COUNCIL MINUTES
SEPTEMBER 15, 1970
INITIATION:
1. Mayor Merritt called the regular meeting of the City Council
to order at 7:40 p.m.
2. The invocation was given by Mr. Phillipp Garth, 1st Reader,
First Church of Christ Scientist, 5561 Sultana, Temple City,
3. The Pledge of Allegiance to the Flag was led by Mayor Merritt,
4. ROLL CALL:
PRESENT: Councilmen-Briggs, Gilbertson, Harker, Tyrell
Merritt
ABSENT: Councilmen -None
ALSO PRESENT: City Manager Koski, City Attorney Martin,
Director of Public Works Pizzorno, Traffic
Engineer Envall
5. APPROVAL OF MINUTES:
Councilman Briggs moved to approve the minutes of September 1,
1970, as written, seconded by Councilman Gilbertson and
unanimously carried.
Mayor Merritt proclaimed the following:
A. PTA Membership Month - October, 1970
B. YMCA Week - September 27 through October 3, 1970
C. Honoring Temple City Explorer Unit No, 169
Members of Explorer Unit No. 169 were introduced and congratulated
upon winning the Olympic Crown in national competition .of - National
Explorers Olympics, 1970.
UNFINISHED BUSINESS:
6. RESOLUTION NO. 70 -1042: Re. Modification of Zone Variance,
Case No. 69 -283, granted by Resolution No. 69 -929.
City Attorney Martin advised that Resolution No. 70 -1042
was drawn in accordance with previous council action to grant
a modification of zone variance to allow installation of
four signs related to identification and operation of Santa
Anita Convalescent Hospital. He then presented Resolution
No. 70 -1042 entitled A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TEMPLE CITY MODIFYING VARIANCE CASE NO. 69 -283.
Councilman Tyrell moved to adopt, seconded by Councilman
Gilbertson and the motion carried by the following vote:
AYES: Councilmen - Harker, Tyrell, Merritt
NOES: Councilmen- Briggs, Gilbertson
7. RESOLUTION NO. 70 -1043: Vacating Alley north of Las Tunas,
Between Cloverly and Oak Avenues.
City Attorney Martin advised that Resolution No. 70 -1043
was drawn in accordance with previous council action to
vacate the alley located northerly of Las Tunas Drive, between
Cloverly and Oak Avenues, reserving utility easements located
therein. He then presented Resolution No. 70 -1043 entitled
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
CALIFORNIA, VACATING THAT CERTAIN ALLEY LOCATED NORTHERLY
OF LAS TUNAS DRIVE RUNNING BETWEEN CLOVERLY AVENUE AND OAK
AVENUE IN SAID CITY. Councilman Tyrell moved to adopt,
seconded by Councilman Gilbertson and unanimously carried.

8, ORDINANCE NO. 70 °311: 2nd read. Re, Change of Zone from
R 0'1 to M -1, Leroy Miller, 9352 E. Lower Azusa Road.
City Attorney Martin presented Ordinance No, 70 °311, entitled
AN ORDINANCE OF THE CITY OF TEMPLE CITY RECLASSIFYING CERTAIN
PROPERTY FROM ZONE R -1 TO M =1 for second reading by title
only. Councilman Tyrell moved to waive further reading and
adopt, seconded by Councilman Briggs and unanimously carried,
9. YOUTH COMMISSION REPORT: Summary of Questionnaires.
City Manager Koski presented the summarization, prepared by
the Youth Commission, of questionnaires received from Oak
Avenue and Temple City High School students, and stated that
the findings which was the first major effort of the
Commission, will assist in their future program of work,
He advised that the report included the following:
a) that Temple City youth need more activities to
occupy their leisure time, of particular interest,
a Teen Center and Dance Hall,
b) the youth of Temple City are concerned with
availability of youth employment in the City,
c) many of the young people leave Temple City for
shopping and recreational purposes, and
d) that most students seem to appreciate the Sheriff's
involvement in the City.
Councilman Tyrell stated that he noted there was no indication
in the questionnaire of involvement of churches in meeting
the obligation of recreational activities, He stated that
while parochial schools have programs, he thought it might be
of interest to the Ministerial Association to motivate
church attendance through use of church recreational facilities,
Councilman Tyrell moved to accept the summary for interim
report, seconded by Councilman Gilbertson and unanimously
carried,
Councilman Gilbertson stated that he believed the questionnaire
would take a great deal of further evaluation, that the
young people had been very honest in their appraisals and
had looked to themselves to overcome problems of irresponsibility.
He noted that shopping habits apparently paralleled those of
their parents. He stated that he would appreciate reviewing
with the Commission their concept of a teen center, since the
present trend in other areas has been that young persons are
not interested in teen centers.
Mayor Merritt stated that it was an excellent report and also
indicated a need for further definition of the teen center.
Councilman Briggs stated that not all churches have recreational
facilities, and those that were used would apparently not
have been separated in the questionnaire, He noted that 95%
of the students indicate the desire to work, and hoped that
we can stimulate additional jobs to meet their efforts,
Further, the appreciation of the sheriff's involvement in the
City bears out the value of the Citizen and the Law Program
sponsored by the City.
Councilman Harker noted that the report indicated almost
identical interests and efforts of junior high students with
those of high school age, which leads one to believe there
isn't a barrier in the interests of these age groups, and
that the structuring of a single program may well serve the
entire span.

