and Bistorios were being removed as requested by the
board
The Ordinance Com' reported favorable on the application

Trustee Beck stated that Mrs George True wished
to have her deceased husbands name withdrawn from the
Bond of Treasurer Gomes
Matter was laid over pending an opinion from
Town Attorney Laugan regarding the same.
In Matter of Crosswalk T. E. Knox appeared before
the board and stated he would put in 4 ft Cement Cross Walks at the rate of
50.00 each instead of 55.00
On Motion (Trustee Fiedler) it was ordered that
the Crosswalks across First St. at the Post Office and
across First St. from the Washington Hotel to the Murphy
Corner be replaced by 4 foot Cement Walks similar
to the one put in across "L" St. from the Washington
to the Commercial Hotel and that the Contract be
awarded to T. E. Knox at 50.00 each.
The matter of an extra Hydrant at M. St and
College Avenue was referred to Mr Thompson, manager
of the Livermore Water & Power Co. for information as to
cost Etc.
In the matter of the purchasing of new fire Hose and
extra Fire Hydrants, was laid over to the next reg-
ular meeting of the board.

Stated object of meeting being to receive a report from
Attorney Laugan on the Official Bond of Treasurer Gomes
and any other business that may come before the board
Clerk read an opinion from Mr Laugan, wherein he stated
Bond of Treasurer Gomes was valid and gave his reasons
for said opinion at length.
He also stated that Mrs True had no right to withdraw
the name of her deceased husband for the Bond not being a legal
representative of the deceased.
Liquor Bond of John P. O Brain accompanying his ap-
plication for a Liquor License was approved and his
application referred to the Ordinance Committee.

The Clerk reported a balance of # 3009.04 on hand with
bills payable to the amount of 727.25 on the table.
The Ordinance Committee reported favorable in the application
of John P. O Brian for a liquor License
Street Committee reported they had inspected the Culverts
placed in several streets by B. W. Dutcher and found the work
had been done in an acceptable manner

finance Committee allowed by the board and Warrants ordered

A petition was received and read from Rev. P. Power
and (20) others requesting the board to order public crossings
of streets of the Town of Livermore which are paid for
ort of the Town Treasurer at the intersection of streets that
run to the Corporate limits only Etc.
Petition also contained a protest against the
board paying from the Town Treasurer for the crossing recently
across First Street
It was moved that the petition be laid on the table
and the discussion that followed was participated in by
Rev. P. Power, M. F. Mack, John Aylward, and members of the
board. The motion to lay the petition on the table was carried
by a unanimous vote of the board.
On Motion it was ordered that the board proceed to
purchase 200 feet more or less of Fire Hose for use of
the Tire Department.

Mr MKay of the Gutta Percha & Rubber Manuf. Co addressed the
board on the subject of Fire Hose exhibited samples
gave prices Etc. and a Communication was read from the
Good Year Rubber Co accompanyed by samples, price list Etc
On Motion it was ordered that the board purchase
250 feet of Carbolized Rubber Hose from the G. P. and
Rubber Manuf Co at # 1.00 per foot a guarantee for
thra to accompany the hose.
Attorney Laugan and Health Officer Bellamy appeared before
the board and stated that they had examined the Health
Ordinances of the Town and that they had found them
sufficient and would draft rules and regulations for the
government of the Health Office, upon which they desired the
board to take action at an early date.
On Motion it was ordered that when the board adjourns
it adjourn to Feby 8th 1897
The matter of putting in new Cement crosswalks from
A. Bros to Murphys corner across "L" St. and another

across "J" St. from Lays to MKown & Mess's corner or repairing
one in both, was left to the street Committee with power
to act.
The matter of the neglict of parties to comply
with the request of the board with reference to putting
in Curbs and laying sidewalks was referred to the
street Committee with instructions to get advice in the
matter form the Town Attorney

Metter of the neglect of several property owners to put
down Cement walks Etc where the work had been ordered
was reported upon by the Street Committee
Mr Laugan advised the board regarding the matter and
On Motion the Marshal was instructed to confer with
the Town Attorney and prosecute the work in accordance
with the provisions of the law.
A proposition to order Cement sidewalks layed on both
sides of "L" Street from First St to R. R. track was
discussed and On Motion matter was referred to the Street Com.
with instructions to see the property owners regarding the
matter
Dr Bellamy as health Officer submitted to the board for
their approval a set of rules & regulations relating to
the health and sanitation of Livermore which the /Clerk read.
On Motion the rules and regulations were adopted and
the Clerk instructed to cause same to be published

