CALL TO ORDER - Mayor Green called the meeting to order at 6:05 p.m. 2. ROLL CALL: Council Members; Susman, Dee, and Mayor Green. Council Members; Anderson and Vice Mayor Brown noted as absent. Also Present: Public Works Director/Town Engineer, Dan Wilkins; Community Development Director, John McLaughlin; Chief of Police, Scott Berry; Administrative Services Director, Kim Szczurek; Town Planner, Duane Hall; Senior Engineer, Todd Landry; Town Attorney, Dennis Crabb; Town Manager, Tony Lashbrook; and Town Clerk, Judy Price. 3. PLEDGE OF ALLEGIANCE - Led by Pat Davison. 4. PUBLIC COMMENT - None. 5. PRESENTATIONS 5.1 Council proclaimed recoanition of the Tahoe Truckee Unified School District (TTUSD), Fred Stoner. Red Cross Volunteer, and the Red Cross for the Winter Storm Emeraencv Shelters. Mayor Green read the proclamations. It was moved by Council Member Dee and seconded by Council Member Susman to adopt and sign the proclamations of recognition for the Tahoe Truckee Unified School District, Fred Stoner, Red Cross Volunteer and the Red Cross for the Winter Storm Emergency Shelters. The motion carried 3-0 with Council Member Anderson and Vice Mayor Brown absent. 5.2 Council continued the presentation of proclamations to Tim Hargrove, Sergeant, Truckee Police Officer of the Year and Gary Thomas, Truckee Volunteer of the Year, to the March 20, 2008 regular meeting. 5.3 Development Code Update Review. Duane Hall, Town Planner, presentation: . The February 25th and March 18th workshops have been postponed. Town of Truckee February 21, 2008 Regular Page I . March 4, 2008 - Topics: o Stormwater runoff and quality. o Design review process. o Infill development standards/incentives. . March 25, 2008 - Topics: o Open space and clustering. o Tree protection and preservation standards. o Hillside development standards. . From the last workshop: o Signs survey and questions to Planning Commission. . Staff opened with the results of the public outreach effort. . 50 signs where illustrated and ranked. . The top and bottom five signs for Truckee were selected. . Commission provided comments regarding: o Live-work units. o Mixed-use developments. o Home occupations. I Mayor Green opened the item to public comment. Seeing none, Mayor Green closed public comment. 6. CONSENT CALENDAR It was moved by Council Member Susman and seconded by Council Member Dee to I approve the Consent Calendar as follows: The motion carried 3-0 with Council Member Anderson and Vice Mayor Brown absent. 6.1 Approve Resolution 2008-09, increasing Town Attorney, Dennis Crabb's pay by 5.7%. 6.2 Authorize the Town Manager to execute a contract amendment with JoAnn Anders for an additional $40,000 for engineering grant related services, resulting in a not to exceed total contract amount of $80,000. 6.3 Receive and file the School District/Town Traffic Fee Agreements as required by the Brown Act. 7. DISCUSSION ITEMS 7.1 COUNCIL PRIORITY - Council provided direction and authorization to proceed with a news rack placement proiect and ordinance for Historic Downtown Truckee. David Griffith, Redevelopment and Housing Coordinator, presented the following: . Staff recommendation. . Background Information: o Town Council has identified redevelopment projects such as Downtown historic preservation and pedestrian enhancements as an "A+" priority. o Attractive and safe pedestrian right-of-way is critical. o Recent trash/recycling receptacle placement project identified newsrack I placement as next potential project. Town ofTruckee February 21,2008 Regular Page 2 I I I o Strong support of the project was received from the Truckee Downtown Merchants Association (TDMA), the Truckee Donner Chamber of Commerce, and other stakeholders. . The Purpose of an ordinance is to: o Regulate newsrack type and placement, o Establish administrative regulation for placement of newsracks, and o Establish permit requirement for the installation and use of newsracks. . Currently there are 54 new slots Downtown. o Staff is recommending eight, eight slot rack units. o There were early concerns regarding reducing the number of slots. . Illustrations of existing newsracks. o Destroyed slots and the inconsistency of individual racks. . Newsracks proposed would complement the recycling containers. o Illustrations of proposed newsracks. o Illustration of proposed locations. . Repeated recommendation. o Public outreach. o Vendor selection. Council Discussion: . Staff is planning to present the ordinance to Council with additional program details in one month. . Establish value for the project, in partnership with newspaper