A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD, CALIFORNIA, URGING THE
LEGISLATURE AND THE GOVERNOR OF THE STATE
OF CALIFORNIA TO TAKE POSITIVE ACTION TO
CONTROL TELEPHONE RATES
WHEREAS, telephone .services are an essential
communication network necessary for the well-being oi' every
American citizen; and
WHEREAS, Pacific Bell rates continue to increase
to the average citizen at a higher rate than the cost of
living index; and
WHEREAS, senior citizens and others on fixed
income are least able to afford increases in the cost of
essential telephone services; and
WHEREAS, the proposed increases represent a 50%
rate hike for essential lifeline services; and
WHEREAS, unlimited local service calls will be
increased almost 100%; and
WHEREAS, increases in basic telephone service
rates affects the discretionary dollar of all citizens; and
WHEREAS, sales tax revenue essential to local'
government is decreased when spendable income is limited.
NOIY, THEREFORE, UE IT RESOLVED by the City Council
of the City of Lynwood as follows:
Section 1. The City Council of the City of Lynwood
urges the Legislature and the Governor of the State of California
to take positive action to assure that telephone rates are raised
not more than once each calender year in the amount not to cx:ceed
the annual percentage rise of the consumer price index.
Section 2. The City Clerk is directed to transmit
certified copies of this Resolution to each member of the
California State Legislature, the Governor, Members of the
California Public Utilities Commission, and the League of
California Cities.
Section 3. The Mayor is hereby authorized to affix
his signature to this Resolution signifying its adoption by
the City Council of the City of Lynwood, and the City Clerk
is directed to attest thereto.