Regular Meeting.
Meeting called to order at 8 OClock P. M.
President Beck in the chair, Absent Trustee Mitchel.
Minutes of Feby 1- and 8th were read and approved as read
Monthly report of Officers was read and ordered placed
on file,
Street Committee reported they had seen property owners on east
side of "L" St between First St and the rail road track
in regards to laying a Cement Side Walks and found them
willing that the work should be ordered done.
President Beck asker for information as to the legal
means? of procedure, in the further construction of Cement
Sidewalks Attorney Laugan stated that the matter was governed
by the general street law and cited portions of the same.
he further stated that the Marshal as street Superintendent
was vested with authority to order the owners to prosecute
the work
On Motion it was ordered that the following Curbing and Cement Side-
walks be laid and the Marshal instructed to carry out
the order of the board in the matter
Cement. Curbing and Cement sidewalk on east side of "J" St. from
First to 2nd Sts Redwood plank Cubing east side of M St. between First
and 2nd Sts. Cement Curbing & Cement Sidewalk east side of "L"
St between First St and the rail road track Cement Curbing and
Cement Sidewalk fronting the Murphy and Concannon property
on first St. and Cement Curbing & Cement Sidewalk to replace
the eastern one on the Schaffer property on first St.
Health Officer Bellamy stated that the Rules & Regulations
governing the Sanitary condition of the town had been impr
incorrectly published. The Clerk was requested to have same
properly republished.
Health Officer also reported that the Sanitary condition
of the Chinese Laundry on "J" St was very bad. and
that the Cess Pools & vaults on the premises were a
nuisance to health.
Marshal Taylor stated that since the Health Officer
investigation of the property a ventilator had been put
up and the property otherwise improved
The matter was referred to the Ordinance Committee for
investigation he also spoke of property owners and others
who deposit rubbish in the street from the accumulation
of door yards
On Motion it was ordered that the Health Officer
be instructed to procure the neccessary blanks Etc for use
in his office

A petition was received from H. W. Farmer signed
by 75 business were requesting that a License of # 50.00
per month. be placed on Solicitors for Clothing.
Boots & Shoes furnishing goods Etc the matter was discussed
at length. members of the board believing the petition not
broad enouth.
and took the view that all businesses should be protected
alike,
On Motion it was ordered that the petition be laid
on the table
On Motion Ordinance Committee & Town Attorney were instructed
to draft an Ordinance fixing a license of # 50.00 per month
on all Solicitors except Solicitors to the trade. and to report
at the next regular meeting of the board.
The Bond of Collins Bros with Fred Schrader & D. A. Smith
as sureties was accompanying his application for a Liquor
License was approved and his application referred to
the Ordinance Committee
On Motion it was Ordered that License No 146
issued to W. Jordan be rebated. Mr Jordan having dis-
continued the Saloon business
Matter of neccessity of gravel on Several Streets was
referred to Street Committee & Marshal with power to act.

Meeting called to order at 8 OClock P.M.
President Beck presiding Absent Trustee Sellers.
Minutes of meeting March 1st read and approved as read

Monthly reports of Marshal and Clerk was read and
ordered placed on file.
Health Officer Bellamy reported that he had found a
great many vaults in a bad condition, but stated that
most of the property owners were slow to act on his
request to have them cleaned. that Mr King was here from
Stockton ready to do the work.
The board authorized the Health Officer to have the work
done in every instance where in his judgement he believed it
to be a nuisance to health.

