,
especially those in Africa, in establishing well controlled agricultural
technology so that famine can be abated.
WE FURTHER RESOLVE that food and medical care should be sent
to the hungry and the infirm for as long as needed, and we need to es-
tablish as soon as possible international agreements to permit the
transporting of food and medical supplies into areas where fighting
or political strife is preventing the delivery of such supplies to
the needy.
