CITY COUNCIL PUBLIC HEARING, APRIL 20, 2020
CALL TO ORDER
Mayor Carrie Tergin called the April 20, 2020 public hearing to order at 6:01 P.M.
Due to the stay at home order related to COVID-19, issued by Cole County, the public
hearing was made available for participation via WebEx, and for viewing on the City’s
Facebook page: https://www.facebook.com/CityofJefferson.
ROLL CALL
The f ollowing Council Members were present via WebEx for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, Wiseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Prather to adopt the agenda. Councilwoman Ward
seconded the motion. There being no objection, the motion to adopt the agenda was
approved unanimously.
PUBLIC HEARINGS
a. Approval of Preliminary PUD Plan for 1200 Linden Drive.
i. Associated pending bill 2019-116.
A Staff presentation was made by Sonny Sanders, Director of Planning and
Protective Services.
There being no one to speak on the bill, Mayor Tergin declared the evidentiary
portion of the public hearing concluded.
2019-116 sponsored by Councilman Graham, entitled
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE
OF THE CITY OF JEFFERSON, BY REZONING 2.19 ACRES LOCATED AT
1200 LINDEN DRIVE FROM RA-2 RESIDENTIAL TO PUD PLANNED UNIT
DEVELOPMENT AND APPROVING A PRELIMINARY PUD PLAN FOR THE
PROPERTY.

There being no objection, bill 2019-116 was read third time by title, placed on
final passage, and passed by the following roll-call vote as Ordinance 16031.
Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Nay: None
b. Proposed Development Plan and Grant of Partial Real Property Tax Abatement for
200 and 202 East High Street.
i. Development Plan and Blight Study.
ii. Tax Impact Statement
A Staff presentation was made by Ryan Moehlman, City Counselor.
There being no one to speak on the presentation, Mayor Tergin declared the
evidentiary portion of the public hearing concluded . A related bill will be
introduced at the next City Council meeting.
ADJOURNMENT
A motion to adjourn was made by Councilwoman Wiseman, seconded by Councilman
Hussey, and approved unanimously at 6:15 P.M.
