January 5 1903 Regular Meeting The Board of Trustees of the Town of Livermore met in regular session at the above written place and date at 7 oclock P. M. Town Hall Livermore Cal January 21 st 1903 Called Meeting The Board of Trustees of the Town of Livermore met pursuant to a call of the President at 2 oclock P M Present Trustees Knox, Berlin, Murphy Absent Trustees Kennedy and Meyers The President stated that the meeting had been called for the purpose of accepting the new bridge, the contractor having notified the Board through him of its completion. The Committee of the whole reported that they, with the expert A J Palmer, had examined the work and found it done in accordance with the plans and specification and recommended it s acceptance by the Board On motion of Trustee Knox, seconded by Trustee Berlin it was ordered that the work be accepted and the bridge received by the Board. Town Hall nd Livermore Cal February 2 1903 Regular Meeting The Board of Trustees of the Town of Livermore met in regular session at the above written place and date at 7 oclock P. M. Present Trustees Berlin, Knox, Meyers. Absent Trustees Kennedy, Murphy On motion Trustee Knox was elected temporary President and presided. The minutes of the last regular and called meetings were read and approved as read Reports of the Clerk, Marshal and Treasurer were read and ordered filed O Licenses of John C Simons N 712 for $ 10_, J H Brunning OO License N 106 for $ 3_, and JH Brunning N 227 for $3_ were rebated rebated. the Board being informed by the Marshal that the above mentioned persons had not done business during the time the licenses were issued for. On hand in Library fund $ 610.63 The Board waived the usual 35 days time in making nd the 2 and final payment on contract for bridge and a warrant was ordered drawn as above shown for the amount, $215- A report was received from E Conrad Deputy Pound Master showing the number of animals impounded by him, fees received and number of dogs Killed, It was ordered filed A sworn statement was received from the Livermore Water & Power Co, showing receipts, expenditures and cost of construction of the plant used by the Company as required by law, after reading it was referred to the Fire and Water Committee No other business appearing the Board adjourned Attest: W H Wright Clerk Approved T. The chairman stated that he had been requested by W Wilmot to ask the board to fix a license on all fish peddlers doing business in the town - The request was referred to the ordinance committee On motion the Clerk was instructed to prepare a "Resolution of Intention" in the matter of constructing a cement sidewalk and gutter on the South side C of First street between MLeod and Maple streets to be presented at the next meeting On motion the Board adjourned Attest: W H Wright Clerk Approved D. Bal in fund after payment of bills $ 440.53 The fire and water committee were granted further time to report on advisability of placing street lights on N street O Ordinance N_ fixing water rates for the year Water rate commencing July 1st 1903 was presented by the Ordinance ordinance committee. It was read and passed to print. The Clerk was instructed to notify the Water Company to appear at the next regular meeting when the ordinance would come up for final passage An application in regular form was received from License to Max Max Berlin asking for a Liquor License for the Berlin granted Farmers Exchange Hotel. It was granted by unamous vote License to A An application for a Liquor License was received VonThun from A von Thun doing business in the Red Light granted Saloon. On motion the license was granted An application for a Liquor License was received from W A Thomas for a new saloon in the Gardemeyer W A Thomas building on Livermore Avenue. On a motion being refused a taken it was refused by the following vote Liquor license Ayes Trustee Murphy Noes Trustees Kennedy, Knox, Meyers Petition to A petition was received from H Gardemeyer and nine grade Liv. other property owners asking the board to grade Livermore Ave Avenue from Railroad Avenue to Junction Avenue It was referred to the street committee The following resolution of Intention was presented and read. O Resolution of Intention N 1. Resolved. That it is the intention of the Board of Trustees of the Town of Livermore, to order the following street Resolution work done in the Town of Livermore, to wit: of intention That cement curbing and artificial stone sidewalk to order be laid on the South Easterly side of First street from Cement curb the Easterly line of the land of J S Dungan to the and sidewalk Westerly line of Maple street, being the sidewalk OC laid down on the northerly