NEW BUSINESS:
10, TRAFFIC COMMISSION RECOMMENDATIONS: Meeting of September 2, 1970.
Traffic Engineer Envall advised that the Traffic Commission
recommended upgrading of bus stop zones for locations on Garibaldi,
Temple City Boulevard, and Rosemead, used for the Pasadena
bus line now operated by the Rapid Transit District. He
advised that necessary encroachment permits for work on
Rosemead Boulevard had been obtained from the Sate Division
of Highways, and that all red curb markings would be placed
by the Rapid Transit District at no expense to the City.
Councilman Gilbertson moved to approve as recommended by
the Traffic Engineer, seconded by Councilman Harker and
unanimously carried.
11. RESOLUTION NO. 70-1044: Warrants and Demands, Nos. 2824
through 2884 in the amount of $14,537.28
Mayor Merritt moved to adopt Resolution No. 70-1044 entitled
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $14,537.28, DEMAND
NOS. 2824 THRU 2884, seconded by Councilman Gilbertson and
unanimously carried.
12. COMMUNICATIONS:
City Manager Koski presented a letter from A. L. Pizzorno,
Director of Public Works, affirming his termination with the
City on September 18, 1970 and expressing appreciation for
support during the past 4 1/2 years in assisting with the
development of the Public Works program of the City, and
extending best wishes for the future progress of the community.
Councilman Tyrell moved to accept, seconded by Councilman
Briggs and unanimously carried. Members of the Council
expressed appreciation of the services he had rendered to the
City and wished him well in his future undertakings.
13. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
Fran Allison, 8878 Callita, and Harold Kennedy, 8834 Callita,
addressed the Council as to the hazards of crossing the
street at the five -way intersection at Callita and Rosemead,
and the need for students going to Oak Avenue and Temple
City High school to cross at this location, urging the
reestablishing of a crossing guard at this location, Mr.
Kennedy also suggested the possibility of an overhead
crossing if this were feasible. Following discussion within
the Council and with persons from the audience, Councilman
Briggs moved that as an interim measure, a crossing guard be
reinstated at the intersection of Rosemead and Callita, on
the same basis as last year, until some other solution can be
arrived at. Cora Byers 9330 Broadway, inquired if the motion
could include the intersection of Olive and Cloverly, however
she was advised that a different situation existed at the
Callita intersection, and that was the only intersection
included in the motion. Councilman Gilbertson seconded the
motion as presented by Councilman Briggs and the motion
carried unanimously.

14. MATTERS FROM CITY OFFICIALS:
A. Councilman Gilbertson requested staff to investigate
parking signs located on La Rosa, westerly of Alessandro,
where apparently a sign has been removed from the post, and
other aspects of the "No Parking" prohibition has created
confusion for motorists, resulting in illegal parking.
B. Councilman Harker advised that there had been confusion
in notices received by residents on Broadway, as to a time
for resurfacing the street, i n that a second letter advising
of a different schedule had arrived after the residents were
prepared for the schedule indicated. Director of Public Works
Pizzorno advised relative to the breakdown of equipment and
the need to reschedule, and indicated that a second notice
would be sent just prior to the time the work is to be done,
C. Councilman Tyrell discussed at length the problem of
pollution of water caused by soaps and detergents which
contain phosphates, and made a motion ' -o authorize the City
Attorney to do; the necessary research to assure that we are
not in the area of preemption, and to prepare an ordinance
prohibiting the sale or use of any products containing phos-
phates in Temple City, after January 1, 1971. The motion
was seconded by Councilman Gilbertson and unanimously carried.
D. Councilman Tyrell discussed the need for an intra -city
bus line which would accommodate the local residents by pro-
viding a means of transportation to the various shopping
areas located within the City. The matter was referred to
staff for further communication with the Chamber of Commerce
and other investigation.
E. Councilman Tyrell urged assistance to local radio
station DSA, operated by Jerry Delaunay, which could be
utilized to a greater capacity in presenting public information
to local residents.
F. City Manager Koski advised that Deputy Price and students
from the Citizen and the Law class from Oak Avenue School would
be present at the next Council meeting for orientation on
City government.
15. ADJOURNMENT:
Mayor Merritt moved to adjourn to the next regular meeting
to be held on Tuesday, October 6, 1970, at 7:30 p.m. in the
Council Chambers of the City Hall. Councilman Gilbertson
seconded and the meeting adjourned at 9:00 p,m.