vendors. . Concerns regarding the correct number of slots being made available. . Town staff will administer the use of the units. o The slots would be leased out by Town Staff or by contract. o Maintenance would be included. Mayor Green opened the item for public comment. Dan Warren: . Questioned if the Town is burdened with the cost of the units. . Mentioned the existing slots reflect the eclectic nature of Downtown Truckee. Response: Staff is proposing a lease program to cover the cost of purchase and maintenance of the racks. Carol Pauli: . Questioned if the ordinance includes the entire Town of Truckee. o Expressed concerns regarding the use of Town funds on just the Downtown area. . Stated concerns regarding loss of the eclectic nature of Downtown. . Supports the recycling/trash containers and would like to see them elsewhere in Town. Response: Staff is recommending the Ordinance for the Downtown area and as the program is perfected it can be expanded elsewhere in Town as desired. Staff plans on having the program reviewed by the Historic Preservation Advisory Commission (HPAC), Ms. Pauli will be emailed when the item appears on the HPAC agenda. The ordinance process to run concurrent with the development of the other aspects ofthe program. . The correct number and placement of the racks should be "flushed out" prior to the project moving forward. It is the consensus of the Council to move forward. The consensus carried 3-0 with Council Member Anderson and Vice Mayor Brown absent. 7.2 COUNCIL PRIORITY - Council accepted the Workforce HousinQ Association of Truckee Tahoe (WHATTl Quarterlv reports dated October 15. 2007 and January 15. 2008. John McLaughlin, Community Development Director, introduced Breeze Cross of WHA TT. Breeze Cross presentation: . Discussed the recruitment efforts for the vacant Executive Director position. o Hank Lewis, CFO of WHA TT and Mr. Cross have been sharing the duties of Executive Director. . The organization is continuing to development relationships with developers regionally. . Currently the organization is working to put 92 affordable units in the Kings Beach area. . Working with JMA Ventures, assisting them with their affordable housing plan for the Homewood and Hotel Avery projects. . Tom Ballou continues to work on Housing Services with Town Staff. . WHA TT is moving forward with the Community Housing Development Corporation (CHDC) application. o In contact with California Housing and Community Development (HCD). o Postponed training (key element for the application) until the new Executive Director is hired. o HCD and RCAC to streamline the process. . Opportunities - Development and Executive committees are working with developers. . Confident and excited with the efforts and the general acceptance that WHA TT is finding in the community. . Seeking funding for the Regional Housing Needs Assessment. Council Discussion: . Tom Ballou will forward the survey that is missing from the January 15, 2008 report to Staff. Staff will forward the survey to Council for review. Mayor Green opened the item for public comment. Seeing none, Mayor Green closed public comment. It was moved by Council Member Susman and seconded by Council Member Dee to accept the Workforce Housing Association of Truckee Tahoe (WHATT) quarterly reports dated October 15, 2007 and January 15, 2008. Town of Truckee February 21,2008 Regular Page 4 I I I I I I 7.3 STAFF REPORT - Council adopted Resolution 2008-10 adoptinQ a MitiQated NeQative Declaration: and adopted Resolution 2008-11 providinQ the necessary riQht-of-wav to construct a roundabout at the State Route 89 North/Alder Drive/Prosser Dam Road intersection. Todd Landry, Senior Engineer, presentation: . Resolution 2008-10 adoption of a mitigated negative declaration for roundabout project. o Illustrations provided. o Town is the lead agency for the California Environmental Quality Act (CEQA). o A mitigated negative declaration was, prepared because of the presence of a wetland area and archeological resources on the site. o As the lead agency, the Town will have to adopt the mitigated negative declaration. o Roundabout layout exhibit. . . Widen Alder Drive. . Raise the profile ofthe approach. . Level intersection. . Traffic calming into the roundabout. . Wetland impact 0.28 acres - mitigated. . Culvert replacement. . Mitigation will be in-lieu fees to the Army Corp of Engineers. . Lahontan would like new wetlands, at a two-to-one ratio, to be placed in the watershed area. . Resolution 2008-11 right-of-way transfers to accommodate the roundabout. o Right-of-way transfers. o