HomeMy Public PortalAbout1965-06-26 Meeting211. COUNCIL MINUTES June 26, 1965 The Council of Bal IIarbour Village met at 9:30 A. M. Saturday, June 26, 1965. Present: Messrs: Hart, Taplin. and White. Absent: Messrs: Faulkner and Landis. Also present were W. H. Webb, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas H. Anderson, Village Attorney. Upon motion of Mr. Taplin, seconded by Mr. White and unanimously voted, the minutes of the previous meeting of May 29, 1965 were approved, without being read. Mr. Webb reported receiving a reply to his letter to the Internal Improvement Board regarding the spoil islands in the bay in which they advised that said islands are de- dicated for public parks and recreational use under the supervision of the City of North Miami. The title will re- main with the Trustees of the Internal. Improvement Board with a provision for reverting same in the event of non-use or conversion to other use. It was the Council's recommend- ation that a Resolution be forwarded to the Internal Improve- ment Board stating their views. Thereupon, Mr. Anderson read June 26, 1963 212 RESOLUTION NO. 130 reflecting the opinion of the Bal Harbour Village Council that these islands be used for park purposes only and no objectional use be made of same. Upon motion of Mr. White, seconded by Mr. Taplin and unanimously voted, Resolution No. 130 was adopted. Mr. Webb reported that both he and Mr. Anderson check- ed the Florida State Law and the City of Miami Liquor Zoning Ordinance on the distances for liquor licenses from church property. Both are very specific in measuring the distance by starting at the front door of a church, progressing along a thoroughfare, or on a route of pedestrian traffic, to the front door of the establishment. In this connection, Mr. Webb advised that in using this method of measurement, Mr. Whitman is well within the 300 feet limitation. After dis- cussion, the Council authorized Mr. Anderson to amend and clarify our Liquor Zoning Ordinance to conform with the same provisions of the Florida State Law. The Village Manager advised of a letter received from Dr. Irving Muskat of Interama in reply to his inquiry as to the possibility of hotels and motels being constructed on Interama property. Dr. Muskat advised there will be no pub- lic lodging accomodations on the grounds at Interama, but arrangements will be made to house some of their employees and officials. Mr. Webb asked Council authorization to write off $320.00 in 1964 uncollectible personal property tax bills advising that the people had moved out of Bal Harbour. Upon motion of Mr. Taplin, seconded by Mr. White and unan- imously voted, permission was granted for the following items to be written off as uncollectible and charged to account 6507-B-2; Balmoral Hotel Dress Shop $3.20; Dixie Portrait Studio $.80; Dorothy Baler, Inc. $16.00; Bal Harbour Hotel Gift Shop $8.00; Herbert Heftler $16.00; Kut, Inc. $40.00; Mr. Harold Beck $12.00; Mrs. Myrtle Shappell $4.00; William E. Upton $16.00; Harry Schur $16.00; David M. Tuckel $4.00; Dr. Joseph Bennett $12.00; Philip Rowan $4.00; George W. Vane $12.00; Harold N. Sloane $12.00; Mrs. Irene Mintz $4.00; Mr. W.K. Edmunds $12.00; Daniel L. Feingold $16.00; David Postal $4.00; Sam Sacks $8.00; Joan Parker Dean $4.00; Gerald Robins $16.00; Simon Spitzer $16.00; Mrs. Ruth Collier $4.00; Mollie S. The Village Clerk advised that at the last Trustee meeting of the Surf-Bal-Bay Library Association it was suggested that the two Bal Harbour Trustees be enrolled for membership in the American and Florida Library Associa- tion at a cost of $16.00 for one year. After discussion, upon motion of Mr. Taplin, seconded by Mr. White and unan- imously voted, Fred Faulkner and Mrs. Beulah Butler, Bal June 26, 1965 213 Harbour Trustees are to be enrolled in this association and the cost of $16.00 is to be expended from the `dayor's Fund. The Village Clerk also advised that the Trustees requested Bal Harbour to furnish a stenographer for the Trustees meetings on a rotating basis with Surfside and Bay Harbor Islands and in this connection the Council agreed to furnish a stenographer to cover every third meeting of the Library Association. Mr. Webb reported that for the first quarter $124.54 was collected in parking meter fees covering the 12 parking meters installed on the property north of the bank. Mr. Webb informed the members of a bid received for the resurfacing of the residential streets in Bal Harbour at a cost of 20 cents per yard, which would involve a total cost of approximately $10,000.00. Normally, the charge would be about $15,000.00 but the company made this firm bid at the reduced rate provided the work is done during the summer months, which is their slack period. After discussion it was decided that a front foot assessment would have to be .levied on the residential taxpayers which would necessitate a public meeting. The Village Manager was in- structed to write the residents stating that the Council will consider this item at their July 31st meeting and in- viting their comments if they cannot attend in person. A discussion then followed on the possibility of adopting an ordinance limiting the number of pets allowed in a residential dwelling and in this connection the Village Manager advised of the many complaints received by his office. After consideration, the Village Manager was in- structed by the Council to write all residents advising that the Council is considering the adoption of an ordinance limiting the number of pets in each residence. The Councilmen were handed a copy of the proposed 1965- 1966 Budgets for their consideration before the Budget Meeting of July 31, 1965. Mr. White made a motion to adjourn.