Chief Engineer MVicar asked the board to provide the fire
Engine with Lanterns, and referred to the recent fire
as to the disadvantage on working without them.
Matter was referred to the Chief Engineer with power
to act

Ordinance Committee reported draft of an Ordinance
adopting certain Sanitary measures in the Town of Liv-
ermore, This Committee also reported draft of an Ordinance
Amending Subsection 17 of Sec 2. of Ordinance No 8.
Regulating Licenses, both Ordinances were passed to
print by the following Vote

Ordinance Committee reported favorably on the application
of Collins Bros for a Liquor License.
Trustee Mitchel seconded by Trustee Fiedler offered
the following Resolution Viz:- Resolved that the appli-
cation of Collins Bros to sell liquor in that certain
building located and particularly described in his ap-
plcation now on file in the office of the Town Clerk
be granted, and the Marshal instructed to issue a license
in accordance with this resolution.

ON Motion it was ordered that License No 8 #7.00 issued to
Gret Laurriciu be rebated
Matter of filling several chuck holes in Lizzie St. was
referred to Street Committee,
Trustee Fiedler stated R. R. well stood in the
street and that it should be condemned.
Matter was also referred to the Street Committee
P. L. Levy appeared before the board and in reference
to their order requiring Cement Curb to be laid on east side
of J. from First to 2nd suggested that Redwood Curb
should be sufficient. the board held a different view
and gave reason Mr Levy withdrew his objections
On Motion that part of the order requiring Cement walks
to be laid from First to 2nd on J St was recinded.
Petition was received from J. H. Dutcher Etal property
owners on 2nd St requesting the board to order Cement
Curb laid from Lizzie to M Sts.
On Motion it was ordered that the petition be granted
and that the Curb be ordered laid as requested

Julius Jacobs the Soda Manufacturer through Clerk MLeod
requested that the put a License on foreign dealers in
his line Matter was referred to Ordinance Committee
Matter of poor condition of the Gutters at K. and 2nd St
was referred to the Marshal
On Motion it was ordered that the President of
the board George Beck issue an Election Proclamation
calling for an Election on the 10th day of May 1897
in accordance with Sec. 4 and 5 of the Charter of the
Town of Livermore. Calling for the Election of Five (5)
Trustees, One (2) Marshal who shall be Ex officio
Tax Collector, and One (1) Assessor. The polling places
to be as follows Precinct No 1, at Town Hall,
No 2, at Beck & Cos' Store room.
On Motion the following named were declared Election
officers for said Election.

Meeting called to order at 8 O Clock
P. M. President Beck in the Chair All members of
the board present
The Minutes of the regular meeting April 5 was read
and approved as read.
Monthly report of Clerk and Marshal was read and
ordered placed on file
Street Committee asked for and were granted further
time in matter of repairing Lizzie St.
This Committee reported the S. P. R. R. Co as claiming that
their well sis not stand in Lizzie St. that this street
as laid down on Official Map on Town of Livermore had
never been accepted and declared open and that the street
at this point had was but 66 feet wide.
The Ordinance Committee asked for and were granted
further time in matter of a license on Beer and Soda
Wagons
Health Officer Bellamy reported that complaint had been
filled with him regarding the waste water from A. W. Fiedler
Livermore Stable, Mr Fiedler being present stated that the
water spokin of was the over flow from his carriage
rack and that the water was pure and clean and did
not see how it could be a nuisance to health he
stated however that if found to be so he would make
other arrangements for the carrying off of the water
Matter was referred to Health officer Bellamy and
Mr Fiedler for adjustment

The Clerk reported the several candidates that had been placed
in nomination for the Municipal election May 10-1897
The Bond of P. A. Christi9ansen accompanying his application for
a liquor license with Julius Jacobs and Earl Bus as sureties
was approved and his application referred to the Ordinance
Committee.
A Communication was read from the Chairman of the Committee
of Seventeen having in charge Oakland's 4th of "July Celebration
asking the hearty Cooperation of Livermore was discussed and
On Motion Clerk was instructed to acknowledge its receipt. stating that
the board would give the same due considerations.
The Clerk was instructed to procure the neccessary
election supplies for the use at the Municipal election
of May 10,

On Motion of Trustee Fiedler & MKown were appointed a
Committee of two (2) to see that election booths were
put in place
The Draft of an Ordinance regulating Licenses on Solicitors
Peddlers Etc. was read a second time and after considerable
discussion by the board and others the proposed Ordinance
was on Motion of Trustee Fiedler laid over to an ad-
journed meeting to be held Saturday 8th
Attorney Laugan stated that the Ordinance as drafted
covered all dealers and that the board could exempt dealers
in fish, Milk, Vegetables Etc
The Ordinance providing certain sanitary regulations
in the Town of Livermore was read a second time
and the advisability of passing the Ordinance at this time
was discussed Wendal Jordan addressed the board against

its adoption, On Motion of Trustee MKown this pro-
posed Ordinance was also laid over until Saturday 8th

Cheif Eng. MVicar reported Suction hose as being in bad
condition and reccommended the purchase of a new one
On Motion it was ordered that the Fire & Water Com,
examine same and report.

