RESOLUTION INITIATING PROCEEDINGS AND NOTICE OF
HEARING FOR REORGANIZATION PROVIDING FOP. DETACfIMENT
FROM THE CONSOLIDATED FIRE PROTECTION DIST R~I CT AND
THE FIRESTONE GARBAGE DISPOSAL DISTRICT AND ANNEX-
ATION TO THE CITY OF LYNWOOD

~~ ~ RESOLVED BY THE CITY COUNCIL OF THE CITY OF LYNWOOD
' AS FOLLOWS:
Section 1:
(a) The names of each subject district for which a change
of organization is proposed are Consolidated Fire Protection District
and Firestone Garbage Disposal District. Each of such districts is
located in Los Angeles County.
(b) The change of organization proposed for each of the
subject districts is:
1. Detachment from the Consolidated Fire Protection district
and the Firestone Garbage Disposal district and Annexation to the City
of Lynwood.
Reference is hereby made to the "Resolution Making Determina-
tion and Approving the Proposed Reorganization Identified as 'Annexation
3 (A)' to the City of Lynwood" adopted by the Local Agency Formation
Commission of Los Angeles County adopted on August 28, 1985, for a ful.].
and completed description of each proposed change of organization,
and of each of the terms and conditions for each such change of
j^'^~ organization contained in such Resolution Making Determinations.

~JI (c) Preliminary proceedings were commenced by the filing
on July 15, 1985 with the Executive Officer of the Local Agency
Formation Commission of Los Angeles County of a Resolution(s) of
Application adopted by the City Council of the City of Lynwood on
June 4, 1985 pursuant to Government Code Section 56195.
(d) The reason(s) for the proposed reorganization as set
forth in the proposal therefor is (are) to straighten out and align
boundaries of the City of Lynwood with respect to surrounding juris-
dictions through annexation of the subject territory and to eliminate
blight in the area by the redeveloping sites for the possible relo-
cation of households, retail outlets, and industries displaced by
the Century Freeway which wish to remain in the local community, by
allowing expansion of industrial businesses into the area and by pro-
viding sites for other public facilities and industries needed in
the area.
(e) TIME, DATE AND PLACE OF HEARING:
7:30 p.m., or as soon thereafter as the matter may be heard
on November 19, 1985, at the Council Chambers, Lynwood City Hall,
11330 Bullis Road, Lynwood, California, are fixed as the time, date
and. place of a public hearing on the proposed reorganization. 'Che
hearing may be continued from time to time but not to exceed 60 days
from the date above set forth, unless an extension of such period
of time is granted pursuant to Government Code Section 56253.
(f) Any interested person desiring to make written protest
shall do so by written communication filed with the City Clerk, at
her office located at City Ha11 not later than the hour and date of
the hearing above set forth. A written protest by a landowner shall
contain a description sufficient to identify the land owned by him.
A written protest by a voter shall contain the residential address of
such voter. The sufficiency of signatures to protests by landowners
shall be determined in accordance with Government Code Sections 56160,
56161 and 56162, and the sufficiency of signatures of. resident-voters
shall be determined in accordance with Government Code Section 56158.
Section 2:
The City Clerk shall give notice of the adoption of this
Resolution and of the public hearing hereby called by:
A. Publication of this Resolution for two weeks in
Inwood Press, a newspaper of general circulation in the territory
proposed to be annexed. Section 2 of this Resolution need not be
published.
B. By posting a true copy of this Resolution on the
official bulletin board used by this City Council for 15 days, suc}~
posting to commence not later than November 4, 1985 in accordance
with Government Code Sections 56085 and 56086.
C. By mailing a true copy of this Resolution in accordance
with Government Code Section 56089 to:
(a) Each landowner owning land in the territory proposed
to be detached from the Consolidated Fire Protection District and Fire-
stone Garbage Disposal District and annexed to the City of Lynwood.
(b) The Secretaries of each subject or affect district,
namely: Consolidated Fire Protection District and Firestone Garbage
Disposal District, at the district addresses appearing in the Roster
t,. kept pursuant to Government Code Section 53051(c).
(c) The County Clerk of Los Angeles County
(d) To each person, if any, who has filed a request for
special notice with the City Clerk.
This resolution shall become effective immediately upon
its adoption.

NOTICE OF HEARING

The undersigned, City Clerk of the City of Lynwood,
certifies:
She caused to be posted a true copy of the Resolution of
the City Council adopted on October 1, 1985, initiating pro-
ceedings for and giving notice of the hearing on reorganization
of boundaries - Annexation 3 (A) - adding certain territory to
the City of Lynwood (and detaching such territory from the Con-
solidated Fire Protection District and the Firestone Grabage
Disposal District).
The Resolution was posted on the official bulletin board
in City Hall, 11330 Bullis Road, Lynwood, which building is
customarily used for posting public notices of proceedings
before the City Council.
Such posting was commenced at least 15 days before the date
of hearing by posting on October 24, 1985, and continued to
the time of the hearing ordered to be held on November 19, 1985
at 7:30 P.M.
