M. at the Town office, 4705 91st Avenue N. E. Those in attendance were Mayor Minor C. Lile; Council Dr. Melvin Freeman, Juanita Loder, Carson Wheeler, Jeanne Whiting and Robert Becklund; Clerk/Treasurer Lorraine N. Diede; Residents Mr. Messler from 95th south of Oath and Mr. Valaas living -on 94th. Officer Reid of the Medina Police Department was in attendance for a short period, along with an officer trainee, to present a police report of activities for the .month ofJuly. The meeting was called to order -by the Mayor. Presentation of Transcendental Meditation by ladies representing the "_Age of Enlightenment" program. The speaker, Rebecca Shrelk, stated that the three ladies with her tonight and three others had come to Washington State -- and that the section of the State they have been given for contact included Kirkland, Redmond, Yarrow Point, hunts Point, Woodinville and Carnation. This is.part of a global campaign to create models of ideal society throughout the world. In this conntry, the State of Washington and the State of Rhode Island have been selected as targets for eliminating negativity within a 2, 3, 4 month period of time. The way they plan to do this is to teach 2.S% of the population to practice the TM technique very quickly. Ms. Shrelk stated that the proclamation, previously circulated by Mrs. Diede to the Mayor and Council, at the request of this TM group, is for study, review and endorsement and they are invited to form a City Parliament of the Age of. Enlight- enment. The proposed proclamation to be endorsed by the City of Yarrow Point was react by one of the representatives in attendance with Ms. Shrelk. Discussion. The Parliament would consist of 10 successful individuals in the community who are experts in administration, who would form a new supplementary administrative body in society and who would enhance the achievements of all existing governmental bodies. The purpose would be to insure that a high level of consciousness is maintained among the community and the way that this would be done is to assure that 1% of the population practices TA4-and TM-Sidhi programs. It would support, select, and sponsor individuals to attend teachers training courses to learn to become teachers of the TM technique. Also the City Parliament would serve as an advisory committee for the local world government of the Age of Englightenment. The TM program is taint under an organization called World Government which as the proclamation says is non political, non religious, educational, non profit and world wide. Also the City Parliament would be a local unit of the World Parliament of the "Age of Enlightenment" which is compased'of"the Mayors from all over the world. Discussion of the .formation of the City Parliament took place. Ms. Shrelk stated that it would be she who would select the ten individuals. Additional discussion took place of locations of headquarters, chapters, centers, and fees. The course is taught in 7 steps. The 1st is a free introductory class, the second refers to the mechanics of the course, and the 3rd is a personal interview. Page 2 - Council meeting minutes of 8/8/78 After that the person would decide whether they would want instruction or not. That would be when the fee would come. The Mayor and Council determined, in order to be fair to all, that there was a need to study this proclamation and find out a little more of the program before any action could be taken. Nis. Shrelk stated that the best way -to learn would be their introductory talk that takes about 40 minutes where they explain -in -detail what the program does and does not do and what it prevents. The ladies were thanked for their presentation and advised that no further action could be taken until the next regular meeting of the council which will be held on the second Tuesday of September .at"7:30 P. M. Proposed Ordinance #227 - Ordinance amending Ordinance #225, the Zoning Ordinance df the Town. of Yarrow Point, Washington, referring to Section 10.3 - Nonconformers" was read by the Mayor. This meeting has been declared a public hearing by proper publications in the Journal/American Newspaper. Discussion took place in regard to a recommendation by the Planning Comission that there be a proposed change in the following wording of Section 10.3 - Ordinance #225 -- "If such alteration, renovation, or enlargement is to'the extent of SO% or more of the existing value of the structure at the time of application, the structure shall be brought into conformity with this ordinance" Proposed change -"Any alteration, renovation, enlargement or reconstruction which increases the total horizontal area of the structure by SO% or more, or the addition of a floor above the existing structure, shall be constructed in conformity with Ordinance #225 or any amendments thereto. Discussion. Discussion also took place in regard to the sentence in this paragraph that states: "No more than one such variance granting an alteration, renovation, enlargement or reconstruction which is not in conformance with Ordinance #225 shall be granted to any structure". It was proposed and discussed to be changed as .follows: "No more than one such variance granting an Alteration, renovation, enlargement or reconstruction shall be granted to a nonconforming.lot'or;gtru6turesthereon" - (definition given for the word "Lot" in the zoning ordinance but•none- given for the word "property".) _It is. intended that/one variance allowed includes the consideration of lot size, as well as