M. Present Trustees Beck, Knox and Mathiesen(sic). Absent, Trustees Murphy and Ryan. President Knox presiding The minutes of the last regular meeting were read and approved The regular monthly reports of Clerk, Marshal and Treasurer were read and ordered filed. J. I. Azevedo made application for a J. I. Azevedo Saloon license to do business on the applies Southeast corner of Chestnut Street and for Livermore Avenue. The application was Liquor License accompanied by a request from Thos. Homen for permission to sell to the ap- plcant. The petition of Azevedo was signed by the following freeholders: F. A. Schrader, Geo. Beck, Chas. S. Victor, M. J. Soares and Dorningo Borges. The application was referred to the License Committee. Bills as follows were read, examined and approved by the Finance Committee, allowed by the Board, and the Clerk was instructed to draw warrants for the several amounts: Library Fund 137 S. J. D. Burr that the Board lease the Library Annex to him for the term of one year. The Clerk was instructed to communicate with Mr. Burr stating that the Board would rent him the store room for one year at a monthly rental of $12.50 with the proviso that the lease should terminate if the property should pass from their control. On motion the office of Town Recorder was declared vacant Resignatin W. H. Wright offered his resignation of W. H. Wright as Town Clerk, having been elected to the as Town Clerk office of Justice of the Peace. On motion the resignation was accepted. Election of On motion of Trustee Matheisen, A. L. Henry seconded by Trustee Beck, A. L. Henry was to fill vacancy appointed Town Clerk for the unexpired term of W. H. Wright. The President then administered the oath of office to the new appointee, who presented his bond for $ 3000 with J. O. CC MKown, Peter MKeany and E. Proizini as sureties. On motion the bond was accepted. The new Clerk then assumed his duties. On motion of Trustee Beck, seconded W. H. Wright by Trustee Mathiesen(sic), the vacancy in appointed the office of Town Recorder was filled Town Recorder by the appointment of W. H. Wright. Town Hall Livermore, Cal., January 10, 1907 Adjourned Meeting. The Board of Trustees met in ad- journed session at the above-mentioned place and date at 8 o'clock p. m. Present, Trustees Beck, Knox, Murphy and Ryan Absent, Trustee Mathiesen(sic) The License Committee reported Liquor License favorably upon the application of J I. granted to Azevedo for a saloon license, On motion J. I. Azevedo of Trustee Ryan, seconded by Trustee Beck, the license was granted. No other business appearing the Board adjourned Attest A. L. Henry Town Clerk Approved T. E. Knox (signed) President of the Board of Town Trustees. Town Hall Livermore, Cal., January 21, 1907 Called Meeting. The Board of Trustees met pur- suant to call of the President at the above mentioned place and date at 7:45 p.m. Present, Trustees Knox, Mathiesen(sic), Murphy and Ryan. Absent, Trustee Beck. Trustee Murphy presented the following resolution: Resolution No 1. Resolved, That the Clerk of the Town of Livermore is hereby instructed to advertise for two weeks in a newspaper Resolution of general circulation printed and calling for published in the Town of Livermore Bids for for bids for the town adverting re- Official quired by law to be printed and Advertising published in a newspaper printed in said Town. All bids shall be in accordance with the following specifications, terms and conditions: The price per square consisting of nine lines nonpariel type, for the first insertion, and the price for each subsequent insertion. The contract for said advertising shall continue for one year from the date of letting of the contract. Said bids shall be delivered in a sealed envelope to the Clerk of the Town of Livermore, in person, marked "Bids for Town Advertising" and must be delivered to said Clerk before the hour of 7:30 p.m. on Monday evening, February 4th, 1907. Said bids shall be opened by the Board of Trustees of said Town of Livermore in open session and examined and publicly declared. Said Board reserves the right to re- ject any and all bids. The person receiving the award of the contract for the advertising herein specified shall within three days there- after enter into a written contract with the Town of Livermore for the said advertising for a period of one year, and shall furnish to said Town a good and sufficient bond in the sum of $ 200, with two sureties for the faithful performance of said contract. After said board shall have been approved by the Board it shall be filed with the Clerk of the Town. The work performed under the contract shall be paid per monthly as provided by law. The Clerk was Advertising