Minutes The Minutes of the last Regular Meeting were read and approved as read. - Reports of Town Officers - The Monthly Reports of the Clerk, Marshal, Recorder and Treasurer were read compared and ordered placed on file C The Health Officer, Dr. H. Report of License Committee. The License Committee reported favorable on the above Applications and on Motion of Trustee Schrader seconded by Trustee Lassen the Licenses were granted by a unamanous(sic) vote. - Removal of two Street Lights - - over - Trustee O Donnell stated that the Board was paying for two street lights at the Library Park that were not needed there, since the new system of Park lighting was installed and recomended(sic) their removal to other parts of town where street lights were needed. The Matter was refered(sic) to the Fire and Water Committee with power to act. Repairs to Roof of Town Hall President Matthiesen(sic) stated that the roof of the Town Hall was leaking and in need of repairs after some discussion by the members of the Board, the President was instructed to have the needed repairs made. Industrial Accident Insurance. The Clerk was instructed to apply to the Industrial Accident Commission, for accident Ins- urance on the different Municipal employees. Roll Call Present Trustees Ryan, O Donnell, Schrader, Lassen, Mathiesen President Mathiesen in the Chair Industrial Accident Insurance. On motion of Trustee Ryan seconded by Trustee Lassen The Clerk was instructed to file the Application for Accident Insurance on all the Municipal Employees with the State Industrial Accident Insurance Commission. League of California Municipalities. A Cummunication(sic) was received from the League of California Municipalities requesting the Board to attend a meeting of the League in San Francisco th on Feb 12 1914 at 10 oclock A. M. for the purpose of organizing a Bay Cities branch of said League. On Motion of Trustee Lassen seconded by Trustee O Donnell it was decided, that this Board be represanted(sic) at the meeting. St. 1.000 Total Warrants allowed 875.40 - Advertisment(sic) by Photographs - The Rev. W. S. Howard appeared before the Board and made some extended remarks on the matter of advertising the town, by placing groups of photographs in the waiting rooms of the two railroad depots President Mathiesen(sic) stated he would take the matter up with The Rev Howard and report at an early date. - Tramp Nuisance - A Petition was received from Henry Meyers and twenty three other residents of the Northern Addition protesting against Tramps. camping at the Western Pacific cattle corral. The Marshal was instructed to visit the Western Pacific cattle corral two or three times a day and abate the nuisance. Chicken Nuisance Mr. L. C. Cull appeared before the Board and complained of the Chickens eating the seed on lands farmed by him in the Southern Addition. The Marshal was instructed to notify the Chicken owners in the vicinity to keep their chickens off the lands or they would be prosecuted for violation of the Town Ordinance State Compensation Insurance On motion of Trustee Ryan seconded by Trustee Lassen The Clerk was instructed to take out insurance on the employees of the Town including all the members of the Livermore Fire Department. Public Pound The Marshal was instructed to locate a suitable place for the Public Pound. Home Rule in Taxation. A Cummunication(sic) was received from the Secretary of the League of Calif. Municipalities requesting the Board to pass a resolution urging the citizens of the Town to give it their active support as Constitutional Amendment No. Seven. Notice to Lay cement sidewalk and gutter. The Clerk was instructed to notify Mus. M. AS. Anthony to have a cement side walk and gutter laid in front of her property on J. t. to confirm(sic) with that recently laid by the Thomas estate. Fire Department The Chief Engineer was instructed to make arangments(sic) with two of the Garage's of the Town to have the Fir Apparatus taken to fires and drills by Automobile at a cost of Three Dollars per month each. Resolution Calling for Bids for Town Advertising Resolved: That the Clerk of the Town of Livermore is hereby instructed to advertise for two weeks in a newspaper of general circulation in the Town of Livermore, Alameda county, California for bids for the Town advertising required by law to be printed and published in a newspaper printed in said town. All bids shall be in accordance with the following specifications terms and conditions: The price per square consisting of nine lines of nonparell type, for the first insertion, and the price for each subsequent insertion. The contract for said printing shall continue for one year from and date of letting the contract. Said bids shall be delivered in a sealed envelope to the Clerk of the Town of Livermore, in person, marked "Bids for Town Advertising" and must