HomeMy Public PortalAbout85-101 (08-06-85)RESOLUTION N0. 85-101 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNW00D AMENDING THE CLASSIFICATION PLAN, FIRE AND MANAGEMENT SALARY SCHEDULES TO INCLUDE THE POSITIONS OF ADMINISTRATIVE CAPTAIN AND ACCOUNTING SUPERVISOR WHEREAS, the City Council of the City of Lynwood has adopted an Employee Classification and Position Plan and amended same as needed; and WHEREAS, the City Council of the City of Lynwood had adopted a salary resolution with salary schedules including Firefighter and Management salary schedules; and WHEREAS, the City Council has recognized the need for an Admini- strative Captain and Accounting Supervisor; and WHEREAS, the required job analyses have been completed and the clas- sification statements for Administrative Captain and Accounting Supervisor prepared on that basis. WHEREAS, the Personnel Board has recommended the new classifications; WHEREAS, the City Council of the City of Lynwood has reviewed the proposed action and approved same; NOW, THEREFORE, the City Council of the city of Lynwood does hereby find, determine, order and resolve as follows: Section 1. Amend the Employee Classification and Position Plan to include the classifications of Administrative Captain and Accounting Super- visor/Exhibits A and B respectively. Section 2. Amend the Firefighter salary schedule to include the title of Administrative Captain 'at level of Fire Captain and amend Manage- ment schedule to include Accounting Supervisor at the level of 4M. YPICAL DUTIES PERFORMED (These examples do not list all the duties which may be signed; any one position may not include all the duties listed) valuate departmental training criteria including firefighting and medical competence of suppression personnel; plan and provide training to strengthen identified weak- nesses. PLan, organize, direct and evaluate such fire department programs as emergency pre paredness, fire prevention for schools, EMT I, and mutual aid. Maintain records, and prepare reports relating to personnel, facilities, equipment and operations. Prepare budget and recommend purchase of necessary equipment and supplies for emer- gency preparedness programs EMT I training and recertification and fire prevention programs for local schools. Develop and implement public awareness programs such as smoke detector installation, earthquake or emergency preparedness; schedule and conduct educational programs and disseminate information to public. Interpret state and federal regulations pertaining to identification, use, storage and disposition of hazardous or toxic substances. velop policies and procedures for safely managing hazardous material incidents or ccidents. Performs related work as required, MINIMUM QUALIFICATIONS REQUIRED Knowledge of the principles and practices of fire administration. Knowledge of rules and regulations inherent to a fire department operation. Knowledge of fire prevention methods and ability to learn City and other ordinances relating to fire prevention. Knowledge of principles, practices and methods in public administration. Ability to meet deadlines and complete assignments with general supervision. Administrative Captain (Cont'd) EXHIBIT A Ability to establish and maintain effective working relationships with other employees, officials and the public. Ability to recognize and develop the abilities and skills of subordinates. Ski11 and ability to express oneself clearly and concisely both orally and in writing. Ski11 in the application of administrative management, and supervisory techniques as they apply to the fire service and fire suppression personnel. INDICATORS OF PREPARATION FOR WORK i~ Seven (7) years fire service experience including two (2) as Fire Captain. SPECIAL REQUIREMENTS Valid California drivers license. Presently employed with the Lynwood Fire Department and at least two (2) years experience in the rank of Captain. EXIIIBI: 3; ACCOUNTING SUPERVISOR TYPE Or WORK PERFORT~D Under general supervision performs technical and supervisory accounting work and administrative functions carried out in the Accounting Division. TYPICAL DUTIES PERFORMED (These examples do not list all the duties which may be assigned; any one position may not include all the duties listed) rforms routine accounting tasks and participates in the work of a group of tech- cal personnel engaged in maintaining the municipal general ledger, processing .counts payable and payroll, writing journals, maintaining supporting schedules of subsidiary records and accounts and other departmental functions. Participates in the preparation and summarizing of regular and special financial and statistical statements and reports. Prepares financial analysis of operations for management. Answers routine technical questions of subordinates regarding accounting and data processing methods and techniques. Maintains effective internal controls in finance activities. Analyzes and interprets accounting provisions of laws and regulations and recom- mends steps for their implementation. Assists and participates in the City's external audits. Monitors all grant financial activities. Assists in formulating and implementing policies and procedures. rforms related work as assigned. ;NIMUM QUALIFICATIONS Thorough knowledge of accounting theory and practice, particularly as applied to municipalities. Knowledge of budgeting, finance operations, and fiscal procedures and methods. Knowledge of State, Federal laws pertaining to municipal accounting operations of a finance department. Ability to learn and apply local laws. Knowledge of accounting and data processing systems and procedures. Ability to apply accounting theory and practices to transactions and problems related to a municipal accounting system. Ability to establish and maintain cooperative working relationships with staff, City officials and the public. INDICATORS OF PREPARATION FOR WORK Four years of experience in accounting or finance; two years of which shall have been in the public sector. Graduation from college with a Bachelor's degree in accounting, or any combination of training and experience which may provide the required know ledges, abilities and skills.