Illustration provided. Mayor Green opened the item for public comment. Dan Warren: . As a cycling advocate, questioned the existence of a drop-off on the new bike path. Response: The project will connect the current drop-off to the roundabout trails. . On behalf of the Glenshire Residents Association, would like to discuss the potential of working with Town on potential wetland mitigation areas in Glenshire. Carol Pauli spoke in opposition to roundabouts due to: . Potential accidents caused by poor visibility. o Has almost been rear ended or broadsided five times. . Witnessed three cattle trucks that could not maneuver the roundabouts. . Believes it is inappropriate to put two roundabouts so close together. . Recommended a signal be installed in place of the roundabout. . Believes the loss of wetlands in her neighborhood can not be mitigated. Mayor Green closed public comment. Town ofTruckee February 21,2008 Regular Page 5 Council Discussion: . The project was designed to avoid the wetlands where possible. . This is designed as a single lane roundabout based on Caltrans specifications for the volume from the side streets. o It is designed with a truck apron for truck traffic. . Raising the profile will improve the sight distance (approximately 150 feet). . The intent is to design the facility for any trained truck driver to maneuver the roundabout. I It was moved by Council Member Susman and seconded by Council Member Dee to adopt Resolution 2008-10 adopting a Mitigated Negative Declaration; and adopt Resolution 2008-11 providing the necessary right-of-way to construct a roundabout at the State Route 89 North/Alder Drive/Prosser Dam Road intersection. The motion carried 3-0 with Council Member Anderson and Vice Mayor Brown absent. 7.4 STAFF REPORT - Council continued this item to the March 6. 2008 reaular Council meetina. Staff has requested the item be continued to the March 6, 2008 regular Council meeting. 7.5 COUNCIL PRIORITY - Council approved the priorities list for 2008: and accepted and filed the report from the meeting facilitator. Tony Lashbrook, Town Manager, presentation: Support the Downtown Core as the "Heart and Soul of Truckee". I Priorities: A+ Historic Preservation Program Implementation including National Register District Application. Town Grant Program and outreach information. A+ Railyard Redevelopment. A+ River Revitalization Strategy Implementation. A+ Redevelopment projects, including historic preservation and pedestrian enhancements. B Civic and cultural presence in the Downtown. II Protect and enhance the quality of life for Truckee residents by ensuring that new development and redevelopment preserves and enhances our environmental, social and cultural character and assures a positive impact on our long term economic viability. Achieve a balance of housing that serves our workforce while recognizing the economic forces created by the continuing demand for vacation real estate in our community. Railyard Redevelopment. River Revitalization Strategy Implementation. General Plan Update Implementation-Including: Development Code, Lighting Guidelines, and Zoning changes to conform to the Airport Land Use Compatibility Plan (CLUP). Continue Affordable and Workforce Housing Opportunities and seek additional opportunities for public safety and other critical personnel while maintaining current programs. Corporation Yard Relocation. Complete phase-out of un certified wood burning devices. Redevelopment projects, including historic preservation and pedestrian enhancements. Measure A (1/2 cent sales tax for road maintenance) continuation. Green Building Work Program including sustainable practices for Town facilities. A+ A+ A+ A+ A+ A III Mitigate the negative impacts of growth through solutions to growth related issues such as increased traffic and transportation needs. Continue to work toward making Truckee a pedestrian and bicycle friendly Town. Priorities: A+ Railyard Redevelopment. A+ River Revitalization Strategy Implementation. A+ Complete phase-out of uncertified wood burning devices. A+ Stormwater Management Plan. A+ Redevelopment projects, including historic preservation and pedestrian enhancements. A+ Mousehole solution. A Continue with activities such as the Memorandum of Agreement for Transportation and collaborative efforts provided through the City County meeting process. A Seek opportunities for enhanced public transit funding. B Seek ways to enhance public communication. IV Strengthen public communication and involve those members of the community who are impacted by specific issues and projects