RESOLUTION NO. 2009-144 ADOPTED November 24, 2009
A RESOLUTION: ADOPTING AN UPDATED ETHICS POLICY FOR TOWN COUNCIL
WHEREAS, on October 8, 1996 Council adopted an ethics policy with Resolution
#96-212; and
WI IEREAS, Council amended this policy with the adoption of Resolution #2004-182
on November 9, 2004; and
WHEREAS, Council wishes to consolidate and clearly state its ethics policy.
THEREFORE, RESOLVED by the Council of the Town ofLeesbmg in Virginia that
the following is adopted as the ethics policy for the Town Council:
l.Council Activities Reporting
a.Council Members shall disclose any communication with an individual or
group regarding a rezoning or special exception application that it has
submitted or proposes to submit to the Town and a bid or proposal on a
contract requiring Council approval that it has submitted, or proposes to
submit to the Town. "Communication" shall include, without limitation, a
meeting, telephone call, letter, memo or email.
b.Council Members shall disclose any event a!lendcd where such event was
paid for by an individual or group having a maller requiring disclosure under
Section (a) above.
c.Such disclosmes shall be made verbally al the next regular Council meeting
attended. In addition, a disclosure statement in the form of Exhibit A shall be
submitted to the Clerk of Council, in writing or electronically, on or before
the next regular Council meeting. Such statements shall be open to the
public and shall be retained by !he Clerk for at least two years.
IL Council Col'!'espondence
a.The use of official Town stationery or letterhead by Council or Mayor shall
be restricted to official correspondence directed by the majority of the Town
Council except as set forth below.
I, Council Members shall have the authority to correspond on behalf of
the Council for ceremonial duties; areas of responsibility or
assignments such as commissions, committees, National Leagtie of
