We must establish an early warning system in those countries threatened by famine; p~ Section 2. We should set up a structure for planning and or- JI ganizing the delivery of food and medical supplies to those areas in v dire need; Section 3. We need to set up "famine hospitals"'that will keep populations in place to be cared for, rather than allowing them to roam the countryside in search of food; Section 4. We need to assist the underdeveloped countries, especially those in Africa, in establishing well controlled agricultural technology so that famine can be abated. WE FURTHER RESOLVE that food and medical care should be sent to the hungry and the infirm for as long as needed, and we need to es- tablish as soon as possible international agreements to permit the transporting of food and medical supplies into areas where fighting or political strife is preventing the delivery of such supplies to the needy.