instructed to draw up the necessary contract and present it with the required bond for approval of the Board. A petition asking for the location of fire hydrants in the Southern Ad- dition, signed by Henry B. Varney and six other property owners, was read and referred to the committee of the Whole. The annual report of the Livermore Water and Power Company for 1906 was read and referred to the Fire and Water Committee. The Clerk was instructed to prepare a form for requisition and have a quantity printed and bound in book form for the use of town officials in ordering supplies The Clerk was instructed to procure a new assessment roll and the neces- sary blanks for the annual assessment Trustee Ryan offered the following resolution and moved its adoption: Livermore, Cal., Feb 4, 1907 Resolved, That it be the order of this Resolution Board that from and after this date Requiring formal application must be made to the Formal Board for the renewal of all liquor Application licenses. for The roll was called and the resolution Renewal of was adopted by the following vote: Ayes, Liquor Licenses Trustees Beck, Knox, Mathiesen(sic) and Ryan, Noes, none; absent Trustee Murphy. Carried by unanimous vote. Marshal D. A. Smith reported the Marshal's appointment of John W. Twohey, Edward Deputies Bailey and H. R. Seeband as Deputy Reported Marshals to serve without compensation, and and asked the approval of the Board. M. O'Donnell and twelve other Petition for property-owners asking that lights be Streets Lights established on the corner of N and Fifth streets and N and Sixth streets. Mr. O'Donnell and Jacob Waggoner appeared in support of the application and addressed the Board briefly. The matter was referred to the Light and Water Committee. Resignation of The resignation of A. Health The Marshal called attention to the fact that the foundation to the town Marshal's flagpole needed attention and that Report on the halyards had rolled and were Condition of no longer serviceable. On motion the Flagpole matter was left to the President with full power to act. The matters of graveling the space between the railroad tracks in the vicinity of L street and of repairing the town bridge were left to the Street Committee with full power to act. Application An application for a liquor license for Liquor License was received from T. B. Nunez to do business on the South side of First street between J and K streets. Recommended by Free- T. B. Nunez holders B. Harron, Chas. E. Livermore, H. P. Winegar, Chas. S. Victor, J. C. Reimers and George Beck. The License Committee re- ported favorably on the application and on motion the license was granter unanimous vote. ' No further business appearing the Board adjourned. A. L. The matter of reorganizing the Fire Department was discussed at length. P. J. Murray, chief engineer of the Department and George Beck, foreman of the engine com- pany, addressed the Board on conditions in the Department. F. R. Fassett appeared before the Board on behalf of the Livermore Warehouse Company and asked a reduction of $ 24,340 in the Com- pany's assessment on hay and grain. The discrepancy in the assessment as called attention to by Mr. Fassett was explained by the Assessor as being caused by the less amount of hay and grain in storage on May 1st when the town assessment was made and March 1st when the county assessment on which it was based was made, together with the difference in price in these commodities between the dates mentioned On motion of Trustee Ryan, seconded by Trustee Mathiesen(sic), the reduction was made by unanimous vote. W. B. Lowenthal appeared on behalf of Anspacher Bros. and asked a re- duction on the firm's hay and grain assessment of $9,720, amounting to a rebbate of $72.90 on taxes paid. For the Library Fund, ten cents on each $ 100 of valuation, Total tax levy on the assessed valuation of all property, seventy-five cents on each $ 100 of valuation Adopted by unanimous vote. A draft of an ordinance, amending Section 1 of Ordinance No 11, entitled, "An ordinance requiring certain places to close between the hours of 12 o'clock midnight and 4 o'clock a. m. of the following day," and providing for a special li- cense to permit said places to remain open on special stated occasions, was submitted and referred to the Ordinance Committee. The matter of repairing the culvert at the intersection of First and P. streets was referred to the Street Committee with power to act. The Clerk was instructed to notify Jas. The License Committee presented Ordinance No -, amending Section 1 of Ordinance No 11, entitled, "An ordinance requiring certain places to close between the hours of 12 o'clock mid- night and 4 o'clock a. m. of the following