HomeMy Public PortalAbout2020-04-201 REGULAR COUNCIL MEETING, APRIL 20, 2020 CALL TO ORDER Mayor Carrie Tergin called the April 20, 2020 City Council meeting to order at 6:25 P.M. Due to the stay at home order related to COVID-19, issued by Cole County, the City Council meeting was made available for viewing on the City’s Facebook page: https://www.facebook.com/CityofJefferson. ROLL CALL The f ollowing Council Members were present via WebEx for roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Wiseman to adopt the agenda. Councilwoman Ward seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous agenda items at this time. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  All City meetings and cancellations can be found on the City’s calendar at jeffersoncitymo.gov. 2 REGULAR COUNCIL MEETING, APRIL 20, 2020  City Counselor, Ryan Moehlman explained why most of the City’s meetings have been cancelled due to the Emergency Proclamation issued by the City on March 17th related to COVID-19.  Mayor Tergin announced the Missouri 2021 Bicentennial poster contest which can be found at MO2021.org/bicentennial-poster/ for kids in grades 3 - 12.  Mayor Tergin thanked everyone for following the stay at home orders and helping to flatten the curve of COVID-19 cases. She also mentioned her appreciation for cooperation between the City, County, and Public Safety officials during this time. Mayor Tergin thanked City Staff for making the virtual City Council meetings possible.  As of now, Cole County’s stay at home order will expire on April 25th, and the Governor’s stay at home order will expire on May 3rd. Updates will be provided as they are made by Cole County and the Governor. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE – Caroline Wanjiru There were no updates at this time. CONSENT AGENDA The following items were brought before the City Council for approval by Consent: a. Minutes of City Council Meetings: April 6, 2020 b. Approval of Change Order 2 with JCI Industries, Inc. in the Amount of $31,243.50 (86.8% of the Original Contract) Associated with Effluent Pump Repair Purchase Order c. Approval of Change Order 2 Related to the Missouri River Bank Stabilization Project by Capital Paving and Construction LLC in the Amount of $106,730.00 (10.3% of the Original Contract) d. Approval of Change Order 1 Related to the Replace Bar Screen at RWRF Project by Heggemann, Inc in the Amount of $27,701.00 (16.1% of the Original C ontract) A motion was made by Councilman Schreiber and seconded by Councilman Hensley to approve the consent agenda items. The motion was approved unanimously. 3 REGULAR COUNCIL MEETING, APRIL 20, 2020 BILLS INTRODUCED 2019-127 sponsored by Councilman Mihalevich AN ORDINANCE AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT AGREEMENT BETWEEN THE CITY OF JEFFERSON AND THE MISSOURI HIGHWAYS AND TRANSPORTATION COMMISSION FOR ASSISTANCE WITH OPERATING EXPENSES FOR THE AIR TRAFFIC CONTROL TOWER AT THE JEFFERSON CITY MEMORIAL AIRPORT FOR THE PERIOD OF NOVEMBER 1, 2019 THROUGH OCTOBER 31, 2020. 2019-128 sponsored by Councilman Hussey AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT WITH CONCRETE SOLUTION LLC, IN THE AMOUNT OF $134,132.00 FOR THE MILLER AND CHESTNUT SIDEWALKS PROJECT. Councilman Hussey requested to suspend the rules. There being no objection, Bill 2019-128 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16032: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None BILLS PENDING 2019-120 sponsored by Councilwoman Ward AN ORDINANCE AMENDING THE PERSONNEL POLICY MANUAL RELATING TO DISCRIMINATION. There being no objection, Bill 2019-120 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 16033: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None INFORMAL CALENDAR There were no bills on the informal calendar. 4 REGULAR COUNCIL MEETING, APRIL 20, 2020 RESOLUTIONS RS2019-32 sponsored by Councilman Mihalevich RESOLUTION AUTHORIZING PRELIMINARY ACTIONS RELATING TO THE OFFERING FOR SALE OF A SERIES OF SEWERAGE SYSTEM REVENUE BONDS TO REFUND AN OUTSTANDING SERIES OF SEWERAGE SYSTEM REVENUE BONDS Margie Mueller, Director of Finance and Information Technology, presented the resolution. Councilman Mihalevich motioned to adopt RS2019-32. Councilman Prather seconded the motion. The resolution was adopted by the following roll -call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS There were no presentations at this time. COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS There was no discussion at this time. NEW BUSINESS Councilman Rick Prather announced that he is resigning as Councilman of War d 1 effective immediately. His position is termed out with the April 7, 2020 election. The election was postponed to June 2nd due to concerns surrounding COVID-19. After discussions between Councilman Prather, his family, Mayor Tergin, and uncontested candidate Hank Vogt, Councilman Prather made th e decision to resign at this time. Pursuant to the City Charter, Section 3.6(c), Councilman Kemna motioned to appoint uncontested candidate, Hank Vogt to the Ward 1 City Council position effective immediately. Councilman Graham seconded the motion. The motion passed unanimously. UNFINISHED BUSINESS There was no unfinished business at this time. 5 REGULAR COUNCIL MEETING, APRIL 20, 2020 ADJOURNMENT A motion to adjourn was made by Councilwoman Wiseman, seconded by Councilman Fitzwater, and approved unanimously at 7:30 P.M.