be delivered to said Clerk before the hour of 7-30 P. M. on th Monday evening Feb. 16 1914. Said Bids shall be opened by the Board of Trustees of said Town of Livermore in open session and shall be examined and publicly declared. Said Board reserves the right to reject any and all bids. The person receiving the award of the contract for the advertising herein shall within three days there after enter into a written contract with said town for said advertising for a period of one year, and shall furnish to said Town a good and sufficient $ bond in the sum of 200, with two sureties who shall be ac- ceptable to the Board, for the faithful performance of said contract. After said Bond shall have been approved by the Board it shall be filed by the Clerk of the Town The work performed under the contract shall be paid monthly in the way provided by law, nd Dated Livermore Calif. Smith Clerk Ordinance No _____ An Ordinance granting to the Standard Oil Company (a corporation) permission to locate, erect, operate and maintain any warehouse, or tankage(sic) or both and the other necessary buildings on a certain tract of land des- cribed as follows; About three acres land bd. on N. by Western Pac R. R. Co. on South by S. P. R. R. Co. on East by Southwesterly line of Sec. 9. and on West by Hughes property, for the storage and distribution of petroleum and its products and other kinds of Merchandise handled by said Company. was introduced by the Ordinance Committee and given first reading. - Legal Opinion - The Clerk was instructed by the President of the Board to present the Ordinance to H. A. Mason secretary of the league of Calif Municipalities for his legal opinion on the same. th The Board took a recess to Feb. 9 a D. A. Smith . Approved. Clerk F. M. - Roll Call - Present Trustees Schrader, Lassen Mathiesen(sic), O Donnell. Absent Trustee Ryan. President Mathiesen in the Chair. - Request for further time - The Rev. Clifford appeared before the Board on behalf of Mrs. M. S. Anthony and requested the Board to grant her further time in which to lay the cement side walk and gutter in front of her premises on J. St. After some discussion by the members of the Board the matter was laid over for further consideration, - Town Claims - The following Claim was examined and approved by the Finance Committee and on motion of Trustee O Donnell seconded by Trustee Lassen a warrant was ordered drawn for the amount. - General Fund - $ State Compensation Fund 424.74 (Insurance Premium of Municipal Employees.) nd Warrants allowed Feb. 2 875.40 $ Total Warrants allowed for Month 1300.14 - Standard Oil Ordinance - Mr. W. J. Locke assistant Secretary of the Calif League of Municipalities presented his written opinion on the above mentioned Ordinance stating "that there is nothing in the present Ordinances submitted which would or could deprive the town of any of its rights" also stating "that the Ordinance could not be construed as a franchise." Mr Locke also present a small ammendment(sic) to the ordinance which he thought might be added if the Board saw fit to do so. After some discussion by the Board it was decided to pass the Ordinance as presented and nd read at the meeting of Feb. 2 1914 - Opinion filed with Ordinance No 78 - (Ordinance Book) - 18 Feb. 9, 1914 Ordinance No - 7 8 - An Ordinance granting to the Standard Oil Company (a corporation) permission to locate, erect, operate and maintain and warehouse, or tankage(sic) or both and other necessary buildings on a certain tract of land described as follow; About three acre of land bounded on North by Western Pacific R. R. Co, on the South by S. P. R. R. Co; on East by Southwesterly line of Sec. 9. and on West by Hughes property, for the storage and distribution of petroleum and it s products and other kinds of merchandise handled by said Company. was given second reading and on motion of Trustee O Donnell seconded by Trustee Lassen the fore going Ordinance was adopted th and passed this 9 day of February 1914, by the following vote. Ayes Trustees, O Donnell, Schrader, Lassen, Mathiesen, Noes None. Absent Trustee Ryan. D. A. Smith, Clerk - League of Calif Municipalities - The Official Programe(sic) for the meeting of the May Cities branch of said League, to be held in th San Francisco on Feb. 12 1914 was received and ordered placed on file. Ordinance No ____ An Ordinance fixing a tax on Dogs and providing for the collection of the same, was given first reading. Application for a Building Permit. An application for a Building Permit was received from Mrs. Katie Gorner, to reconstruct a frame building on the nd South side of 2 St between J and K. Sts. The Building Committee re comended the granting of the Permit. and the Permit was granted by a unamanous(sic) vote. The Board took a recess to th 7-30 P. M. Feb. 16 1914 D. A. Smith Approved. . M. - Roll Call - Present