side of Block N 3. of the MLeod Tract on 1st street Said order will be made at the experation of 10 days C bet MLeod after notice of this resolution. and Maple The Clerk of the Town is hereby directed to post a copy of this resolution in three public places in the Town of Livermore and publish it in the Livermore Herald the official papaper of the said Town. On motion the resolution was passed by the following vote Ayes Trustees Kennedy, Knox, Meyers, Murphy Noes None An application for the position of Town Steward was received from Wm Budworth. The petition was placed on file Flood Water A number of citizens appeared before the board asking that the board take some action towards the protection of the town against water during flood time and that the board of supervisors be requested to meet the Trustees on the near future to consult as to the best method to be adopted in regard to the matter On motion the Clerk was instructed to request the Board of Supervisors to meet the Trustees and citizens at the Earliest possible moment On motion the Board adjourned to meet on Monday th the 13 instant Attest: W H Wright Clerk Approved D. Town Hall th Livermore Cal April 13 1903 Adjourned Meeting The Board of Trustees of the Town of Livermore met at the above place and date pursuant to adjournment. at 7.30 P.M. Present Trustees Kennedy, Meyers, Murphy Absent Trustees Berlin, Knox. President Murphy in the Chair The following resolution was presented and read. O Resolution Ordering Street Work N 1. Resolved, That the following street work be and is hereby ordered done, in the Town of Livermore, to wit: That Cement Curbing and artificial stone sidewalk be laid on the South Easterly side of First street from the Easterly line of the land of H S Dungan to the Westerly line of Maple street, being the sidewalk on the northerly OC side of Block N 3. of the MLeod Tract, the said side walk to be 14 feet in width. That the owners and occupants of lands and lots fronting on said side of First street as aforesaid, may th make the said improvements on or before the 27 day of April 1903, provided in default of the said owners or occupants of the lots aforesaid, or any of them, to begin work on said improvements on or before said date, then the Town Clerk shall forthwith post a notice in three public places in the Town of Livermore for at least five days and cause the same to be published in the Livermore Herald, the official paper of said town: Said notices shall describe the improvements to be made and the time in which sealed proposals will be received by said Clerk for the making of the said improvements. Town Hall th Livermore Cal May 4 1903 Regular Meeting The Board of Trustees of the Town of Livermore met in regular session at the above written place and date at 7.30 P M Roll Call Present Trustees Kennedy, Knox, Meyers, Murphy Absent Trustee Berlin President Murphy in the Chair The Minutes of the last regular and adjourned meetings were read and approved The regular monthly reports of Clerk, Marshal and Treasurer were read and ordered filed President Murphy At this stage of the proceedings President Murphy vacated resign president the chair and presented his resignation as president of the board of the Board of Trustees and on motion the resignation was accepted. Town Hall th Livermore Cal June 5 1903 Adjourned Meeting The Board of Trustees of the Town of Livermore met pursuant to adjournment at 8 oclock P.M. Present Trustees Kennedy, Knox, Meyers, Murphy Absent None President Knox in the Chair The President stated that the first business in order would be the appointment of a Trustee to fill the vacancy caused by the resignation of Trustee Berlin, After some discussing the matter was laid over to an th adjourned meeting to be held on Friday the 12 inst On motion it was ordered that First street and Lizzie street and L street be oiled immediately, 1 st street from Corporation line on the East to the Corporation line on the West, full width between crossing of railroad and M street and 24 feet wide for the balanced of the way, Lizzie street from the corporation line on the East to the Rail road crossing, 24 feet wide,. L street from the Corporation line on the South to the railroad crossing 24 feet wide J D Lowry Agent for the Municipal Journal & Eng'r appeared before the bard asking for a subscription from the Town and City officials, The matter was taken under consideration th On motion the Board adjourned to the 12 inst Attest: W H Wright Clerk Approved T. Town Hall Livermore Cal June 12 1903 Adjourned Meeting The Board of Trustees of the Town of Livermore met pursuant to adjournment at 8 oclock P.M. Present Trustees Kennedy, Knox, Meyers, Murphy