Request filed by Catholic Charities of Central and Northern Missouri, owner, for a rezoning of 2.2 acres from RA -2 High Density Residential to PUD Planned Unit Development and a Preliminary PUD Plan to remodel and expand the "Shikles Building" to establish it as a Community Service Center. The property is located 100 feet north of the intersection of Linden Drive and Edmonds Street and is described as part of the Southwest Quarter of the Southeast Quarter of Section 12, Township 44 North, Range 12 West, City of Jefferson Cole County Missouri. (Central Missouri Professional Services, Consultant) Mr. Zollinger stated that the applicant is requesting the rezoning of 2.2 acres of property zoned as RA -2 Multi -Family Residential to PUD Planned Unit Development to expand the Shikles Building to establish it as a Community Service Center. The PUD Plan includes the remodeling and reuse of the Shikles Building, a proposed addition of 3,094 sf as well as a potential future addition of 4640 sf. The PUD plan also calls for a future storage building of 2,000sf. Mr. Brian McMillian, (Central Missouri Professional Services, consultant), 2500 East McCarty, presented the case. He stated that The Jefferson City Housing Authority sold the property to Catholic Charities of Central and Northern Missouri to help fill a void in the community. He noted that it would be used as food pantry, warehouse, study area, counseling area, for other community needs. Mr. Dan Lester, (Catholic Charites of Central and Northern Missouri) 2201 West Main Street, stated they are excited about the project and look forward to being a safe haven for the surrounding neighborhood. There was not anyone from the public in attendance to comment. One item of correspondence was received in favor of the request. Mr. Zollinger gave the staff report and staff recommendation. Staff recommends approval of the proposed rezoning and Preliminary PUD Plan. The rezoning from RA -2 to PUD allows for the requested use without rezoning the property to a commercial district, which does not fit in context of the surrounding zoning, and is site specific. The property is located in the neighborhood that it intends to service to allow for a use that fits the area. The Preliminary PUD Plan meets the standards that are required for the proposed use. Mr. Wade stated that engineering staff also recommends the approval of the request. He mentioned that he would like to see sidewalk connecting the properties, but noted that it is not something we can enforce, since it is a neighboring property. Mr. John Landwehr, 231 Madison, said that getting connecting sidewalks should not be an issue. Mr. Lester moved and Mr. Vogt seconded to approve the request to rezone the property form RA - 2 to PUD. The motion passed 8-0 with the following votes: Aye: Lester, Vaughan, Deeken, Cotton, Markus, Quigg, Vogt and Fretwell Mr. Lester moved and Mr. Vaughan seconded to approve the Preliminary PUD Plan with the establishment of an underlying zoning of C-1 Neighborhood Commercial for the purpose of determining permitted uses, signage and lighting. That stop is down hill from the auditorium. There is another bus stop on Linden Drive located on the side of the LaSalette Apartments that may be more convenient for patrons of the Shikles Center as it is closer to the building, although it has a sharper incline than the further away stop. The property is located 100 feet north of the intersection of Linden Drive and Edmonds Street and is described as part of the Southwest Quarter of the Southeast Quarter of Section 12, Township 44 North, Range 12 West, City ofJefferson Cole County Missouri. (Central Missouri Professional Services, Consultant) Nature of Request The applicant is requesting the rezoning of 2.2 acres of property zoned as RA -2 Multi -Family Residential to PUD Planned Unit Development to expand the Shikles Building to establish it as a Community Service Center. The PUD Plan includes the remodeling and reuse of the Shikles Building, a proposed addition of 3,094 sf as well as a potential future addition of 4640 sf. The PUD plan also calls for a future storage building of 2,000sf. Zoning And Surrounding Land Use Current Zoning: RA -2 Current Use: Vacant Requested Zoning: PUD Intended Use: Community Service Center Staff Analysis Analysis for the Rezoning: Standard checklist for rezoning: Surrounding Zoning Surrounding Uses North RA -2 Undeveloped/ Vacant Housing Authority Property South RA -2 Housing Authority Apartments East RA -2 Housing Authority Apartments West RA -2 Housing Authority Apartments Staff Analysis Analysis for the Rezoning: Standard checklist for rezoning: Yes No Notes: Complies with Comprehensive Plan X The proposed use of the property would support the use of the surrounding zoning district Has access to necessary utilities X The property has access to sewer. Located outside flood zone X The property does not lie within the 100 year floodplain. Meets district size requirement X Yes. Benefit to City is substantial when compared to adverse effects on adjacent property X The city would benefit from the development of the property in a commercial manner that would complement the surrounding area and be a supportive use. Standard checklist for rezoning: Yes No Notes: After rezoning, the allowed uses would be compatible with adjacent existing land uses X The mixed use of the proposal would be compatible with other uses in the area. If not rezoned, the owner would be deprived of use advantages enjoyed by surrounding owners (reverse spot zoning) X Prior to the proposed use the property has historically served as a center for the community. The requested rezoning would be an expansion of an existing district X The requested zoning would create a new zoning district but the use of the property would be much of the same that it has been for the past several years, a community building that serves the surrounding neighborhood and other neighborhoods within the city. PUD Plan Analysis: Land use: The applicant intends to use the building for a variety of different uses including administrative offices, a small chapel, a warehouse, health screening and counseling rooms, a food pantry, and a demonstration kitchen. The applicant has requested an underlying zone of C-1 Neighborhood Commercial for the purposes of determining other land uses. Building Design: The existing original building character will be maintained and enhanced. A new smaller scale addition will be located at the east side the current building, using smaller scale forms in agreement with the original structure. Parking: There will be one parking lot constructed with 29 parking stalls. The main access to the parking lot will be from Edmonds Street. A granular overflow area will be provided west of the building for the purposes of truck maneuvering and overflow parking. The granular overflow area may be paved in the future. The 29 parking stalls proposed are sufficient to meet the needs of the proposed Community Service Center as the center's aim is to serve the immediate neighborhood. Signage & Lighting: Signage details are not finalized at this time, however, preliminary discussions have indicated that C-1 Zoning District is being requested as an underlying Zoning for the purposes of determining signage and lighting. Traffic: The proposal does not exceed 100 peak hour vehicle trips and therefore does not trigger the requirement for a site specific traffic study. Landscaping: Parking lot Landscaping is not displayed on the PUD however staff recommends the proposal follow the requirements of the Jefferson City Zoning Code requirements and provide a minimum 35% of shade for the total paved parking area. Sidewalks: Sidewalks are proposed along the frontage of Edmonds Street, it is recommended that sidewalk be connected to the existing sidewalk at the intersection of Edmonds Street and Linden Drive where a bus stop is located to allow a path for pedestrians coming to the facility by bus. Staff Recommendation Staff recommends approval of the proposed rezoning and Preliminary PUD Plan. Approve Deny Neutral Staff Recommendation X Form of Motion Motion to approve the request to rezone the property from RA -2 to PUD.
