REGULAR COUNCIL MEETING, MAY 4, 2020
CALL TO ORDER
Mayor Carrie Tergin called the May 4, 2020 City Council meeting to order at 6:05 P.M.
Due to the stay at home order related to COVID-19, issued by Cole County, the City
Council meeting was made available for viewing on the City’s Facebook page:
https://www.facebook.com/CityofJefferson.
ROLL CALL
The f ollowing Council Members were present via WebEx for roll-call:
Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Schreiber,
Vogt, Ward, and Wiseman
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham to adopt the agenda. Councilman Schreiber
seconded the motion. There being no objection, the motion to adopt the agenda was
approved unanimously.
MISCELLANEOUS AGENDA ITEMS
Mayor Tergin presented the Public Service Recognition Week proclamation and the
Mental Health Month proclamation.

There were no public hearings at this time.

Mayor Tergin reminded citizens to complete their census at www.2020census.gov.
Public Works Director, Matt Morasch announced parking enforcement which had
been suspended downtown due to COVID-19, will begin again Monday, May 18th.
Bus fares will continue to be suspended until further notice to eliminate the
exchange of cash. Charges for Handi-wheels services will continue.
Mayor Tergin announced the expiration of Cole County’s COVID-19 health orders,
but encouraged citizens to be safe and follow recommendations for social
distancing. Cole County has provided guidance to businesses as they open. The
information can be found at colehealth.org. The City and County now fall under the
Governor’s current order which expires June 1st.
International Firefighters Day was today. The Mayor and Councilmembers wore
red to commemorate the day. Fire Chief Matt Schofield thanked everyone for the
recognition.
Councilman Hussey announced the virtual Porch Fest which was held on Sunday,
May 3rd. YouTube videos of local artists were featured on the event’s Facebook
page. Councilman Hensley was featured as one of the artists. Councilman Hussey
thanked the Parks Department for their vital role in the planning and execution of
the event.
Ryan Moehlman, City Counselor updated the City Council on MSP redevelopment
proposals. The deadline has passed for the two developers to provide their
updated proposals. The City is working with Baker Tilley to provide an economic
feasibility study on the proposals. Mr. Moehlman expects the study to be
completed within a week. The study will be distributed to the Mayor and
Councilmembers for their review and determine next steps.
Councilman Mihalevich recognized the anniversary of the annual Serve Jeff City
event which was cancelled this year due to COVID-19. Councilman Hussey, who
chairs the event, is hopeful the event will be back in April 2021.
LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE
Councilman Graham mentioned that today, May 4th, was the first day for the university’s
staff to return to campus after being closed due to COVID-19. Graduation has been
postponed until August 1st. There is a virtual Historically Black Colleges and Universities
(HBCU) graduation on May 16th.

b. Approval of Change Order 1 with Visu-Sewer of Missouri, LLC. in the Amount of
$61,646.25 (36.5% of the Original Contract) Associated with The Sewer Main
Rehabilitation 2019 Contract 2
A motion was made by Councilman Hussey and seconded by Councilwoman Ward to
approve the consent agenda items. The motion was approved unanimously.

COUNCIL AND STAFF DISCUSSION OF PRESENTATION TOPICS
In regards to the MSP Redevelopment proposals and feasibility study, Councilman
Mihalevich requested a plan from Staff on how to distribute information to the public and
next steps.

ADJOURNMENT
A motion to adjourn was made by Councilwoman Wiseman, seconded by Councilman