Absent None President Knox in the Chair On motion the board proceeded to ballot for a Trustee to fill the vacancy. Several ballots were taken resulting in no choice. when it was agreed to lay the matter over to the next meeting Trustee Murphy was instructed to communicate with the Liv Water &Power Co regarding a reduction in the price of Electric street Lights th On motion the Board adjourned to June 19 Attest: W H Wright Clerk Approved T. Town Hall th Livermore Cal June 19 1903 Adjourned Meeting The Board of Trustees of the Town of Livermore met pursuant to adjournment at 8 oclock P.M. Present Trustees Kennedy, Knox, Meyers, Murphy Absent None President Knox presiding A petition was received from John W Robertson and 95 other citizens of the Town, requesting the appointment of Mr F Mathiesen(sic) to fill the vacancy caused by the resignation of Max Berlin a member of the Board of Trustees F Mathiesen(sic) On motion a ballot was taken and F Mathiesen(sic) apprd Trustee was unanimously elected Trustee to fill the unexpired term of Max Berlin resigned Trustee Murphy stated that the Livermore Water & Power Co were willing to give the Town 13 extra street lights for the same3 total cost as now paid, 25 making the cost per light $1 per month, a reduction of 25 cents per light from present schedule The matter was taken under advisement th On motion the Board adjourned to June 26 Attest: W H Wright Clerk Approved T. Present Trustees Knox, Meyers, Murphy Absent Trustee Kennedy President Knox in the Chair F Mathiesen(sic) Mr F Mathiesen(sic) the newly appointed Trustee being installed as present was introduced by President Knox and after Trustee being duly sworn in to office by the Clerk, took his seat as member of the Board The Board of Health presented draft of an ordinance relating to the regulation of Cesspools and Privy vaults in the town limits, It was referred to the Ordinance Committee An invitation was received by the Board to attend th the 4 of July Celebration in Oakland, The Clerk was instructed to answer the communication with thanks W A Thomas W A Thomas presented an application for a Saloon Saloon license License for the building known as the Cafe Royal on First street, he having purchased the business of J N Abbott On motion the license was granted On motion the Board Adjourned Attest: W H Wright Clerk Approved T. Entitled an " Ordinance regulating cesspools and privy vaults within the Town of Livermore was read for the first time and ordered printed The Chief Engineer suggested that the Board provide a suitable place and house near the center of the town for one of the hose carts _ After some discussion the Matter was referred to the Fire and Eater Committee to investigate and report at next meeting The proposal of the Livermore Water and Power Co to give 13 more street lights for the same total cost instead of a reduction per light as present, was laid over for further consideration It was ordered that "J" and "K" streets be oiled between nd 2 and 1st streets. Bal in fund Aug 31 $ 328.38 Dr Savage, Chairman of a committee appointed by the president of the board to meet representitives of Oakland, Haywards, San Leandro and other parts of the county. reported that the county as a whole had agreed to extend to the Grand Army of the Republic as invitation to visit such places in the county as were possible during their meeting on the Coast and that it would only be fitting for our town to donate a sum of money to assist in giving them a proper reception On motion it was ordered that the sum of Fifty Dollars be appropriated out of the Treasury for the purpose of defraying the expenses at the reception of the Grand Army in Alameda County In the matter of providing a place for a hose cart near the center of town, the committee asked for and was granted further time On motion the Board accepted the proposition of the Livermore Water and Power Co to furnish the town with 13 extra incandescent lights for the same total price as mow paid being $100 per month in lieu of the reduction of the price now in force O Ordinance Ordinance N 54. Entitled on ordinance to regulate O N 54 or maintaining Cesspools and Privy vaults in the Cesspools Town of Livermore was read and on motion & Vaults of Trustee Murphy, Seconded by Trustee Mathiesen(sic) passed was adopted by unanimous vote On motion the Clerk was instructed to advertise for bids for public printing, said bids to be opened at the next regular meeting Complaint having been made to the board about stacking hay and straw within the town limits, the Ordinance Committee were instructed to look into the matter and if necessary present on ordinance providing for it discontinuance Ordinance No ...