Meeting called to order at 8 OClock
P.M. President Beck presiding. All members of the board being present.
A Motion to adopt the proposed License Ordinance was
withdrawn, and on Motion the proposed Ordinances regulating
Licenses on Solicitors & Peddlers and creating certain Sanitary reg-
ulations in the Town of Livermore, was laid over to the
next regular meeting of the board.
H. Remiers of the Gas Co appeared before the board
in relation to the complaint as regards the 4th St light
not being lit regular he stated he had lit same every night.
and supposed it had continued to burn, and admitted he
had not had time to properly attend the same.
Finance Com, were instructed to investigate matter
and report on bill of Gas Co laid over at next
meeting of the board.
On Motion Fire & Water Com, were instructed to procure
new Suction hose for Fire Engine as soon as possible.
Com on Booths reported they were unable to secure the
County booths and had some constructed at a cost of about
#7.00 and that there were in place. On Motion report
was accepted and Com' discharged.
Mr H. Waggoner appeared before the board and requested
that he be granted a permit on a Franchise to lay pipes
in the Streets of the Town of Livermore for the purpose
of supplying water to the Town and to the inhabitants
thereof, it was stated that a Franchise for the purpose
was not neccessary and On Motion a permit was granted
Mr Waggoner as requested by the following Vote

of the Town of Livermore the board convened at
8 O Clock P. M. President Beck presiding
Absent Trustee Fiedler.
The board proceeded to canvas the returns of the
Municipal Election of May 10th 1897 with the fol-
lowing result.

Meeting called to order at 8 O Clock
P. M. all members of the board being Present.
The Minutes of the meetings held May 3. 8. 12 were read
and approved as read.
Annal reports of Officers was read and ordered placed
on file The Clerks report showing a balance on hand
of # 1511.84 with bills payable to the amount of # 428.59

leaving a net balance of 1083.25.

Trustee MKown of the Finance Committee reported that
the Committee had not met to examine the books of the Clerk
and Treasurer but that he had made a partial examina-
tion and so far as he went had found them Correct he
however did not care to take the responsibility of reporting
in full.
The Finance Committee being members of the new board
were instructed to examine the books at once and
report at the next meeting of the board.
The Fire and Water Com. reported that they had purchased
a Suction hose and that it was in place on the engine

The Clerk was instructed to write the Gutta Percha & Rubber
Manuf Co in regard to discount on recent purchase
On Motion Ordinances Regulating Licenses & providing
sanitary Regulations were again laid over.
The Ordinance Committee reported favorable on
application of A. P. Christiansen for a liquor License
and On Motion Marshal was instructed to cause a License
to issue to A. P. Christiansen
No further business appearing before the board.
Chairman Beck addressed the members of the board and
Citizens present. He spoke of the harmony that pre-
vailed in the board during the term just passed and
said that the reelection of so many members was an
indorsement of the manner in which they had discharged
their duties. He hoped the new board would carry
out the improvements begun during the past year
and concluded by thanking the members of the board
for the Courtisies extended to him while Chairman
On Motion of Trustee Fiedler a vote of thanks was
tendered to Chairman Beck for the able manner in
which he had precided over the deliberations of the board
and his courtisious treatment of its members.

Trustee elect A. W Fiedler, F. O. MKown J. L. Mitchel,
S. Sellers and S. L. Savage. came forward presented their
certificates of election were sworn in by the Clerk at
9 O Clock P.M. and took their seats.

Clerk MLeod called the board to order and they pro-
ceeded to organize by the election of A. W. Fiedler as
temporary Chairman
On Motion A. W. Fiedler was made permanant
Chairman of the board by a unanimous vote
Chairman Fiedler thanked his fellow members for the
honor conferred and said that he would endeaver
to discharge the duties of his position to the satisfaction
of the members of the board and in a manner fav-
orable to the best interests of the Citizens of the
Town. Chairman Fiedler stated that the first bus-
iness before the board was the election of a Clerk.

