HomeMy Public PortalAbout2020-03-161 REGULAR COUNCIL MEETING, MARCH 16, 2020 CALL TO ORDER Mayor Carrie Tergin called the March 16, 2020 City Council meeting to order at 6:06 P.M. ROLL CALL The f ollowing Council Members were present for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward to adopt the agenda. Councilman Graham seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS At the recommendation of social distancing related to the COVID-19 virus, citizens receiving recognition and proclamations had chosen not to attend the City Council meeting. Items A through E were not presented. Kristi Campbell, Director of the Cole County Health Department, provided an update on COVID-19 as it relates to the local community. PUBLIC HEARINGS a. Approval of a Preliminary PUD Plan Located at 3520 W. Edgewood Dr. i. Associated pending Bill 2019-108. A Staff presentation was made by Sonny Sanders, Director of Planning and Protective Services. Mark Hansen, Principal, CFO at Mohagen Hansen Architecture presented the design for the new JCMG Surgery Center which would be located at the site. There being no others to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded . 2019-108 sponsored by Councilman Graham, entitled 2 REGULAR COUNCIL MEETING, MARCH 16, 2020 AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A PRELIMINARY PUD PLAN FOR PROPERTY LOCATED AT 3520 WEST EDGEWOOD DRIVE. There being no objection, Bill 2019-108 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16010. Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None APPOINTMENTS BY THE MAYOR The following appointments were recommended. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  All City meetings can be found on the City’s calendar at jeffersoncitymo.gov.  Councilman Mihalevich stated that the Finance Committee meeting scheduled for Thursday, March 19th may be cancelled. Please check the City calendar for updates.  Councilman Schreiber thanked JC Parks Director Todd Spalding and the JC Parks Staff for responding to a citizen concern related to the golf course and water run - off. 3 REGULAR COUNCIL MEETING, MARCH 16, 2020  Councilwoman Ward announced a possible meeting cancellation for the Human Relations Committee, which is scheduled for Friday, March 20th. Please check the City calendar for updates.  Councilman Graham announced the Public Safety Committee scheduled for March 26th at 7:30 A.M. Please check the City calendar for updates.  Sonny Sanders, Director of Planning and Protective Services announced the cancellation of the Fair Housing / Diversity Workshop scheduled for April 7th . He also announced the starting of the Residential Household Hazardous Waste Drop - Off calendar. The motion was approved unanimously. BILLS INTRODUCED 2019-110 sponsored by Councilman Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH CENTRAL MISSOURI OVERHEAD DOOR, IN THE AMOUNT OF $50,250 FOR THE REPLACEMENT OF BUS BARN AND BUS WASH OVERHEAD DOORS AND OPERATORS. Councilman Schreiber motioned to adopt RS2019-27. Councilwoman Ward seconded the motion. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. APPROVAL OF 3/2/2020 CLOSED SESSION MINUTES Councilman Hussey motioned and Councilman Graham seconded the motion to approve the March 2, 2020 Closed Session Minutes. The motion passed by the following roll -call vote: Aye: Graham, Hensley, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None Abstain: Fitzwater and Hussey NEW BUSINESS – Possible Discussion or Action on MSP Redevelopment Councilman Hensley motioned to discuss RS2019 -28 and RS2019-29 in open session. Councilwoman Wiseman seconded the motion. After some discussion, Councilman Hensley amended the motion to discuss only RS2019-28 in closed session. Councilwoman Wiseman seconded the motion. Upon further discussion, Councilman Hensley amended the amended motion to take up RS2019-28 and RS2019-29 in closed session, and then return to open session for a vote on one or both of the resolutions. Councilwoman Wiseman seconded the motion.