Trustees Ryan, Schrader, Lassen Mathiesen, Absent Trustee O Donnell, - President Mathiesen in the Chair - - Bids for Town Advertising - A Bid to do the Town Advertising for one year was received from A. L. Henry Publisher of the Livermore Herald, as follows, For the first inserting 75 cents a square for each subsequent insertion 50 cents Moved by Trustee Ryan and seconded by Trustee Schrader that the Bid of A. L. Henry, Publisher of the Livermore Herald" to do the Town advertising for one year be excepted Motion carried and so ordered. Ordinance No 7 9 - An Ordinance fixing a tax on dogs and providing for the collection of the same. was given second reaching and on motion of Trustee Lassen seconded by Trustee Ryan the fore going Ordinance was th adopted and passed this 16 day of February 1914. by the following vote Ayes Trustees Ryan, Schrader, Lassen, Mathiesen, Noes. None Absent Trustee O Donnell D. A. Smith Clerk - Cummunication(sic) - A Cummunication(sic) was received from Mrs. A. L. Jadoon asking permission to move the old coal shed nd located on the lot at 2 and J Sts st to the lot at 1 and J. Sts., also to repair the roof of the building known as the shoe maker shop st on the lot at 1 and J. Sts. Permission to move the old coal shed was denied and the Clerk was instructed to notify Mrs Jadoon to present her plans, for repairs to the building known as the shoe maker shop in the form of a regular application for a Building Permit, - Street Improvment(sic) - Mr. Geo. Nelson C. E. of the Municipal Service Association of San Francisco, appeared before the Board and presented different ideas on Street and sidewalk improvments(sic) He also quoted sections of the Street Improvment(sic) laws The Board then adjourned Approved. St. requesting the Board to rd place additional Lights at 3 th and L. Sts and at 4 and L. Sts. also requesting the Board to have rd the culvert at 3 and L. Sts enlarged The Petition was refered(sic) to the Street and Fire and Water Committees with power to act. - Protest against Telephone Poles. Mr. John J. Callaghan appeared before the Board on behalf of the Farmers and Merchant National Bank and filed a protest against the two Telephone poles standing in front of the Bank's property on the East side of Lizzie Street between First St and the C. P. R. R. reservation. The Clerk was instructed to notify the Telephone Company to remove the poles. Mr. Callaghan also stated that the Farmer's and Merchants National Bank would install 3, Electroliers and pay all costs of same if the Board would pay for the Electricity the Three Electroliers to be located in front of the Bank's property on st Lizzie St between 1 St and the C. P. R. R. reservation. The Matter was refered(sic) to the Fire and Water Committee. - Application for Building Permit - Two Applications for Building Permits were received from D J. Murphy One to erect a corugated(sic) Iron Garage rdC on 3 St between Lizzie and MLeod Sts. and the other to repair the roof of his building on the Steven's estate and also to put a new glass front - Report of Building Committee - The Building Committee reported favorable on the Applications and on Motion of Trustee Ryan seconded by Trustee O Donnell the Permits were granted by a unamanous(sic) vote. - Application for Electroliers - Trustee O Donnell made application for six Electroliers to be established in front of his property known as the Valley Hotel Block. Mr O Donnell to pay cost of Electroliers and installing same, the Board to pay for the Electricity The matter was refered(sic) to the Fire and Water Committee. - Application for Building Permit - Mr. G. Jadoon presented an Application for a Building Permit asking to move the front of the small building., and repair the roof, by placing corugated(sic) Iron on same said building known as the shoemaker shop on the stnd South side of J St between 1 and 2 Sts. The Application was refered(sic) to the Building Committee with power to act. - Advertising by Photographs - The President of the Board was authorized to spend about Thirty five dollars for Photographs to be framed and placed in the two Railroad Depots The President was also authorized to have the Motor Vehicle signs at the different entrances to Town repaired and painted and to have new signs painted reading "Livermore City Limits" Application for Moving Picture Show Mr. Max Berlin presented an Application for a license to conduct a moving picture show in the building located on the South East corner nd of 2 and J. Sts - over - C Owner of premises P. H. MVicar The License Committee reported favorable on the Application and the License was granted by a unamanous(sic) vote. Approval of Bond of A. L. Henry - The Bond of A. L. Henry in the $ sum of 200. with M. G. Callaghan and N. D. Dutcher Jr. as sureties was approved - - Notice to lay Side Walk. The Clerk was instructed