setbacks, height, etc. Discussion took place in regard to adding a sentence that would state the following: "If a variance is granted which permits an alteration, renovation, enlargement or reconstruction to an existing lot or structure upon that lot, which alteration, renovation, enlargement or reconstruction does not conform to the requirements of the current zoning Ordinance #225 or amendments thereto, a statement shall be filed with the King County Recorder which statement shall. indicate that no further variance will be granted to the lot `and/or Structure. involved,-:or.:-,to.lany,other structure on said"":lot unless future, alterations (continued on Page 3) Page 3 - Council meeting minutes of 8/8/78 renovations, enlargements or reconstructions shall conform with Ordinance #225 -and amendments thereto. Said statement shall be recorded by the owner of the property prior to the issuance of a building permit. The cost of said recording fee shall be paid r .: by the property owner." Dr. Freeman made a motiohat proposed Ordinance #227 be adopted as proposed by the Planning Commission and -change•!:6f.the:word~1'stiructure"'-t6 the words'-''1ot br structure in the second sentence of Section I and to add a Section II requiring a statement to be Xhereon" filed with the King County Recorder that will indicate that no further variances will be granted on the lot (property)/involved, as outlined above. The motion was seconded by Robert Becklund. Discussion Passed unanimously. A letter was read by the Council dated 8/8/78 from Lawrence Carlson, of 4664 95th Avenue N. The Police officer in attendance, Chris Reid, after reporting on go_l_i_c_e�activities for the month of July explained that he was the officer to whom this matter was originaiiy reportea. He was requested to pursue the matter with Chief Anglin and respond to Mr. Carlson. Mornin side Park - In regard to the presentation made by Roger Hiddleston at the ast councii mee ing, Mrs. Diede reported that a letter had been directed to the Interagency Commission for Outdoor Recreation requesting an opinion as to whether a portion of our park land could be sold to obtain funds for development. A response has not yet been received. Mayor Lile will advise Mr. Hiddleston by letter as to the present status of this matter and will also advise the Park Board. Proposal for- r65u mfttinE Bond Issue at the November 1978 election to i rove Town Streets. A resolution must be presented to King County by September 22, 1978 indicating the Town's plan to place this matter on the ballot. Discussion regarding streets and their proposed improvements. It was agreed that the Committee should continue to pursue a plan for a bond issue - to get together with Allen Newbill - and recommend what will be presented to the residents. A Bond attorney's services will be required to handle the presentation. A decision nest be made at the next meeting of the council in order to proceed under the time limit set up by King County. Health Services Agreement The Mayor read a letter dated 8/1/78 from ,John D. Spellman, County Executive, stating that arbitration is the only course of action open to the County to allow a resolution to the issue of how much cities and towns - who have not agreed to the proposal of the amounts to be shared for health services - will pay for 1978 health services. Mr. Spellman listed 8/15/78 as a date for reply otherwise he will assume that the Town of .40 0 Page 4 _ Council meeting minutes of 8/8/78 Yarrow Point is unwilling to voluntarily enter into arbitration and he will take appropriate action through the courts. Discussion The Council determined that the Mayor would respond the Town is willing to negotiate.now and always has formal arbitration proceedings are necessary at this Clerk's Report N..,E. 35th Street - Appeal. of court decision to Mr. Spellman by stating that been and does not feel that time. Alan F. Austin advised that a hearing elate of September 27, 1978 has been set before the Court of Appeals which will take approximately one hour. It willbe held in the Pacific Building in Seattle. The exact time will be known later. Mr. Austin stated that it takes three to four months before an opinion is issued - approximately. They have up to six months to issue an opinion. Legal- Action att=ting to establish sideline boundaries in Yarrow Bay Mr. Austin advised that a trial date cannot be secured until his office has response from all property owners involved. He stated that he will proceed to prepare documents for new owners so that signatures can be obtained through this office. He forsees a trial date in March of 1979, possibly. Mayor Life stated he would contact Mr. Austin. SURVEY MADE OF MAINTENANCE needed on Town streets. Lorraine Diede made a surrey of Town streets on July 24; 1978 with the street superintendent of the City of Medina. Each and every street was reviewed for maintenance problems,;recorded-and presented to the Mayor and Council and Town Engineer. This review analyzed priorities .... and.a statement that the City of Medina did not feel they had the time or the proper equipment to perform the work. The Mayor stated he would coordinate this matter with our Town Engineer. Vouchers The following vouchers were approved for payment: Current Expense #2283 through #2304 Street #951 through #958 Mini -Conventions Mayor Lile made mention of the mini conventions to be presented by the Association of Washington Cities in October in lieu of the Legislative meetings usually held each year at this time.