On Motion the Ordinance Committee was instructed to
confer with the Town Attorney and draft an Ordinance
Amending Ordinance No 55 regulating the sale of Wines
and Liquors at retail the amendment to do away with
that portion of the Ordinance requiring a Bond to accompa-
ny the application
Proposed Ordinances No's 99 and 100 were again laid over
Mr. Lowenthal appeared before the board and asked for a
donation for the Free Public Library form the Town funds
The question of the legality of an appropriation for
that purpose was discussed and the question was finally
referred to the Town Attorney.
The matter of causing water popes to be laid in the Town Jail
was referred to Street Committee.
Attorney Laugan spoke of Tele[hone and Telegraph Pole
nuisance stated that the Telephone Poles recently put
up in the Streets were put there without the consent
of any officer of the Town nor was the consent asked
which he thought as imposition on the people. he quoted
state law regarding the matter also and thought these compa-
nies should pay License same as any other business
Matter was referred to the Ordinance Committee
Trustee Fiedler reported that the board got together
at the time pole was being erected at Bank Corner and
discussed the situation and in the advice of Attorney Laugan
they had telephoned the District Attorney and it was his
opinion that the erection of the poles could not be prevented
providing such action did not conflict with local
ordinances that might be in effect.
On Motion it was ordered that the Assessor be instructed
to to procure the necessary books, rubber stamps, etc and
proceed and and make an Assessment of the real & person-
al property of the Town of Livermore for the fiscal year
1897-98.
Mr Jordan of the Livermore Brewery came before the board
and asked that if possible a License be placed on
outside wagons that come into town to do business
Matter was referred to Ordinance Com, to confer
with Town Attorney.

On Motion the Ordinance Com, was granted further time
in matter of Liquor Ordinance.
On Motion it was ordered that a permit be granted to
the mangers of the 4th of July Celebration to use the
streets of the Town of Livermore for the purpose of Bicycle
and Hose Cart races Etc to use the Town Cannon, and to
place an approach to the pavellion across the sidewalk
on the east side of Livermore Avenue.
On Motion it was ordered that the sum of 50.00 be
appropriated from the General Fund for the 4th and July

the Fire Department to turn out and take part

Corporate limits of the town of Livermore on the 4th
and 5th days of July, between the hours of 10 A.M. and

The proposition to have Mr John Aylwards Steam Fire Engine in
the Parade on the 5th, and to place the same at the service
of the town both day and night was indorsed and referred

Health Officer Bellamy appeared before the board and stated
that complaints had been made to him regarding the conditions
of the gutter fronting the Bank building on first Street
The matter was referred to the street Committee.
The Health Officer also reported numerous complaints re-
garding the quality of the water furnished by the Livermore
Water & Power Co, He did not believe the present supply
of Water was fit for use, and reccommended that the
board take any action in their power that would
better existing conditions

for the fiscal year 1897.98 and that they were now ready

The proposition to lower the water rate on Fire
Hydrants was brought up
Town Attorney Laugan stated that as the matter
stood the board had a right to contract for water
for Fire purpose for the balance of the year the
previous board having failed to fix the Water rate
as required by law, and for the time being a reasona-
ble rate could be fixed.
On Motion the Fire & Water Co was instructed to
to confer with the water Co in regard to the matter
The Draft of An Ordinance fixing the rate of
taxation for the fiscal Year 1897-8 at 50 Cents on
each 100.00 of valuation was numbered 105 and passed

The Application of Peter Sulato for a Liquor
License was laid over for one month for investigation
none of the members of the board being acquainted
with the applicant.
The Application of James Olsin for a Liquor License
was read
Trustee Sellers seconded by Trustee Mitchel Offered
the following Resolution Viz
Resolved that the application of
James Olsin for a Retail Liquor License to sell
Liquor in that certain building located and par-
ticularluy described in his application now on
file in the Office of the Town Clerk is hereby granted
and the Marshal is hereby instructed to issue a
License in accordance with this resolution