to notify the Steven's estate to lay cement side walks and gutters in front of their property on the West side of Lizzie St between First St and the C. P. R. Roll Call Present - Trustees Ryan, Lassen Mathiesen - Absent Trustees O Donnell and Schrader - President Mathiesen in the Chair. Resolution Calling for Municipal Election. Trustee Ryan moved the adoption of the following Resolution which was seconded by Trustee Lassen. Whereas Section 852 of the General Laws relating to Municipal Corporations of the sixth Class provides that a general Municipal election be held on the second Monday in April in each even numbered year be it Resolved, That the Clerk be and is here by directed to give public notice of such Municipal Election to take place on Monday April, th 13 1914 by four publications in the Livermore Herald the official paper of the Town of Livermore, the officers to be elected at such election being; 1. Member of the Board of Trustees (full term) 2. Member of the Board of Trustees (full term) 3 Member of the Board of Trustee (full term) 4 Clerk. 5 Treasurer. Wright presented the Plans and specifications of the sewer improvments(sic) C contemplated on MLeod St. J. St and Pine Street and on Motion of Trustee Wilson seconded by Trustee Ryan the Plans and Specifications submitted by Engineer L. E. Wright were adopted by a unamanous(sic) vote. Resolution of Intention No 1. Resolved, That it is the intention of the Board of Trustees of the Town of Livermore to order the following work to be done and improvments(sic) to be made to the sewer system in said town, to wit. That a sewer having an internal diameter of 6 inches be constructed C along the center line of MLeod Street from the manhole on the center line of East First Street to the manhole on the center line of East Second Street, a distance of 293 feet, and that 3 y branches having five inch openings be constructed on the aforesaid sewer. Also, That a sewer having an internal diameter of six inches be constructed along the center line J. St form the man hole on the center line of First Street to the manhole on the center line of Second Street a distance of 281 feet, and that six y branches having five inch openings be constructed on the aforesaid sewer. Also, That a sewer having an in- ternal diameter of six inches be constructed along the center line of J. Street from the manhole on the center line of Fourth street to the manhole on the center line of Fifth Street, a distance of 280 feet, and that four y branches having five inch openings be constructed on the aforesaid sewer. Also, That a sewer having an in- ternal diameter of six inches be constructed along the center line of Pine Street from the center line of N. Street to the center line of P. Street, to connect with the main sewer on P. St a distance of 760 feet, and that 20 y branches having five inch openings be constructed on the aforesaid sewer. Also, That two concrete manholes having cast iron tops be con- structed one at the point of intersection of the center line of N. Street with the point of intersection of the center line of Pine Street, and one at the point of intersection of the center line of Pine Street with the point of intersection of the center line of P. Street. It is further resolved and de- termined that Serial Bond No 27 bearing interest at the rate of 4½ per cent per annum, and ex tending over the period of Twenty one years from the date of issue, shall be issued to represent the cost and expense of said work and in the manner and form prescribed by law. All said work shall be done in accordance with the plans and specifications heretofore adopted for doing said work, and now on file in the office of the Town Clerk. The Clerk shall cause this Resolution of Intention to be published twice in the "Livermore Herald" the official newspaper of the Town of Livermore. Bids for Fire Alarm System - The time for opening Bids for the Fire Alarm system having arrived, Trustee Harron moved the opening of the Bids be postponed to 9 oclock P. M. seconded by Trustee Lassen The motion carried and so ordered The Board then took up the matter of the Town Finances to asertain(sic) if there was sufficient funds on hand to meet the payments for the Fire Alarm system should they conclude to let the contract for same. After a careful investigation the Board decided that the funds did not warrant the expenditure at this time President Mathiesen then called Mr Daggett of the Starr Elec. Co and Mr Schute of the Gamewell Fire Alarm Co before the board and made a statement to them regarding the Financial condition of the town and requested them to with draw their Bids un opened as they were the only Bidders. Both Mr. Dagget and Mr Schute agreed to the proposition, and the Clerk returned the Bids to the two bidders unopened. The Board then adjourned Approved: F. Mathiesen(signed) D. A.
