Roll Call Present, Trustees Lassen, Schrader, O Donnell, Mathiesen, Absent; Trustee Ryan. President Mathiesen in the Chair. Minutes The Minutes of the last Regular and adjourned meetings were read and approved. - Reports of Officers - The Reports of the Clerk, Marshal, and Treasurer were read compared and ordered placed on file. A Report from the Health Officer C Dr. H. G. MGill, for the half year July 1st to Dec 31st 1912 was received and given special compliment by the Board Claims.- The following claims were examined and approved by the finance Committee. Roll Call Present Trustees Lassen, Schrader Mathiesen - Absent Trustees O Donnell and Ryan. President Mathiesen in the Chair. Claims, The claim No 139- of the Livermore Water and Power Co for Water was approved by the Finance Committee and on Motion of Trustee Lassen seconded by Trustee Schrader a $ Warrant was ordered drawn for 70.00 Total Warrants allowed last Meeting 770.70 Total of All Warrants allowed for the Month 840.70 The Claims N0 138 of the Liv. Water and Power Co. for Fire Hydrants installed in the Northern Addition was laid over for further consideration,. - Class B Restaurant License - An Application for a Class B. Restaurant License was received fro Marcovich(sic) and Bokanovich to do business on the South side of First Street Between J and K Sts on the Premises of Gabriel Jadoon. Recomended(sic) by Freeholders E. Pronzini, Chester M. Beck, Chas. E. Beck H. P. Winegar, H. W. Hupers, Chas. S. Victor, The Application was Approved by the License Committee, and on Motion of Trustee Lassen seconded by Trustee Schrader the license was ordered issued Garbage Cans The Town Marshal was instructed to purchase three News Garbage Cans, for the Town. Notify Bondsmen. The Clerk was instructed to notify the Bondsmen of Thos. M. Twohey Jr. to pay the deficiency, of his recient(sic) contract, with the town. The Board adjourned D. A. Supplies to W. S.Small family 5.00 Total allowed out of All Funds 1914.10 Request Fire Hydrant - Station Agent H. A. Rotermund of the W.P.R.R. Co appeared before the Board and requested the placing of a fire Hydrant at Oak and I. Sts, in the Ladd Track, for the protection of the above named Company's Cotton Ware house. Mr. Bissell of the Liv. Water and Power Co. was present and agreed to install a four inch fire hydrant, at the location requested, as soon as possible. Mr Rotermund also requested the Board to appoint two watchmen for the W.P.R.R. Co's cotton ware house said watchmen's salaries to be paid by the W.P.R.R. Co. - Appointment of Watchmen - Moved by Trustee O Donnell and seconded by Trustee Schrader that Geo. F. Peters and Jas. F. Alvarado be appointed watchmen at the W. P. R. R. Co's cotton warehouse as requested, said watchmen to be paid by the W. P. R. R. Co. Motion carried and so ordered. - Test Fire Hydrants - The chief Engineer of the Fire Department was instructed to test the two Fire Hydrants recently installed, by the Liv. Water and Power Co in the Northern Addition in the presence of the Fire and Water Comtee. Petition for Street Lights - A Petition was received from Fourteen residents of the Northern Addition asking the Board to place two street lights on North L. Street. The Petition was refered(sic) to the Fire and Water Committee. - Bondsmen Pay_ President Mathiesen reported that the Bondsmen of Thos M. Twoher Jr. had paid his deficiency, and that the creditors had been paid. - Cumunications(sic) - A Cumunication(sic) was received from the Liv. Water and Power Co calling the attention of the Board to the damage being done to the street lights, by boys with air guns The Marshal was instructed to inforce(sic) the ordinance forbidding the use of air guns and fire arms within the corporate limits of the town and also to have the Ordinance published in the Official paper. - Cummunication(sic) regarding suit - A Cummuniation(sic) was received from District Attorney W. H. S. Hynes in reference to the suit brought by the Dustless Roads Company against the County of Alameda After some discussion, of the extent of the town's liability in the matter the cummunication(sic) was placed on file. - Bids for Town Advertising - Trustee Lassen offered the following Resolution and moved its adoption. Resolved, That the Clerk of the Town of Livermore is hereby instructed to advertise for two weeks in a newspaper of general circulation in the Town of Livermore, Alameda Co. California, for bids for the town advertising required by law to be printed and published in a newspaper printed in said town. All bids shall be in accordance with the following specifications terms and conditions; The price per square consisting of nine lines of nonpareil type, for the first in- sertion and the price for each sub- sequent insertion. The contract for said printing shall continue for one year from the date of letting the contract. Said bids shall be delivered in a sealed envelope to the clerk of the Town of Livermore, in person, marked "Bids for Town