Mr Blank appeared before the board and
addressed them at length with reference to an Electric
Fire Alarm system and desired to place such ap-

plicnaces in the town, at a cost of from 250.00 to 400.00
according to the style adopted.
The question of the Adoption of such a system
was referred to the Fire & Water Com' to report
at the next meeting of the board.
The matter of the Electric Lights not being
lighted every evening and their not being entirely
satisfactory was referred to the street Committee

merchandise on side-walks Regulating heights of awnings
and signs, and the manner of hauling gravel
through the streets of the Town of Livermore
The Fire & Water Com' stated that they had interviewed
F. J. Moffitt of the Livermore Water & Power Co and he
had stated it would be impossible to reduce
the water rate at present and that the Company.
would permit the placing of a few more Fire
Hydrants without any increase of the amount now
received by the Company from the town for Fire purpose
On Motion Fire & Water Com' were granted further
time in the mater of a Fire Alarm System.
Health Officer Bellamy reported the sanitary condi-
tion of the Waggoneer Winery as being bad and
reccommended prompt action by the proper Com-
mittee
Matter was referred to the street Committee with
instructions to see that the nuisance be abated.

Trustee MKown stated that Town Attorney Laugan
had received a letter from the R. R. Co, stating that the Supt
Mr Wilder was away but upon his return would
visit Livermore and confer with the Trustees
in regard to placing of signals at Crossing

The Street Com' reported that the R R. Co had placed
a Watchman at the Lizzie St. crossing instead of

On Motion it was ordered that the Town Attorney,
proceed and Compile & rearrange the Town Ordinances
and that the printing of the same be let to the low-
est bidder, 500 Coppies to be printed and the supervision
of the work to be in the hands of the Ordinance Com'
Antone Demartini made application for a liquor
License to do business at the Corner of 2nd and L. St.
Trustee Mitchel seconded by Trustee Sellers of the
following resolution Viz Resolved that the application of
Antone Demertini for a liquor license to do business in
that certain building located and particularly described
in his application now on file in the office of the
Town Clerk. and the Marshal is hereby authorized to
issue a License in accordance with this resolution

A petition was received from 62, residents and business
men of First Street asking the board to amend Ordi-
nance No 106 so as to permit the use of a portion of
the sidewalk for the display of goods
Mrss F. Goners & N. D. Dutcher circulators of the petition explain-
ed the desires of the petitioners at considerable length showing
up the question from their point of view and claming that
the present Ordinance was contrary to the interest of bus-
ness men in
On Motion it was ordered that the petition be referred
to the Ordinance Com' with instructions that they ascertain
the desires of business men in the matter.
Mr Gorner again addressed the board and asked that he
grated the privalegs of the use of three (3) feet of the side-
walk in front of his sidewalk, in front of his
premises upon which to display his goods, until af-
ter the holidays.
Attorney Laugan stated to the board that they would
not have the right to grant the request as long
as there was an Ordinance in effect govering the same
Mr Goners held a different opinion He stated that
it was a common thing for boards to grant free Licenses
and claimed that his request was entitled to be considered
as similar
Mr Laugan explained the difference between granting
a free License and the granting of a privalege to violate
an Ordinance
Mr F. Jacobwitz appeared before the board and claimed that
he had been over assessed by the Town Assessor and demanded
a rebate on same a portion of his taxes
Matter was laid over until next regular meeting of
the board

Charman Fiedler stated object of meeting being to
require the Livermore Water & Power Co to furnish the
board in the month of January. 1898 a detailed
statement of Receipts expenditures, during the
year 1897 in accordance with the law in the matter
Ordinance Com' reported draft of an Ordinance
requiring the Livermore Water & Power Co to furnish the board
in the month of January 1898 a detailed statement showing
the name of each water rate payer, his or place
of residence & the amount paid for water by each of
such water rate payer during the year preceding
the date of such statement: all revenues derived by said
Company. from all sources and an itemized statement
of all expenditures made for supplying water during said
year The amount of money actually expended annually
since commencing business in the purchase, construction
and maintenance respectullyively of the property nec-
cesary. to the carrying on of its business and gross
cash receipts annually for the same period from
all sources, which said statements shall be verified
by the oath of the President and secretary of said
corporation
