CALL TO ORDER
The Jefferson City Tax Increment Financing Commission was convened at 3:00 p.m. in the large
conference Room at City Hall, 320 E. McCarty.
ATTENDANCE
The following committee members were present:
Present: Marc Ellinger, Larry Benz, Dr. Brian Mitchell, Tom Reichard,
Robert Gammon, Garry Taylor, Helen Rigdon,
Absent: John Schnitzler, Patrick Lynn, Darryl Winegar, Jason Hoffman
City Staff Present: City Counselor Drew W. Hilpert, Chief Accountant Sheila Perre,
Accountant Cara Sankey, Assistant City Counselor Jeremy Cover
Others: Joe Lauber, Joe Bednar, Daniel Winn
Election of Officers
As the only nominee and by consent, Marc Ellinger was elected Chairman.
As the only nominee and by consent, Dr. Brian Mitchel was elected Vice -Chair.
TIF 101 Class
Special Advisor Joe Lauber gave a presentation called TIF 101 discussing the basics of tax increment
financing, other economic incentives, and the Commission's role in the TIF process. Discussion was held
by the committee regarding the class.
Discussion of terms of non -city appointees
The discussion of the terms of the non -city appointees was tabled due to a lack of a quorum of City
Appointees. This discussion will be placed on the next agenda.
Discussion of an RFP Policy.
Special Advisor Joe Lauber provided a proposed RFP for developers for TIF projects. The Commission
reviewed and discussed amendments. An amended copy was adopted by the following motion and
vote:
Motion to approve the amended RFP policy by Larry Benz. Second by Dr. Brian Mitchell.
The amended motion is attached.
NEW BUSINESS
The committee determined Drew Hilpert would contact the members to schedule the next meeting.
The meeting was adjourned at 4:25 p.m.