Advertising" and must be delivered to said Clerk before the hour of 7-30 P. M. on Monday th evening Feb. 17 1913. Said bids shall be opened by the Board of Trustees of the Town of Livermore in open session and shall be examined and publicly declared. Said Board reserves the right to reject any and all bids. The person receiving the award of the contract for the advertising herein shall within three days thereafter enter into a written contract with said town for said advertising for a period of one year, and shall furnish to said town a good and sufficient bond $ in the sum of 200., with two sureties who shall be acceptable to the Board for the faithful performance of said contract. After said bond shall have been approved by the Board it shall be filed by the Clerk of the town. The work performed under the contract shall be paid monthly in the way provided by law. rd Dated Livermore Calif. Feb. 3 1913. The motion to adopt the above resolution was seconded by Trustee Schrader and adopted by the following vote Ayes, Trustees O Donnell, Schrader, Lassen, Ryan, Mathiesen. Noes: None. Absent none. Present Trustees Schrader, Lassen Mathiesen O Donnell Tr. Ryan. President Mathiesen in the chair. Report of Fire Hydrants tested - The Tire and Water Committee reported that the Fire Hydrants recently in- stalled in the Northern Addition by the Liv. Water and Power Co, had been tested by the Chief Engineer of the Fire Department in their presence. The Fire and Water Comtee were given untill(sic) the next regular meeting of the Board to file their final report on the acceptance of the Fire Hydrants. The above mentioned Committee also reported that the Liv. Water and Power Co. had been instructed to place a street light at Junction and Highland Avenues Clerk to notify Property Owners. The Clerk was instructed to notify Mrs. May Owens, Mrs. M. S. Anthony, and Gabriel Jadoon to have the side walk in front of their respective premises put in pass- able condition and also to notify Mr. Gabriel Jadoon to put in cement curbs on the J. and 2nd St. sides of his property. Resolution from Woman's Imp. Club. A Resolution, as adopted by the Woman's Improvment(sic) Club, asking the Board to repeal the special liquor license, relating to saloons remaining open after 12 oclock Mid- night, was received, Action on the Resolution was laid over to the next regular meeting of the Board. - Complaints of Loose Stock - Complaint was made to the Board of the number of loose stock running at large on the streets of the Town of Livermore, The Marshal was instructed to see that the Pound Ordinance is strictly inforced.(sic) The Board adjourned to meet th Feb. 17 1913 D. Present Trustees Ryan, Schrader Lassen, Mathiesen Absent Tr. O Donnell. President Mathiesen in the Chair. - Bids for Town Advertising - A Bid to do the Town advertising for one year, was received from A. S. Henry as follows, For the first insertion 75 cents a square, for each subsequent insertion 50 cents, Moved by Trustee Ryan and seconded by Trustee Schrader that the bid of A. S. Henry to do the Town advertising be excepted Motion carried and so ordered. Petition A Petition was received from a number of citizens interested in the Horse show st to be held Mar. 1 1913 asking that certain streets be kept clear of Automobiles from 1 to 2-30 oclock P. M. on that day. The request was granted and the Marshal was instructed to keep the streets clear of Automobiles from 1 to 2-30 P. M. State Highway John J. Callaghan who represented the Board of Town Trustees before the State Highway Commission at Sacramento recently, reported in detail the result of the conferance(sic) and the report will be presented in writing and published later. Vote of Thanks - Moved by Trustee Ryan and seconded by Trustee Lassen that a vote of thanks be extended to Mr. John J Callaghan in appreciation of his services. Motion carried and so ordered. MVicar 2.00 Antone Joseph 3.00 $ Schrader and Montgomery 3.50. - Dog Licenses - The Clerk was instructed to insert a notice in the Official Paper of the Town, notifying the public not to pay any more Dog licenses to the present Pound Master Mr. Edward Conrad. No Special Liquor Licenses It was agreed by the Board that no more Special Liquor Licenses for allowing saloons to keep open after 12 oclock Midnight shall be granted. Delegate to State Highway Commission John J. Callaghan the representative of the Board at the recent conference with the State High- way Commission at Sacramento presented his written report which was ordered published in the local papers. rd Report filed with the Officers Repots Mar. 3 1913. Report of Water Co. The Anual(sic) Report of the Livermore water and Power Co for the year 1912 was received and refered(sic) to the Fire and Water Committee. Display of Fire works. The Committee of Don Carlos Council No 6, I. D. E. S. were given permission to have a display of Fire works at their grounds during the celebration of rdth May 3 and 4 1913. Bond Accepted On motion of