A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD ESTABLISHING THF. LEVEL OF INCENTIVES TO
BE PROVIDED BY THE CITY IN ITS APPLICATION AREA
AS REQUIRED FOR EMPLOYMENT AND ECONOMIC INCENTIVE
PROGRAM AREA ,DESIGNATION.
WIIEREAS, on March 20, 1984, the Governor of the State of California
(State) signed AB 514 into i.aw thereby creating a State Employment and Economic
Incentive Program; anal
WHEREAS, the County and City of Los Angeles are submitting a preliminary
application to the State Department of Commerce for designation of the Greater Watts
community as an Employment and Economic Incentive Program Area.; and
WHEREAS, the City Council wishes to pursue designation as an endorsing
jurisdiction in conjunction with the City and County of Los Angeles' Greater Watts
Employment and Economic Incentive Program Area Preliminary Application; and
WHEREAS, the City Council recognizes that the State expects high quality
applications to include significant additional incentives for private investment;
and
WHEREAS, the City Council further recognizes that the higher the level of
local incentives to be provided the greater the opportunity for being selected;
and
I+IHEREAS, the City Council wishes to submit a competitive application;
NOW, THEREFORE, the City of Lynwood does hereby find, determine, order
and resolve as follows:
Section 1. The attached list of local incentives to be provided to
qualifying applicants, Attachment I, is hereby approved and adopted.
Section 2. The incentives included in Attachment I shall be provided
only to applicants approved for State incentives.
Section 3. This resolution shall take effect immediately upon its
adoption.

Incentives to Pranote Industrial Growth
i
1. The City, through the Fedevelopment Agency, will assist industrial
businesses interested in expanding or locating in the target
area in assembling the required land.
2. The City, through the R.edevelogcent Agency, will endeavor to
reduce investor uncertainty by providing assistance for the
writedown of land costs and offsite and onsite improvements.
3. The City, through its Econetnic Develognent Program, will provide
technical and financial assistance in the for*n of belaa-market
interest rate loans to interested business/propex-ty owners for
upgrading/rehabilitati*ig their industrial facilities. The City
may use CDBG and Redevelogrert Tax Increment funds for this purpose.
4. The City is canpletincr a r~ rking study in t1:e project area.
This study recommends the construction of a parking facility for

5. The City, through the Economic Development Prograrn aril the
Redevelopment Ager~y, in conjunction with the County's
Community Development Ccrmissicn will develop and implement
a marketir_g prograrn to pramte the Enterprise Zone in general
and ~~e project area ir? particular. The program is exgec~to~d
to create a more positive image for the target area and inform
it:.~estors of sites available for developrent as v~ll as the
financial ir~entiaes available to interested businesses.
6. The City will provide "Fast Track permit Processing" to reduce
the processing of development permits to no more than 60
days. Priority review and plan check will be provided to
applicants processing permits in the project area.
7. The City will reduce permit fees for all projects which will
create 20 or more new jobs.
8. `?'he Lyrwucd incal Development Corporation (LL%C) will target
sire of its programs to businesses in the proposed target area.
Those programs will be implemented .in conjunction with the
City's Economic Development Program activities and could include
business financing through industrial development bowls, SBA 503
loan program a.^d a revolving 1~n fund, as well as assistance
in obtaining debt and equity capital from other public and private
services.
9. Tt:e Sheriff's Depar±ment will b° encouraged to work with project
area businesses to establish Block Snatch groups and provide advice
~ on measures to safec^aard pro,;erty.
10. The Cit•_ :;ay use ~recerty Tax Increment to subsidize increased
;atrols of the project area.

11. The City will upgrade street lighting throughout target area.
12. The City's Public Works Depari-ment is presently completing a
comprehensive needs assessment and an improvement plan to upgrade
the infrastructure in the project area. The proposed improvements
consist of street resurfacing/reconstruction; construction/reconstruc-
tion of curbs, gutters, sidewalks aryl wheelchair ramps; contruction/
~ reconstruction of water mains; construction of storm sewers and
catchment basins; and the repair/replacement of sewer mainlines aryl
marholes. To this errl tine City will target funds in an amount of
approximately $500,000 from the following sources: SB-82, Prop.
A, Gas Tax, CDBG and Redevelopment Tax Increment.