day," which was read first time. A delegation of citizens appeared before the Board to protest against the nuisance of stagnant water at Wagoner's C vinery. The report of Health Officer M- Gill and views of the protesting citizens were heard after which it was decided that the Town Trustees and the Board of Health should visit the premises complained of on Wednesday at 9 a.m. and endeavor to devise a remedy for existing conditions. Dr. Martin Fisher addressed the Board on the necessity for action in regard to preventing bubonic plague by exterminating rate and clearing away the rubbish that harbors them The Board adjourned to Tuesday evening, October 15th A. The members of the Board, the members of the Board of Health and citizens present discussed meas- ures for preventing bubonic plague x as a result of the discussion the following resolution was offered by Trustee Murphy, who moved its adoption: Whereas, It appears to the Board that necessity for action in the matter of preventing bubonic plague exists, be it Resolved, That the Marshal be and he is here- by instructed to act as ex-officio inspector, and that he shall make a house-to-house canvass to urge householders to immediate action in the matter of removing garbage and killing rats and be it further, Resolved, That a bounty of 10 cents be paid out of the town treasury for each rat so caught within the town limits on delivery to said Inspector Approved by unanimous vote. The Health Officer reported the existence of a nuisance on Carlo Ferrario's property in the western part of town. The Marshal was directed to inform Mr. Ferrario that he must abate the nuisance without delay. No further business appearing the Board adjourned to Monday evening the 21st inst. A. L. Bids for gravel were received in accordance with the official adver- tisiment and read as follows: California Transfer Co. - $ 1.20 per yard delivered and scattered; $ 1 per yard delivered $ W. H. Boroleo - 1.10 per yard delivered. C D. MDonald - 90 cents per yard delivered and scattered $ Theodore Johnson - 139 to deliver 200 yards of creek gravel to any part of town. Action on awarding the contract was postponed until Wednesday evening and the Clerk was instructed to notify the various bidders to appear before the Board. Applications to keep their places of business open between midnight and four a. m. of the following day were received from the following saloon-keepers for the dates mentioned: John Sweeny- November 27th Iverson & Mohr- November 23d & 24th. Thomas & Madsen - November 23d, 24th, 26th and 27th. Plath & Jensen - November 23d and 24th. The License Committee reported favorably on all the applications for all dates except Sunday. The special licenses were granted with these ex- ceptions by unanimous vote of the Board The Finance Committee reported favorably on the claims of the California $ Transfer Co., for 8.90 for hauling and on motion the Clerk was instructed to draw warrant for the same. The Board of Town Trustees met in adjourned session at 8 oclock p. m. on the above date with all the members present as follows: Trustees Beck, Knox, Mathiesen(sic), Murphy and Ryan, Trustee Knox presided. In the matter of letting the contract for hauling gravel, it was moved by Trustee Ryan, seconded by Trustee Mathiesen(sic), and carried by unanimous vote, that thirty working days be allowed for delivery. Theodore Johnson, the lowest bidder, being unable to deliver the gravel within the time limit imposed withdrew, and it was moved by Trustee Ryan, seconded by Trustee Mathiesen(sic), C that the bid of David MDonald, second lowest bidder be accepted. Carried. Applications for special licenses were made by saloon-keepers for the following dates: T. B. Nunez - November 23d Iversen & Moher - November 26th and 27th Plath & Jensen - November 25th. The License Committee recommended the granting of licenses to Iversen & Moher and Plath & Jensen but reported adversi- ly on the application of T. B. Nunez as the necessary five days allowance had not been made between the date of application and the date for which license was desired. On motion of Trustee Mathiesen(sic), seconded by Trustee Ryan, the report of the License Committee was accepted and the licenses recommended were granted by unanimous vote. Geo Wright and W. A. Mitchell appeared before the Board and received the complaint of the citizens of the eastern part of town against the stagnant drainage water from Wagoner's Winery. The Clerk was instructed to com- municate with the Health Officer and direct him to interview H. B. Wagoner and if he found that the nuisance complained of had not been abated to order the work done immediately under penalty of stringent action by the Board.