Trustee Schrader seconded by Trustee Lassen. The Bond of A. S. Henry in the sum of $ 200. to do the Town publishing for the ensuing year, with M. G. Callaghan and N. D. The License Committee reported favorably on all the Applications And on motion of Trustee Schrader seconded by Trustee Lassen the Licenses were ordered issued Ordinance Regulating Moving Picture Shows - Trustee Lassen introduced an Ordinance, "Regulating the construction, Maintenance, and operation of Moving Picture shows in the Town of Livermore, and providing a penalty for the violation there of," which was read and laid of to the meeting th of Mar 17 for further consideration. th The Board adjourned to meet Mar 17 D. Roll Call Present Trustees Schrader, Ryan and Mathiesen, Absent Trustees O Donnell and Lassen. President Mathiesen in the Chair. Application for a Liquor License. An Application for a Liquor license was received from Ferrario and Gardella, which was returned to the Applicants for correction. Ordinance Regulating Moving Picture Shows. After some discussion by the members of the Board present, action on the Ordinance, "Regulating the Construction, Maintenance and Operation of Moving Picture Shows in the Town of Livermore and providing a penalty for the violation there of." was laid over to the next regular meeting. General Welfare After some discussion concerning Nickel Dances, Removing Porches on First Street and other matters concerning the welfare of the Town. the Board adjourned D. A. M Roll Call - Present Trustees Ryan, O Donnell Schrader, Lassen, Mathiesen. President Mathiesen in the Chair. - Object of Meeting - President Mathiesen stated that the object of the meeting was to raise funds for the suffers of the recent Great Floods and Cyclones in the Eastern States - Resolution - After some discussion by the members of the Board, Trustee O Donnell introduced the following Resolution; Resolved That the Town of Livermore donate out of the General Fund the sum of One Hundred Dollars toward the alleviation of the distress in the States affected by the recent cyclones and undation(sic) there The donation to be forwarded to the Red Cross Society for distribution. seconded by Trustee Lassen and adopted by the following vote Ayes- Trustees Ryan, O Donnell, Lassen, Schrader, Mathiesen. Noes - None. Absent None It was suggested, that any citizens who wished to donate to the cause, to leave their donations at either of the local banks, to be forwarded with the Town of Livermore's donation. Invitation An Invitation was received from the Haywards Blossom Festival Committee inviting the Board to be present at the Floral parade th on Sat Mar 29 1913 Cummunication(sic) A Cummunication(sic) was received from the State Rail Road Commission regarding the sale of the Electric light and Water plant of the Livermore Water and Power Co. which was ordered placed on file. Application for Building Permit - An Application for a Building Permit was received from the Farmers and Merchants Notional Bank to erect a one story reinforced concret(sic) building 85 by 60 ft to be occupied as stores and post Office, On the East side of Lizzie Street between First Street and the Central Pacific Railroad Reservation. The Building Committee reported favorable on the Application, and on motion of Trustee O Donnell seconded by Trustee Ryan the Permit was granted by a unamanous(sic) vote. Ordinance No 77. An Ordinance providing for the Muzzling of dogs in the Town of Livermore and Providing for the disposal of dogs and other animals in event of disease epidemic, providing a penalty for violation of certain provisions there of and Repealing all Ordinances or pars of Ordinances in conflict here with. was given second reading and on motion of Trustee O Donnell seconded by Trustee Lassen 5 Nov. 10, 1913 the foregoing Ordinance was th adopted and passed this 10 day of November 1913 by the following vote Ayes, Trustee Ryan, Trustee O Donnell, Trustee Lassen, Trustee Mathiesen, Noes, None. Absent Trustee Schrader. Resolution Requiring Liquor Dealers to be Citizens. Whereas, it appears that the fest interests of the community demand that the holders of retail liquor licenses in the Town of Livermore shall be residents of the Town Tax payers of the State of California and citizens of the United Stated therefore be it Resolved That the Board of Town Trustees of the Town of Livermore will not hereafter consider any application for a liquor license which does not confirm(sic) to these requirments(sic) and be it further Resolved, That the definition of citizenship shall be a native born citizen or one regularly and fully admitted to all the rights of citizenship and a qualified voter of the State of California Introduced at a regular Meeting of the Board of Town Trustees of the Town of Livermore held on the th 10 day of November 1913 by Trustee Ryan, seconded by Trustee Lassen, and adopted by the following vote Ayes, Trustees Ryan, Lassen, O Donnell, Mathiesen, Noes None., Absent Trustee Schrader.
