REGULAR COUNCIL MEETING, APRIL 6, 2020
CALL TO ORDER
Mayor Carrie Tergin called the April 6, 2020 City Council meeting to order at 6:03 P.M.
Due to the stay at home order related to COVID-19, issued by Cole County, the City
Council meeting was made available for viewing on the City’s Facebook page:
https://www.facebook.com/CityofJefferson.
ROLL CALL
The f ollowing Council Members were present via WebEx for roll-call:

Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham to adopt an amended agenda, adding item
19(a.) under New Business, “Discussion of an EDA Grant Application”. Councilman
Mihalevich seconded the motion. There being no objection, the motion to adopt the
amended agenda was approved unanimously.
MISCELLANEOUS AGENDA ITEMS
There were no miscellaneous agenda items at this time.

There were no public hearings at this time.

The following appointments were recommended. Councilman Graham motioned to

ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF
All City meetings and cancellations can be found on the City’s calendar at
jeffersoncitymo.gov.
Mayor Tergin announced the retirement of Fire Captain Darren Reuter. Matt
Morasch, Director of Public Works, announced the upcoming retirement of Airport
Manager, Ron Craft. Both City employees had many years of service with the City
and were scheduled to receive recognition at the City Council meeting before the
COVID-19 cancellation of Miscellaneous Agenda items.
Sonny Sanders, Director of Planning and Protective Services announced the
suspension of the citywide Spring Clean Ups and Bulk Pickups. All trash must be
bagged and placed in a Republic cart. Residential curbside recycling is suspended
until further notice. More information can be found on the home page of the City’s
website: www.jeffersoncitymo.gov.
Mr. Morasch announced the suspension of parking enforcement in the downtown
area and at the City Parking Garage at 201 Madison Street. All fixed route fares for
JEFFTRAN are temporarily suspended. Extra sanitation measures are being taken
on all City buses.
Late fees on City wastewater sewer bills for the March 2020 service period will be
waived. With the closure of City Hall to the general public until further notice,
sewer bills may be mailed-in, paid online, at convenience locations, and at the City
Hall drop box. More information can be found on the home page of the City’s
website: www.jeffersoncitymo.gov.

A motion was made by Councilman Graham and seconded by Councilman Mihalevich to
approve consent agenda items a. through g., with the exception of c. The motion was
approved unanimously.
Item c. was then brought up for a separate discussion and vote. Mr. Morasch presented
the item. After Staff and City Council discussion, a motion was made by Councilwoman
Wiseman and seconded by Councilman Mihalevich to approve item c. The motion was
approved unanimously.

After Staff and City Council discussion, Councilman Mihalevich motioned, and
Councilman Graham seconded the motion, to award the contract to Missouri Builders
Services. If Missouri Builders Services is unable to fulfill the contract due to the COVD-19
environment, the contract will be awarded to Watkins Roofing.

Councilwoman Wiseman motioned and Councilman Prather seconded the motion to
approve the March 16, 2020 Closed Session Minutes. The motion passed by the following

NEW BUSINESS
Mr. Moehlman presented an opportunity to apply for an EDA grant which would include a
conference center on the Missouri State Penitentiary (MSP) Development Site . Mr.
Moehlman indicated that if the City Council chose not to include a conference center at a
later time, the City could withdraw the application, or reject any grant funds if it’s too late
withdraw the application.
Councilman Fitzwater motioned to direct Staff to apply for an EDA grant which would
include a conference center on the MSP site. Councilman Graham seconded the motion.

UNFINISHED BUSINESS
Councilman Kemna and Councilman Mihalevich respectively a sked City Staff for an
update on the demolition of 200 East High Street and the Jefferson City Memorial Airport
terminal. Mr. Morasch informed City Council that demolition of 200 East High Street was
nearly complete, and the crew would be working on gradin g and cleaning the lot. The
airport terminal demolition is moving at a slower pace.

A motion to adjourn was made by Councilwoman Wiseman, seconded by Councilman
Graham, and approved unanimously at 7:35 P.M.