in the development of solutions and strategies. Continue with activities such as the Memorandum of Agreement for Transportation and collaborative efforts provided through the City County meeting process. Work with local and regional agencies for mutual benefit. Seek opportunities for enhanced public transit funding. A A V Provide quality Town services and capital projects in a fiscally responsible manner. Institute a rolling five year prioritized Capital Improvement Program. Priorities: A+ A+ A+ A+ General Plan Update Implementation- Including: Development Code, Lighting Guidelines, and Zoning changes to conform to the CLUP. Corporation Yard Relocation. Recruitment for Town Attorney (May 2009). Monitor and respond to the Town's fiscal health now and in the future while recognizing the importance of retaining and recruiting quality employees. VI Collaborate with local and regional entities to address planning, growth, I workforce housing, and transportation. Priorities: A+ Continue Affordable and Workforce Housing Opportunities and seek additional opportunities for public safety and other critical personnel while maintaining current programs. . A+ Mousehole solution. Council Discussion: . Note: this action includes acceptance of the report that recaps a significant portion of Teambuilding dealing with how Council conducts business in the public's best interest. Mayor Green opened the item for public comment. Heather River, questioned the walkability in the Downtown area (Brickelltown) and how it relates to the priorities. Response: Tony Lashbrook stated the issue has been discussed for the past eleven years. The challenge is: who will pay for the improvement and how they will happen. The Donner Pass Road realignment to the south, necessary to construct this project will be expensive. The Redevelopment Agency will discuss short and long term projects for solutions. Council Member Susman continued - progress has occurred in the past eleven years the project is not complete, nor are the improvements contiguous however improvements have occurred. I Town of Truckee February 21,2008 Regular Page 8 I I I John Falk, Tahoe Sierra Board of Realtors (TSBOR), spoke in support of two goals: . Goal 2, Priority 5, TSBOR has been a champion of the efforts regarding housing for emergency or essential personnel, providing pride and vesting in our community and ready access in emergency situations. . Goal 6, Priority 1, a broader regional approach to affordable housing - TSBOR recognizes the difficulty of launching the silent second program and is evaluating spearheading a program to take advantage of California Association of Realtors Housing Affordability Fund in concert with Town and County funding. Mayor Green closed public comment. It was moved by Council Member Dee and seconded by Council Member Susman to approve the priorities list for 2008; and accept and file the report from the meeting facilitator. The motion carried 3-0 with Council Member Anderson and Vice Mayor Brown absent. 8. COUNCIL REPORTS Council Member Susman: . Attended the Local Area Formation Commission (LAFCO) budget committee hearing today. o Lafco dues for the local jurisdictions will decrease between $2,000 and $4,000 this year. o Attended the Affordable Housing Working Group meeting . Adopted findings and the foundation of Bay Area Economics study. Council Member Dee: . Attended Nevada County Transportation Commission (NCTC) o Endorsed the Donner Track Project. o Updated the Regional Mitigation Fee Program. . Attended a meeting with Senator Cox regarding Donner Track Project with Placer County Transportation, Sacramento Area Council of Governments (SACOG), the City of Roseville, Union Pacific Railroad, and Council Member Susman. . Attended California Transportation Commission meeting - o Strong support for the Donner Track Project from the Chamber of Commerce in Oakland and Sacramento. o SACOG came out in favor of the project. o March 13th review of the project at their regional meeting and award nominations April 1 ot" o Union Pacific (UP) is now willing to discuss the Mousehole. . Three regional UP representatives will be here to look at the project. o Ross Chittenden of Caltrans nominated the Donner Track Project stating, "This project has national significance and the ability to add commuter and passenger services to the underserved communities east of Sacramento; is a working priority for Caltrans." Mayor Green: . Attended the Mayors/Managers breakfast. Economic development next steps. Grass Valley will host the next City County meeting in late March or early April.
